Gabriel City Clerk: Joan Taylor City Council Meeting Minutes - Final July 14, 2025 1. Call to Order Chair Brechnitz brought the Special-Called Meeting to order at 5:03 P.M. 2. Roll Call Present: 7- Councilor Champagne, Councilor Goehler, Vice-Chair Gray, Councilor Henry, Councilor Palumbo, Councilor Schwan and Chair Brechnitz Also Present Michael McNees, City Manager Casey Lucius, Assistant City Manager Alan L. Gabriel, City Attorney Tracy Frazzano, Police Chief Dave Ennis, Police Captain Chris Byrne, Fire Chief Mat Marshall, Deputy Fire Chief Sharon Dangles, Acting Finance Director Daniel Zunzunegui, Fire Marshall Daniel J. Smith, Community Affairs Director Mary Holden, Senior Planner Jeff Poteet, Water & Sewer General Manager Angela Johenning, Purchasing & Risk Manager Samantha Malloy, Parks, Culture & Recreation Manager Martin Luna, Video/Broadcast Technician Jim Kornas, Recording Specialist Citizens and Visitors 3. Pledge of Allegiance Given the back-to-back occurrence of the 2:30 PM Special-Called Workshop with this Special-Called Meeting and the recitation of the Pledge of Allegiance at the 2:30 PM session, no Pledge was recited at the start of this Meeting. 4. Business ID 25-4560 Retention of the City of Marco Island City Manager, Michael McNees Attachments: Contract and 3 Addendums Chair Brechnitz opened the meeting by indicating his receipt of City Manager McNees' signed resignation agreement negotiated earlier in the day on July 14, 2025. Chair Brechnitz outlined the date and agreed-upon terms of Mr. McNees' resignation agreement, and he apologized publicly to Mr. McNees for "going over-the-edge with my language" in his July 10, 2025 editorial submission to the Coastal Breeze News. Chair Brechnitz brought forward a Motion for the Council's consideration. All members of the Council engaged in an extended exchange of perspectives and dialogue on the situation which gave rise to the Chair's Motion, and questions regarding Council procedure and recent and past actions by the City Manager and members of the Council were discussed. Mr. McNees was afforded the opportunity to comment and offer explanation at various times during the discussion by the Council. MOTION by Chair Brechnitz, seconded by Vice-Chair Gray, that acceptance of the City of Marco Island Florida Page 1 City Council Meeting Minutes - Final July 14, 2025 City Manager's resignation and the terms of the his Resignation Agreement, be Approved. MOTION FAILED BY THE FOLLOWING COUNCIL VOTE: Yes: 3- Councilor Goehler, Vice-Chair Gray and Chair Brechnitz No: 4- Councilor Champagne, Councilor Henry, Councilor Palumbo and Councilor Schwan 5. Public Comment The following members of the public came forward to offer comment and perspective for the Council's consideration: 1) Ms. Teri Sommerfeld (San Marco Rd.) 2) Ms. Cindy Sheppelman (Treasure Ct.) 3) Ms. Victoria Myers (Bluebonnet Ct.) 4) Mr. John Martini (Nassau Ct.) 5) Ms. Dianna Dohm (Copperfield Ct.) 6) Mr. Greg Folley (Cape Marco Dr.) 7) Mr. David Boggs (Delbrook Way) 8) Mr. Anthony Oliverio (Olds Ct.) 9) Ms. Linda Scherzinger (Plantation Ct.) 10) Ms. Dolores Siegel (Gumbo Limbo Ln.) Following the Council's vote on the Motion before it, the Council discussed implementing improvements in engagement and communication with the City Manager as raised earlier in its deliberations. Further near-term actions to ensure the continuation of current City Staff leadership at least through the current fiscal year budget development cycle is anticipated. 6.
