Collier County Coastal Zone Management Director Andrew Miller briefly outlined the status of the U.S.
Army Corps of Engineers' study that is currently in the "Feasibility Analysis of Selected Plan" phase of the
project, with a timetable to submit recommendations to the Assistant Secretary of the Army for Civil
Works (ASA(CW)) in Washington, D.C. in September of this year (2021).
With the goal of implementing a number of structural (physical barriers) and non-structural (topographical
alterations and floodproofing) solutions across six focused study areas from Bonita Springs and areas
south to Marco Island to mitigate the projected sea level rise and resulting storm surge risk out through
the year 2084, this projected $2.9 billion effort is expected to go before the United State Congress for
authorization and funding in late 2021 or early 2022.
Following his brief introduction, Mr. Miller turned the presentation and discussion over to Mr. Dan Hughes,
Chief of the Planning Resource Section of the U.S. Army Corps of Engineers, who outlined the specifics
of the proposed plan and responded to Councilor questions during the course of the Workshop.

City Council Meeting Minutes - Final March 4, 2021
Mr. Mohamed Dabees, Humiston & Moore Engineers, briefly outlined his work assisting in the
development of a solution for the decreased tidal flows and resulting stagnation of Tigertail Lagoon and the
surrounding area. He questioned whether the Army Corps' study was intending to provide the "... 100%
storm surge solution ..." for Marco Island, and when the Corps' next draft report (with accompanying public
comment) might be available.
Mr. David Rasmussen (Caxambas Ct.) via telephone, posed questions regarding the proposed use of sand
berms (and the resulting appearance and accessibility to Marco's beaches) to control storm surge around
Marco Island under the Corps' plan.
4. Adjourn
At the conclusion of the presentation, the public comments, and the questions raised by members of the
Council, Chair Grifoni adjourned the Workshop at 3:53 P.M.
