He introduced Assistant City Manager Casey Lucius to present the Operating Budget Workshop material. City of Marco Island Florida Page 1 City Council Meeting Minutes - Final July 21, 2025 Assistant City Manager Lucius summarized the outputs and decisions of the Council at its Workshops on April 30, May 19, and June 16, 2025, and she detailed the specific Operating Budget initiatives proposed for funding under the General Fund, the Building Special Revenue Fund, and the Water & Sewer Enterprise Fund. Ms. Lucius also reminded the Council of the next steps and timetable to reach a final ad valorem millage rate to fund the City's operations for Fiscal Year 2026. The Council engaged in extensive dialogue between Councilors and with City Staff in testing assumptions, exploring alternatives, and further refining the priorities identified in previous FY 2026 Workshops. A number of key decisions and actions items were advanced: 1) a proposed "ceiling" millage rate of 1.6680 mils to fund City operations during FY2026 was established; 2) a detailed Five-Year Capital Improvement Plan that complies with State of Florida requirements will be developed, reviewed, and approved by the Council; 3) an annual Level of Service (LOS) Traffic Study will be implemented to better assess and inform the Council's future actions; 4) a continued dialogue with Collier County regarding the City's neighboring communities within the Marco Island Water & Sewer Service Area future plans for septic to sewer conversion; 5) exploration and further discussion of revenue sources, alternative to property taxes. 5.
