1. Call to Order
Chair Grifoni called the meeting to order at 2:00 P.M.

ID 20-1196 Comprehensive Plan Workshop
Community Affairs Director Daniel J. Smith outlined the recent history regarding the development of the
Comprehensive Plan, and he introduced Dr. Margaret Banyan of Florida Gulf Coast University and Ms.
Alexis Crespo, Vice President of Planning with Waldrop Engineering, to brief the Council on the
assessment framework, planning process and amendment status of the Comprehensive Plan's
development.
Dr. Banyan and Ms. Crespo addressed many questions and concerns as raised from members of the
Council, and received the following specific input:
1) recognize and build upon the direction and values outlined in the City of Marco Island Strategic Plan
2019 > 2024 > 2034;
2) be circumspect in the application and extrapolation of State and County population and demographic
projections in the development of the Comprehensive Plan;
3) ensure that public input comes from, and fully reflects the perspective of, the residents and business
community stakeholders that invest in and call Marco Island "home";
4) recognize and remain considerate of the City Council's market-driven approach to the development and
re-development of established residential and commercial zones, and;
5) avoid terminologies and stated goals that are not in keeping with the realities of Marco Island's desired
character and direction
Public Comment:
Ms. Maria Lamb, Chair of the Beach & Coastal Resources Advisory Committee, noted the absence of an
animal and plant conservation strategy within the context of the current Comprehensive Plan for the Island.

Commending the City's Council's action during 2020 to incentivize the establishment of 'starter burrows'
for the Island's burrowing owl population, Ms. Lamb shared her Committee's intention to promote a similar
program of support for gopher tortoises during 2021.
Mr. Andrew Kirlin, Chair of the Beautification Advisory Committee, similarly indicated an intention to
promote more native trees and fewer exotics and deciduous tree varieties for the City's parks and public
areas as part of the Beautification Advisory Committee's agenda and goals for calendar year 2021.
4. Council Communications & Future Agenda Items
In response to questions and concerns raised regarding The Marco Island Civic Association's need to
re-record its Declaration of Restrictive Covenants in calendar year 2025, Chair Grifoni asked that City
Attorney Alan Gabriel and the City Staff bring forward a comprehensive review and discussion of this item
to a future meeting of the City Council.
Councilor Blonna requested that a presentation identifying the City's current inventory of unused property
be brought forward to a future meeting of the City Council.

There being no further business before the Council, the meeting adjourned at 3:58 P.M.

City Council Comprehensive Plan Workshop
