1. Call to Order
Chair Brechnitz called the Workshop to order at 1:00 P.M.
2. Roll Call

(Note: Councilor Babrowski left the meeting at 4:27 P.M.)

3. Business - Operating Budget Workshop
ID 22-2359 City of Marco Island Budget Workshop - Operating
City Manager McNees opened the Workshop by pointing out Marco Island's continuing position as one of
lowest property tax millage rate municipalities in the State of Florida, and highlighting the "strategic
tension" that exists in developing the 2023 fiscal year budget in light of new, State-mandated
requirements, new City facilities, and the increasing demand for services and continued City service
excellence by the citizens of Marco Island.
City Finance Director Polanco noted that the City budget is a "fluid" document, and he provided several
summary analyses looking back and projecting forward to assist the Council in assessing the requests
that were to be brought forward by the City department leaders attending the Workshop.
The following CityStaff leaders, in turn, presented to the Council their proposed Operating Budget requests
and responded to questions. City Manager McNees and City Finance Director Polanco provided added
support and explanation as required.

Additionally, Parks & Recreation Advisory Committee Chair Dr. Carlos Portu presented his Committee's
capital expense budget requests for Council consideration. [Editorial Note: the Committee's requests were
not available for presentation and review at the Council's Capital Budget Workshop on June 20, 2022]
Following the presentations and input from the Council, the City Staff was challenged to bring its revised
Fiscal Year 2023 budget in line with the proposed rolled-back millage rate of 1.4837 mils for 2023.
Additionally, Chair Brechnitz asked City Manager McNees to bring forward a review and discussion of the
City's process for collecting outstanding delinquent fines to a future meeting of the City Council.
4. Public Comment
Mr. Brad Cornell, Southwest Florida Policy Associate at Audubon of the Western Audubon / Audugon
Florida, expressed his appreciation for the Council's support of Police Chief Tracy Frazzano's request for a
Marco Island waterways patrol boat and operator to assist in the code enforcement effort affecting water
quality and native species habitats in and around the Island.
5. Adjournment
There being no further business before the Council, the Workshop adjourned at 4:49 P.M.
