Roll Call Present: 7- Councilor Blonna, Councilor Irwin, Councilor Brechnitz, Vice-Chair Folley, Councilor Rola, Councilor Babrowski and Chair Grifoni (Note: With the consent of the Council, Councilor Irwin participated in the entire session with Congressman Donalds via Zoom teleconference connection) Also Present Michael McNees, City Manager Alan L. Gabriel, City Attorney Tracy Frazzano, Police Chief Chris Byrne, Fire Chief Dave Batiato, Deputy Fire Chief Jose Duran, Information Technology Director Martin Luna, Video / Broadcast Technician Jim Kornas, Recording Specialist (THE MEETING WENT INTO RECESS AT 4:01 P.M. AWAITING THE ARRIVAL OF U.S. CONGRESSMAN BYRON DONALDS. IT IS NOTED FOR THE RECORD THAT ALL COUNCILORS WERE PRESENT WHEN THE MEETING RECONVENED WITH CONGRESSMAN DONALDS' ARRIVAL AT 4:28 P.M.) Accompanying Congressman Donalds Jesse Purdon, District Director, U.S. Congressional District 19 Katie Larsen, District Representative, U.S. Congressional District 19 3. Presentation Congressman Byron Donalds Chair Grifoni welcomed Congressman Donalds, and noted his distinction of being the first sitting U.S. Congressman to address the Marco Island City Council. Congressman Donalds spoke on a variety of topics related to Florida's leading example in battling the pandemic, his concerns with the non-COVID-related spending allocations in Washington's $1.9 trillion COVID Relief Bill, and his perspective on "earmarks", school funding, state rights on elections, taxes and other related issues that he sees as a member of the United States House of Representatives Budget Committee. In reference to the Council's March 4, 2021 Workshop with Collier County Coastal Zone City of Marco Island Florida Page 1 City Council Meeting Minutes - Final March 15, 2021 Management and the U.S. Army Corps of Engineers (USACE) on the ongoing Southwest Florida Coastal Storm Risk Management Feasibility Study, Congressman Donalds noted his upcoming call with USACE and promised a report and feedback to the Council through his Congressional District Representatives. 4.
