Gabriel City Clerk: Laura Litzan City Council Meeting Minutes - Final November 19, 2020 1. Call to Order Chair Grifoni called the meeting to order at 4:45 P.M. 2. Roll Call Present: 6- Councilor Blonna, Councilor Irwin, Councilor Brechnitz, Vice-Chair Folley, Councilor Rola and Chair Grifoni Also Present Michael McNees, City Manager Casey Lucius, Assistant to the City Manager Laura Litzan, City Clerk Guillermo Polanco, Finance Director Daniel J. Smith, Community Affairs Director Tim Pinter, Public Works Director 3. Business a. ID 20-1170 City of Marco Island Proposed Legislative Priorities Casey Lucius, Assistant to the City Manager, outlined the parameters proposed by State Government Consultant Ron Book in preparing the City's proposed Legislative Priorities for the upcoming State Legislative session. Applying those proposed parameters, the City recommended three priorities for the Council's consideration: 1) State funding for the San Marco Road Tide Leveling and Flushing Improvement Project; 2) support from the State Legislature for increased authority to address and regulate local short-term vacation rental activity, and; 3) endorsement of the listed Florida League of Cities Legislative priorities Following Council questions directed to Public Works Director Tim Pinter on the San Marco Tide Leveling and Flushing Improvement Project, as well as comments and insights offered in a Zoom meeting teleconference session with State Government Consultants Mr. Ron Book and Ms. Rana Brown, the Council amended the City's recommended priorities. No public comments were received. MOTION by Councilor Brechnitz, seconded by Councilor Folley, that the City Manager and Staff be directed to work with Government Consultant Ron Book and the Collier County State Legislative Delegation to advance the City of Marco Island's following 2020 - 2021 State Legislative Priorities: 1) State funding in an amount under $500,000 for the San Marco Road Tide Leveling and Flushing Improvement Project; 2) a back-up transportation-related Public Works project for State funding of a similar or lesser amount that meets the permitted, shovel-ready criteria recommended by Consultant Book, and; 3) protection of the current Florida Sovereign Immunity provisions in Title XLV, Section 768.28 of the Florda Statutes, be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Councilor Blonna, Councilor Irwin, Councilor Brechnitz, Vice-Chair Folley, Councilor Rola and Chair Grifoni b. ID 20-1162 Selection of Three (3) Finalists for the City Council Appointment City of Marco Island Florida Page 1 City Council Meeting Minutes - Final November 19, 2020 Ten candidates self-nominated to fill the vacancy and complete the remaining term of office made available by the resignation of Councilor Rios after the regular October 19, 2020 meeting of the Council. Following two rounds of balloting, the following three candidates (listed alphabetically by last name) were selected by the Council for further consideration and individual one-on-one interviews: Ms.Claire Babrowski, Ms. Nanette Rivera and Ms. Elizabeth Stephenson. c. ID 20-1171 A Resolution Appointing Members to the Board of Directors of the Marco Island Community Parks Foundation, Inc. City Clerk Laura Litzan read Resolution 20-52 into the record by title only. No public comments were received. MOTION by Councilor Blonna, seconded by Councilor Brechnitz, that Resolution 20-52 appointing members to the Board of Directors of the Marco Island Community Parks Foundation, Inc., be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Councilor Blonna, Councilor Irwin, Councilor Brechnitz, Vice-Chair Folley, Councilor Rola and Chair Grifoni 4. Future Agenda Given the time-sensitive nature of the request, Chair Grifoni accepted Councilor Brechnitz's proposal to add the topic 'Save Tigertail Beach' as a Future Agenda item for the Council's review and consideration at its first meeting in the new year. 5.
