Roll Call Present: 7- Councilor Champagne, Councilor Goehler, Vice-Chair Gray, Councilor Henry, Councilor Palumbo, Councilor Schwan and Chair Brechnitz Also Present Michael McNees, City Manager Casey Lucius, Assistant City Manager Joan Taylor, City Clerk Alan L. Gabriel, City Attorney Tracy Frazzano, Police Chief Chris Byrne, Fire Chief Justin Martin, Public Works Director Jeff Poteet, Water & Sewer General Manager Keith Richter, Community Service Officer Supervisor Ray Leshinger, Code Compliance & Reserve Police Officer Martin Luna, Video/Broadcast Technician Jim Kornas, Recording Specialist Citizens and Visitors 3. Business ID 25-4519 Water Quality Workshop - Michael McNees, City Manager Attachments: Agenda Water Quality Workshop City Manager Mike McNees outlined the intent of the Workshop, noting that the information gathered begins from the point at which the City of Marco Island was notified of its waterways being "impaired" by the Florida Department of Environmental Protection (FDEP). Mr. McNees further noted that: 1) the presentation material for review with the Council at this Workshop represents what previous City Councils were presented to inform their decisions, and; 2) the City Staff is not advocating for, or against, any specific point of view. Marco Island Public Works Director Justin Martin next led the Council through a chronological review of the activities, reports, findings, and actions undertaken by the City at the direction of the City Council in addressing the Island's "impaired" status as determined by FDEP. Director Martin addressed a number of questions from members of the Council during the course of his presentation. At the conclusion of Director Martin's review, Chair Brechnitz called for a brief recess beginning at 2:33 P.M. All members of the Council were back in attendance when the Workshop reconvened at 2:44 P.M. Marco Island Police Chief Tracy Frazzano next presented a review of the department's Code Enforcement education and enforcement actions since 2022/2023 related to the following Marco Island Code of Ordinances: Sec. 8-74 - Certification application, contents City of Marco Island Florida Page 1 City Council Meeting Minutes - Final July 7, 2025 Sec. 18-64 - Fertilizer regulations Sec. 18-212 - Illicit discharges Chief Frazzano also addressed a number of questions from members of the Council during the course of her presentation. 4. Public Comment The following members of the public came forward to provide comment and perspective for the Council's consideration: 1) Mr. Elliott Mascoop (6th Ave.) 2) Mr. David Crain (Gayer Way) 3) Mr. Rick Woodworth (N. Barfield Dr.) 4) Ms. Victoria Myers (Bluebonnet Ct.) 5) Dr. William Trotter (N. Collier Blvd.) 6) Ms. Anita Sargese (Manor Terr.) Following Public Comment and additional discussion by the Council, direction was given to the City Staff to identify and hire an independent engineering firm to estimate the anticipated cost of implementing Advanced Water Treatment (AWT) wastewater technology at the Marco Island Water & Sewer Utility. 5.
