(2) ROLL CALL Present: 4- Member Homuth, Member McDonald, Member Nesmith and Chair Leaser Absent: 1- Member Kramer Please note: Councillor Palumbo was present in the Meeting. Vice Chair Connelly and Member Watts participated via telephone. MOTION by Member Nesmith that remote Committee Members be able to actively participate in the Meeting, seconded by Member Homuth MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 4- Member Homuth, Member McDonald, Member Nesmith and Chair Leaser (3) PLEDGE OF ALLEGIANCE Led by Chair Leaser. (4) APPROVAL OF THE AGENDA MOTION by Member Nesmith, seconded by Member Homuth that the Agenda of April 05, 2023 be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 4- Member Homuth, Member McDonald, Member Nesmith and Chair Leaser (5) APPROVAL OF THE MINUTES ID 23-2820 Approval of the Beautification Advisory Committee Minutes of March 01, 2023. MOTION by Member McDonald seconded by Member Homuth, that the Minutes of April 05, 2023 be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 4- Member Homuth, Member McDonald, Member Nesmith and Chair Leaser (6) OLD BUSINESS An update to Members on the 10K Trees initiative included: 1) Overview of the list of recommended trees and planting guidelines 2) revision of the permitting process and 3) Connection made with Collier Community Foundation to set up fund for the initiative as well as a 4) Memorandum of Understanding being worked out with the City. In addition, a draft Website for the initiative can be viewed at 10Ktrees.org. This will be used as a marketing and promotional tool to gather data on interest. No funds will be collected but the data will be retrieved for donation and follow up. Member Homuth volunteered to retrieve the data from the Collier Community Foundation Website monthly. City of Marco Island Florida Page 1 Beautification Advisory Committee Meeting Minutes - Final April 5, 2023 (a) BAC Monthly Financial Update Committee Members were informed that funds they Committee receives are operating funds which are automatically allocated and do not rollover to the current year. Any change for less or more funds should be sent to City Council as an Agenda item for their summer workshop. Clarification was presented that the trees on Elkcam were planted from funds left in the Committee's budget and the tree planted were not part of the 10K initiative. Recommendation for categories to be added or removed from the financial detail will be presented at the next meeting. Suggestion was made for Members to arrange a meeting with the Finance Director for further information on the Committee's financial breakdown. Members agreed that timeliness to assign funds remaining needed to be decided and acted on before the end of the financial year including a review of open purchase orders. (b) MARCO IN BLOOM VOTING UPDATE Committee Members were informed that the winners and runnersup had been notified. The following recommendations were presented for consideration: 1) Continue to use Marco Gazette and social media, the Chamber of Commerce, the Marco Island City Website, etc., to get word to public about contest 2) Discontinue the use of the large poster printing for small flyers suitable for bulletin boards 3) Continue BAC promotion at the City Council Meetings, the Nature Night, and friends, neighbors, and businesses to encourage participation 4) Provide definitions for each scoring category for contestants and committee members for calibration purposes such as water conservation 5) Rekindle the cul-de-sac program that provides funds to neighborhoods that will improve common area 6) Create a Marco In Bloom Manual with contacts, recommended cutoff dates, etc. for future reference and program continuity (c) BchCRAC & BAC JOINT MEETING Committee Members agreed to May 17, 2023 as the date for joint Meeting with the Beach and Coastal Advisory Committee which will be held in the Community Room at 51 Bald Eagle Drive. (d) Arbor Day Arbor Day will be held at the Leigh Plummer Park on April 21, 2023 at 9AM and at the Marco Presbyterian Church on April 23, 2023. (7) CITY STAFF COMMUNICATIONS Contact information for the winners and runners-up will be sent to Florida Weekly. (8) PUBLIC COMMENT (TIME CERTAIN ..) Councillor Palumbo expressed his best wishes and extended his support to the Committee. (10) PROPOSED AGENDA TOPICS FOR NEXT MEETING The following items were agreed on for the next meeting: 1) Recommendations for Marco In Bloom 2) Review of the Budget (11) OTHER COMMITTEE COMMUNICATIONS Motion by Member Homuth, Seconded by Member Nesmith that the Meeting be adjourned.
