Gabriel City Clerk: Mike Sheffield City Council Meeting Minutes - Final November 3, 2022 1. Call to Order Chair Brechnitz called the meeting to order at 4:00 P.M. 2. Roll Call Present: 6- Councilor Blonna, Councilor Folley, Vice-Chair Grifoni, Councilor Irwin, Councilor Rola and Chair Brechnitz Absent: 1- Councilor Babrowski Also Present Michael McNees, City Manager Mike Sheffield, City Clerk Alan L. Gabriel, City Attorney (via telephone) Tracy Frazzano, Police Chief Chris Byrne, Fire Chief Guillermo Polanco, Finance Director Jose Duran, Information Technology Director Jeff Poteet, Water & Sewer General Manager Martin Luna, Video/Broadcast Technician Jim Kornas, Recording Specialist Citizens and Visitors 3. Business a. ID 22-2499 Resolution - Public Hearing - Fiscal Year 2022 Budget Re-Appropriation - Guillermo Polanco, Finance Director City Finance Manager Guillermo Polanco read Resolution 22-40 into the record, and provided the Council with a summary of the City's final fiscal year budget, reflecting all adjustments and revisions that were experienced during the year. Public Comment Mr. David Rasmussen (Caxambas Ct.) expressed his concern with the City's ineffective enforcement of its fertilizer ordinance, and he cited examples where he sees the City actively contributing to the impaired condition of the City's canals, basins and waterways. MOTION by Councilor Folley, seconded by Vice-Chair Grifoni, that Resolution 22-40 - Public Hearing - Fiscal Year 2022 Budget Reappropriation, be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Councilor Blonna, Councilor Folley, Vice-Chair Grifoni, Councilor Irwin, Councilor Rola and Chair Brechnitz b. Hurricane Ian Action Items 1. ID 22-2505 Resolution - Authorize the City Manager to Execute the FEMA Public Assistance Grant Program Agreement for Reimbursement of Qualifying Costs due to Hurricane Ian (DR-4673) - Chris Byrne, Fire Chief, Fire Rescue Department City Clerk Mike Sheffield read Resolution 22-41 into the record by title only. City of Marco Island Florida Page 1 City Council Meeting Minutes - Final November 3, 2022 Fire Chief Chris Byrne outlined the process by which the City qualifies for FEMA Public Assistance reimbursements following a declared state of emergency, and he requested that the City Council authorize the City Staff to proceed with executing the required FEMA Public Assistance Grant Program agreement. No members of the public came forward to offer comment. MOTION by Councilor Irwin, seconded by Councilor Rola, that Resolution 22-41 - Authorizing the City Manager to Execute the FEMA Public Assistance Grant Program Agreement for Reimbursement of Qualifying Costs Due to Hurricane Ian (DR-4673), be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Councilor Blonna, Councilor Folley, Vice-Chair Grifoni, Councilor Irwin, Councilor Rola and Chair Brechnitz 2. ID 22-2502 Termination of Local State of Emergency Fire Chief Chris Byrne, expressing confidence that the imminent threats caused by Hurricane Ian have been addressed by the emergency response teams and the City Staff, requested that the City Council terminate the locally-declared state of emergency declaration of September 26, 2022 coincident with the expiration of FEMA's 60-day emergency protective measures period on November 23, 2022. No members of the public came forward to offer comment. MOTION by Vice-Chair Grifoni, seconded by Councilor Irwin, that the City of Marco Island's local state of emergency declared on September 26, 2022 be terminated on November 23, 2022 coincident with the FEMA 60 day post-emergency protective measures period, be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Councilor Blonna, Councilor Folley, Vice-Chair Grifoni, Councilor Irwin, Councilor Rola and Chair Brechnitz c. ID 22-2503 Legislative Priorities, Mike McNees, City Manager City Manager Mike McNees provided the Council with a revised list of proposed legislative priorities for the upcoming Collier County Legislative Delegation Meeting as determined in consultation with Ms. Rana Brown of the office of the City's legislative consultant, Ronald L. Book, P.A. Public Comment Ms. Christine Dowell (Biscayne Way) shared her understanding, from consultations with engineers and local citizens, on the 'shovel ready' nature of previously-identified tide-flushing water quality improvement projects and their applicability in the prioritization effort being undertaken by the Council. Following considerable Council discussion and dialogue with members of the City leadership team, the Council prioritized its list of legislative priorities. MOTION by Vice-Chair Grifoni, seconded by Councilor Irwin, that the City's legislative priorities: 1) the City's three (3) recommended hurricane response items; 2) a water-aeration pilot project, and; 3) the continuation of the San Marco tide leveling project, be Approved and presented as the City's priorities at the upcoming Collier County Legislative Delegation Meeting. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Councilor Blonna, Councilor Folley, Vice-Chair Grifoni, Councilor Irwin and Chair Brechnitz City of Marco Island Florida Page 2 City Council Meeting Minutes - Final November 3, 2022 No: 1- Councilor Rola 4.
