City of Marco Island Florida 51 Bald Eagle Drive Marco Island, Florida cityofmarcoisland.com Meeting Minutes - Final Wednesday, January 6, 2021 3:00 PM Community Room Beautification Advisory Committee Beautification Advisory Committee Meeting Minutes - Final January 6, 2021 (1) CALL TO ORDER Chair Kirlin called the meeting to order at 3:01 P.M (2) ROLL CALL Present: 3- Chair Kirlin, Vice-Chair Tobin and Member Cummings Absent: 1- Member Strungis (3) PLEDGE OF ALLEGIANCE Led by Chair Kirlin. (4) APPROVAL OF THE AGENDA MOTION by Vice-Chair Tobin, seconded by Member Cummings, that this Agenda be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 4- Chair Kirlin, Vice-Chair Tobin, Connelly and Member Cummings (5) APPROVAL OF THE MINUTES ID 21-1293 Beautification Advisory Committee Minutes of December 2, 2020. MOTION by Member Connelly, seconded by Vice-Chair Tobin, that the Minutes from December 2, 2020 be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 4- Chair Kirlin, Vice-Chair Tobin, Connelly and Member Cummings (6) STAFF COMMUNICATIONS a. Staff update Stormwater Engineer Jason Tomassetti stepped in for Public Works Director Timothy Pinter, who was unable to make the meeting. Mr. Tomassetti Indicated to the Committee that there are currently no updates. (7) PUBLIC COMMENT None. (8) PRESENTATIONS None. (9) OLD BUSINESS a. Utility Wraps Base Project (update) Member Connelly was originally waiting for Al Benarroch with Affordable Landscaping Service & Design to wrap the base for the utility wraps. However since the Committee is no longer moving City of Marco Island Florida Page 1 Beautification Advisory Committee Meeting Minutes - Final January 6, 2021 forward with this, Member Connelly reached out to a painting contractor who explained to her the process: 1) The contractor will have to apply a concrete cleaning solvent. 2) Then, they would have to scrub them clean, rinse and dry. (This will be a lengthy process) 3) The process will then need to be repeated if needed in any places that need to be cleaned. 4) Afterwards, tough deck xylene and silicone sealer will have to be placed on the bases. 5) After all of that is applied and left to dry, a second coat is applied. Once this is done, the maintenance on the boxes should be easy and quick. After much discussion between the Committee Members, Member Connelly said she would check with Mr. Pinter to see if the base of the utility boxes could be changed to a different color. After much discussion Member Cummings made a motion. MOTION by Member Cummings, seconded by Vice-Chair Tobin, that the Committee authorize spending not to exceed $2,500, get three bids, and look into the optimal color for the base of the utility wraps, be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 4- Chair Kirlin, Vice-Chair Tobin, Connelly and Member Cummings b. Marco Lake Tree Project (update) Member Cummings sent out the 7 locations to Public Works Administrative Assistant Diana who then distributed them to the Committee. The potential issue is that Member Cummings believes there is no irrigation system in the area. Member Connelly suggested the water truck. However, that would have to be brought up to Mr. Pinter. The Members also discussed the trash and debris around the lake. c. Beach Entry Banner Replacements (updates) Member Connelly spoke to the vendor the day before and was told the banners should be coming in tomorrow (January 7, 2021). She also mentioned that she'll check with Mr. Pinter regarding the process of how they are stored. (10) NEW BUSINESS a. 2021 Community Projects: Only ‘Marco in Bloom’ Contest This year the budget is averaged to be about $1,380.00. The property involved is residential, Commercial Property, Cul-de-sac, Condominium, and Institution. Everyone is open to participate. The nomination encourages people to not only nominate other properties but their properties as well. The point of this contest is to encourage plants that produce well in Florida weather and to minimize turf lawn landscaping. The trees/plants that are on the property should be Florida Friendly. There will be 2 categories: Personally-landscaped and Professionally-landscaped. (11) COMMITTEE COMMUNICATIONS a. Committee Concerns/Future Agenda Vice-Chair Tobin brought up a couple of concerns. 1) Vice-Chair Tobin read out loud an article concerning rocks in the swale and educated the audience and Committee on how vital it is to remove them from the swale. Not only is it unappealing to the eye, City of Marco Island Florida Page 2 Beautification Advisory Committee Meeting Minutes - Final January 6, 2021 but negatively affecting water quality. The Committee Members would like to see if the City can provide a grant to homeowners with rocks in the swale. 2) Vice-Chair Tobin mentioned that there are some flooding concerns on the Island that should be addressed. The areas that are most affected are located on Heathwood, San Marco, and Barfield roads. The Members then discussed the 'Marco in Bloom' process. The deadline for the contest would be March 19, 2021. The winner(s) will be called individually. MOTION by Member Connelly, seconded by Member Cummings, that the April 14, 2021 date be changed to April 1, 2021 at 3pm., be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 4- Chair Kirlin, Vice-Chair Tobin, Connelly and Member Cummings b. Reappointment Reminder for Members The Committee discussed the rules and process of welcoming new Members. The Committee Members also praised Chair Kirlin for all the years he's been on the Committee and how much he will be missed. (12) ADJOURNMENT There being no further business before the Committee, the meeting adjourned at 4:53 P.M.
