Roll Call Present: 6- Councilor Blonna, Vice-Chair Grifoni, Councilor Irwin, Councilor Palumbo, Councilor Rola and Chair Folley Not Present: 1- Councilor Brechnitz (Note: Vice-Chair Grifoni participated remotely via telephone and was present at Roll Call; Councilor Brechnitz joined in via telephone at 4:33 P.M.) Also Present Michael McNees, City Manager Casey Lucius, Assistant City Manager Joan Taylor, City Clerk Alan Gabriel, City Attorney (remotely, by phone) Tracy Frazzano, Police Chief Chris Byrne, Fire Chief Guillermo Polanco, Finance Director Julie Pohutsky, Police Officer Martin Luna, Video/Broadcast Technician Jim Kornas, Recording Specialist Citizens and Visitors Motion To Allow for Remote Participation by Vice-Chair Grifoni MOTION by Councilor Irwin, seconded by Councilor Blonna, to allow Vice-Chair Grifoni to participate in, and vote on, all matters coming before the Council at this meeting. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Councilor Blonna, Councilor Irwin, Councilor Palumbo, Councilor Rola and Chair Folley Motion to Allow for Remote Participation by Councilor Brechnitz MOTION by Councilor Rola, seconded by Councilor Blonna, to allow Councilor Brechnitz to participate in, and vote on, all matters coming before the Council at this Meeting. Business - Declaration of Emergency ID 23-3032 Proclamation - Declaration of Emergency City Manager Mike McNees briefly outlined the circumstances for this Special-Called Meeting of the Marco Island City Council, and he called forward Fire Chief Chris Byrne to provide an update on the status of developing Tropical Storm Idalia, and its projected impacts to Marco Island and the Southwest Florida coast as it advances toward hurricane status. Fire Chief Byrne responded to questions from members of the Council regarding the City's preparations and readiness, and he shared several recommendations and insights for the consideration of members of the public. City of Marco Island Florida Page 1 City Council Meeting Minutes - Final August 28, 2023 City Manager McNees followed Chief Byrne's presentation by outlining several key aspects of the collaboration between the City and the County in coordinating its preparatory effort, and he updated the Council on the status of expected City, County, and School Board operations as the storm proceeds northward in the Gulf of Mexico. MOTION by Councilor Brechnitz, seconded by Councilor Rola, that a State of Emergency within the jurisdictional boundaries of Marco Island be declared, and that the City Manager be authorized to take appropriate emergency measures as outlined in Chapter 10 of the City Code, be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Councilor Blonna, Councilor Brechnitz, Vice-Chair Grifoni, Councilor Irwin, Councilor Palumbo, Councilor Rola and Chair Folley 4.
