MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Vice-Chair Crain, Member Roth, Member Sokol, Member Thompson, Member Trotter and Member Winter (6) STAFF COMMUNICATIONS (7) PUBLIC COMMENT Mr. Jack Williams, Marco Island resident's came forward to: 1) Thank Chair Woodworth for all he's done for the Committee. 2) Discuss the water quality and why higher-ups are stating that the water is fine. Mr. Williams is astonished by the thought of the City buying a building and refurbishing it compared to buying equipment to clean up the fishkill. (8) PRESENTATIONS a. Marco Island Yacht Club There was a presentation made by the members of the Marco Island Yacht Club. The Marco Island Yacht Club has been in the process with the City for about 12 months regarding the Boat Dock Extension request (BD-20-000273) for the Marco Island Yacht Club located at 1400 N. Collier Blvd., Marco Island, FL 34145. There were a couple of changes to the project: 1) There was a reduced number of slips and 5 transient slips. City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final January 21, 2021 2) Larger slips will be adjusted due to market trends. 3) A wet slip membership will be included. Overall the current design extends the previously approved dock extension by 43 ft. In the updated plans the dock extends 21% of the way to the opposite shore. The primary dock is designed as a floating breakwater and is planned to be 20 feet wide and 4 feet deep. The dock will have: 1) State of the art design. 2) 35,000 lefts 3) steel pilings 4) Increased electrical power for large vessels 5) A pump-out available from every slip. The project elements include the removal of an existing dock, renewing the 555' of the existing seawall, a 27' slip marina, a dockmaster office, and a refurbished restroom. The total project cost comes to $6,533,700.00. This project will be financed by member finance loans and pre-sales of wet slips memberships. The Marco Island Yacht representative provided a list of all the permits that are required for the project and the ones that were approved. Reuse Water Water/Sewer General Manager Jeff Poteet came forward to speak regarding reuse water. Vice-Chair Crain had some concerns regarding the water testing, and how much nitrogen and phosphorus are in the reused water. Mr. Poteet explained to the Committee that there were some operational air adjustments to reduce nitrate from the water. Mr. Poteet presented a couple of slides regarding the water/sewer reuse program. The groundwater monitoring program consists of wells that are sampled quarterly. Based on the data shown on the slides displayed at the meeting it shows that well number 11 contains the highest concentration of nitrogen-containing 1.37 mg/L meanwhile the rest of them are consistently lower. Some of these wells are compliant well and others are just background wells. Mr. Poteet gave an overview of nitrogen levels and answered any questions the Committee had about nitrogen levels and the cause/effects. The Committee asked Mr. Poteet if there was an open house available anytime soon. Mr. Poteet did advise the Committee that because of Covid there was not going to be an open house tour of the water treatment plant. Vice-Chair mentioned to the Committee that this topic should be discussed in the next meeting to plan a date to have Mr. Poteet come and give a presentation regarding the plant. a. Monthly Water Quality Testing So far there is 3 month of the AEL reporting on the waterways website for the month of October-December. Mr. Tomassetti reached out to Josh Snead, Lab Manager for Advanced Environmental Laboratories, and was told that sometime that week AEL was going to have their employees out and testing the zones to get results as soon as possible. Mr. Tomassetti stated that runoff water has a huge effect on water quality testing. However, he has seen an improvement in construction runoff. Vice-Chair Crain commented on the testing and agrees that the testing results are considerably low. MS4 Permit Update Nothing new at the moment there is a renewal packet that was approved a couple of weeks ago. Nothing has changed much from the previous cycle, and these cycles run every 5 years. There is an additional service that will be included that isn't required by the MS4 permit but will help with their case. c. ERD Update At the moment there are no updates. Mr. Tomassetti reminded the Committee there was a delay in the Isotope testing due to COVID and delayed to January 20, the current schedule is to have a final ERD report by spring. d. Street Sweeping Part of the MS4 permit is to vacuum/sweep the streets. One of the state requirements is to have a measurement of the trash collected. At the moment that measurement is unavailable due to the contractor. Mr. Tomassetti will reach out to a few contractors to receive a quote on how much it would be to have a full-time contractor versus having this service done in-house. After much discussion, the Members would like to have a vacuum to clean the streets. Recognition For Rick Woodworth & Robert Roth Vice-Chair Crain took a moment to thank Chair Woodworth and Member Roth for all their hard work and many years of dedication to the Committee. Vice-Chair Crain is saddened by the news that Chair Woodworth was not re-elected onto the Committee but certainly appreciates all he has done for the Committee. Vice-Chair mentioned there were at least 16 points of some of the things the Committee accomplished in the last couple of years under his direction. (9) OLD BUSINESS none. (10) NEW BUSINESS none. (11) COMMITTEE COMMUNICATIONS Member Sokol mentioned that he was looking over the mission statement and would like to make adjustments to it so it can correlate with what the Committee wants. Vice-Chair Crain stated that if there's another Waterways Workshop the Waterways Committee should be invited. Member Roth was surprised when he attended the last workshop was given only 3 minutes to speak. Member Thompson purposed that there should be a marine officer/liaison coming to the meeting Waterways Meeting to answer any questions that the Committee has. Mr. Tomassetti will see what he can do to see if that can be arranged. (12) ADJOURNMENT There being no further business before the Committee, the meeting adjourned at 10:48 A.M.
