(1) CALL TO ORDER
Chair Freeman called the meeting to order at 2:00 P.M.
(2) ROLL CALL
Present: 3- Member Delawder, Chair Freeman and Member Fernstrum
Absent: 2- Vice-Chair Barto and Member Zinkan

MOTION by Member Delawder, seconded by Member Fernstrum, to approve the
October 19, 2017 Hideaway Beach Tax District Board Minutes. MOTION CARRIED
BY THE FOLLOWING VOTE:

(5) COMMUNICATIONS
ID 18-016 Financials
a. Financials - Mr. Dick Delawder and Public Words Director Tim Pinter
Board Member Delawder advised the Board Members they are in good shape as not much has been
spent and the monitoring is down from last year. There is 1.4 million dollars available cash and they
expect 1.5 million dollars by the end of the year.

Public Works Director Tim Pinter advised the Board Members the budget has been set up as the
same as last year. He kept the legal expenses at $15,000 for the upcoming year but he has the ability
to adjust internally if necessary.
MOTION by Member Fernstrum, seconded by Member Delawder to approve
the financials. MOTION CARRIED BY THE FOLLOWING VOTE:

b. Sand Report - Mr. Paul Fernstrum
Board Member Fernstrum provided background information regarding the barber rake. He commented
that Collier County actually has two (2) barber rakes; one (1) housed in the northern part of Collier
County and the other year old barber rake housed on Marco Island at Residents Beach. In
discussions with Mr. Eddie Chesser, a senior equipment operator for Collier County Coastal Zone
Management Department, Hideaway Beach will utilize the barber rake kept on Marco Island. The
beach was raked for the first time last Wednesday, November 8, 2017 and is scheduled for tomorrow,
November 16, 2017 and one (1) more time next week and then it needs to be decided how many times
to rake the beach in December. Member Fernstrum will attempt to contact the barber rake operator
(believed to be "Buddy") to advise him to slow down; the rake time needs to be faster not the tractor.
Chair Freeman disclosed his telephone conversation with Mr. Gary McAlpin, Manager Coastal Zone
Management Collier County who alerted him to the barber rake issue. Chair Freeman also commented
that a number of Hideaway Beach owners want to see the beach cleaned up.
Public Works Director Tim Pinter noted the bottom line is there is no need for Hideaway Beach to
purchase a barber rake.
Board Member Fernstrum also noted the poor condition of the beach by the clubhouse. He
commented there is more mud and needs sand desperately. The cut outs between the T groins are
becoming excessive and will need sand from the next dredging project. Chair Freeman advised that
will not occur until early 2019, realistically speaking.
c. Bird Monitoring - Ms. Nancy Richie
ID 17-2073 Winter Shorebird Report
Island Environmental and Marine Specialist Nancy Richie provided an update on the winter shorebird
report. She commented she counts the birds twice a month and The Hideaway Beach Renourishment
2016 Project has not negatively effected the bird population in her opinion. The United States
Department of Agriculture (USDA) also held a crow shoot the previous year but it doesn't appear to be
helping. It is unknown if they will hold another shoot this year. Florida Fish and Wildlife Conservation
Commission (FWC) has marked foraging areas for the birds with new signage since Hurricane Irma
and they will remark again this spring. She reminded the Board Members that May 15, 2018 is the last
day of their permit.

(6) PRESENTATIONS
a. ID 18-010
Sea Level Change Analysis and Modified Berm Design
Coastal Engineering - Mr. Michael Poff
President of Coastal Engineering Consultants Michael Poff commented that his task was to try and
decide if there is room for another dredging project on Hideaway Beach and if not, what options are
there to keep the sand on the beach. The permitted template for the August 2017 survey (Pre
Hurricane Irma) would hold 25,000 yards and a half a foot of construction tolerance, as much as
37,000 yards. He said that the permitted template probably will not hold enough sand. Ultimately, their
permit is good through 2023. He said he could easily justify a half foot of berm increase to address
sea level change over time as long as the work is performed outside the sea turtle nesting season.
Alternative options would be to fill in the area and replant it or hold the berm at 3.2 and incorporate a
dune feature to accommodate additional volume.
Following the presentation, Mr. Poff is seeking direction from the Board Members on how to move
forward.
MOTION by Member Delawder, seconded by Member Fernstrum, to follow the
consultants recommendations, to move forward with the minor modification
request to raise the berm elevation 0.5 along Hideaway Beach. MOTION
CARRIED BY THE FOLLOWING VOTE:

b. Humiston and Moore Engineering - Mr. Brett Moore
Mr. Mohamed Dabees with Humiston and Moore Engineering introduced Ms. Marielle Kitchener,
Operations Manager with Turrell, Hall and Associates, Inc. who provided survey results regarding
seagrasses. She commented Hurricane Irma destroyed a lot of the seagrasses especially at the north
end.
Mr. Mohamed Dabees noted he will take the information back and feed it into the model to see how to
best reestablish flow exchange between the south part of the system to the north. He needs to meet
with all the stakeholders that was layed out in his scope of work to try and find a path forward that
meets everyone's objectives.
MOTION by Member Delawder, seconded by Member Fernstrum, authorizing
Public Works Director Tim Pinter to utilize up to 10,000. per fiscal year.

(7) NEW BUSINESS
a. Vetting of Tax District Counsel Candidates
Chair Freeman commented he has received three (3) names of potential candidates to replace Mr.
Bruce Anderson as Hideaway Beach Tax District Attorney, in addition to Mr. Clay Brooker
*Mr. Craig Woodward
*Mr. Richard D. Yovanovich
*Mr. Paul Heurman
Chair Freeman asked Attorney Bruce Anderson what the Board Members should be looking for in an
attorney to represent Hideaway Beach Tax District. Mr. Anderson replied to look for someone with land
use and environmental background, that is familiar with Collier County and someone that has local
government experience.
It was decided Chair Freeman would send Public Works Director Tim Pinter a draft letter and Mr.
Pinter will forward the letter on City stationary to the proposed candidates. Interviews will be conducted
on January 16, 2018 with times to be determined.

Attorney Bruce Anderson was presented a token of appreciation before the meeting commenced. Chair
Freeman thanked him for his years of service and the Board Members wished him well in his retirement.
