Roll Call Present: 6- Councilor Blonna, Vice-Chair Grifoni, Councilor Irwin, Councilor Palumbo, Councilor Rola and Chair Folley Absent: 1- Councilor Brechnitz Recess (THE MEETING WENT INTO RECESS AT 1:04 P.M. AND RECONVENED AT 1:10 P.M.) Also Present Michael McNees, City Manager Casey Lucius, Assistant City Manager Alan L. Gabriel, City Attorney Tracy Frazzano, Police Chief Chris Byrne, Fire Chief Daniel J. Smith, Community Affairs Director Lina Upham, Purchasing & Risk Manager & Deputy City Clerk Martin Luna, Audio/Video Technician Raul Perez, Chief Building Official Kelley Faulk, Recording Clerk Keith Richter, Code Enforcement Officer 3. Business - Code Review Workshop ID 23-2862 Municipal Code Audit Workshop Jeff Katims of TranSystems, presented the findings on the Code of Ordinances ("Code") Audit and directions for proceeding with reducing the volume and complexity of the Code. After Mr. Katims' presentation, Mr. McNees reviewed potential future projects: 1. Centralize and consolidate penalties and abatement areas of the code 2. Standardize appeals and definitions 3. Relocate chapters on sexual predator and hurricane preparedness 4. Place fees and applications in separate documents 5. Determine which policies could become administrative policies outside of the code of ordinances 6. He mentioned that the chapters that require rewrites should be done by staff with significant public input Chair Folley agreed with Mr. McNees's summary of future projects. Mr. McNees recommended obtaining a written Proposal for Scope of Work with costs along with staff's input for the next phase. Daniel Smith provided an update to Chapter 30. He discussed the option to eliminate items that are not related to Marco Island, clarifying definitions, and he recommended working with the City Council and Planning Board to determine what needs to be changed.
