Gabriel City Clerk: Laura Litzan City Council Meeting Minutes - Final April 29, 2019 1. Call to Order Chair Brechnitz called the meeting to order at 5:30 P.M. 2. Roll Call Present: 7- Councilor Reed, Councilor Honig, Chair Brechnitz, Councilor Young, Councilor Roman, Councilor Grifoni and Vice-Chair Rios Also Present David Harden, Interim City Manager Laura Litzan, City Clerk Guillermo Polanco, Finance Director Tim Pinter, Director of Public Works Jeff Poteet, General Manager of Water and Sewer Daniel Smith, Community Affairs Director Jason Tommasetti, Stormwater Engineer Tonia Selmeski, Environmental Planner Lisa Smith, Recording Specialist Citizens and Visitors 3. Business a. ID 19-242 Presentation - Don Rainey, UF/IFAS Proposal for Marco Island Mr. Rainey gave a presentation regarding how the University of Florida can assist Marco Island in identifying the sources, transport mechanisms and management strategies for excess nitrogen and phosphorus in Marco Island’s inland and coastal waters and answered Council's questions and concerns. b. ID 19-241 Discussion - Review of Staff Utilization for Water Quality Activities - Councilor Howard Reed Councilor Reed introduced Dr. Serge Thomas, Aquatic Ecologist and Professor with Florida Gulf Coast University as a valuable resource for Marco Island and gave a presentation reviewing staff utilization for water quality activities. c. ID 19-240 Discussion - Effect of Gulf Loop Current on Island Waterways - Councilor Howard Reed Councilor Reed gave a presentation reviewing the effect of the Gulf Loop Current on Marco Island Waterways. d. ID 19-238 Discussion - Reuse Water - Councilor Sam Young Councilor Young gave a presentation on nitrogen and phosphorus in reuse and potable water. e. ID 19-243 Discussion - Suntree Filters - Councilor Sam Young Councilor Young gave a presentation on the Suntree Filters and their effectiveness. ID 19-239 Discussion - Adopt a Canal - Councilor Jared Grifoni Councilor Grifoni gave a presentation on the adopt a canal program which is designed to recruit volunteer groups to regularly cleanup and beautify canals in Marco Island. g. ID 19-244 Discussion - Storm Water Measures and Enforcement of Fertilizer Ordinance - Councilor Victor Rios Vice-Chair Rios gave a presentation on stormwater measures and fertilizer enforcement issues. Following the presentations, it was determined by consensus to direct Interim City Manager David Harden to work with staff on the following: change quarterly water testing to monthly water testing conduct water testing in various locations; both on shore and off shore add isotope testing incorporate community outreach in various forms investigate the effectiveness of Suntree Filters train Code Enforcement Officers in the fertilizer ordinance investigate the cost of a swale rehabilitation program island wide prepare adopt-a-canal 4. Citizens' Comments Mr. Bob Roth, Member of the Waterways Advisory Committee, recommended the City explore a street vacuum program for the residential streets. Mr. Rick Woodworth, Chair of the Waterways Advisory Committee, conveyed to Council the Waterways Advisory Committee's recommendations. 5.
