Chair Freeman called the meeting to order at 3:00 P.M.

Under Item 8-a (Presentations-Coastal Engineering-Michael Poff) the turtle nesting date has been
corrected to May 1, 2019 instead of June 1, 2019.
MOTION by Member Fernstrum, seconded by Vice-Chair Barto, to approve the
December 6, 2018 Hideaway Beach Tax District Meeting Minutes as amended.

Chair Freeman disclosed his email communications to the Board Members.

Hideaway Beach Appointments
Chair Freeman held a discussion on the Board Member's election terms. He noted they were all elected on
April 1, 2017 for a three (3) year term with an expiration date of April 1, 2020. All five (5) Board Members
will be up for re-election. He officially notified the Board Members that he will be resigning after the
dredging project is completed. The Hideaway Beach District has a committee that will make nominations
for the next term and those will go before City Council for approval.

a. ID 19-010 Revenue and Expense Report

Member Delawder advised the Board Members there is $2,276,000. available cash which is plenty to take
care of the dredging project this year.
Public Works Director Tim Pinter commented that the Board Members established the FY2019 budget at
a certain rate and the available cash is considerably more than what the budget is; therefore they will need
to go through a budget transfer to establish a funding source for their next project.
MOTION by Member Zinkan, seconded by Member Fernstrum, to approve the
financials as presented. MOTION CARRIED BY THE FOLLOWING VOTE:

b. Beach Issues - Paul Fernstrum
Member Fernstrum provided the Board Members an update on the beach. He noted there are weeds
growing in certain areas of the beach and inquired what do to. Mr. Fernstrum has tried to contact Mr. Rick
Simpson who is in charge of the beach but has had no success so he will reach out to Collier County
Coastal Zone Manager Gary McAlpin and report back at the next meeting.
He noted the condition of beach since the last storm has caused severe washout of the sand especially
near the 6000 building and the beach has not been groomed since before the holidays. Public Works
Director Tim Pinter confirmed there has only been one (1) invoice since October.

(7) PRESENTATIONS
a. Coastal Engineering Update - Michael Poff
ID 19-023 USACE Permit Modification

(Editorial History: The U.S. Army Corps of Engineers (Corps) has completed the review and evaluation
of your modification request, received on 02 January 2018, in which you asked to revise the plans
authorized by Department of the Army permit number SAJ-1988-00290, issued to City of Marco Island and
Collier County, dated 13 March 2013. The project would affect the waters of the United States associated
with the Gulf of Mexico and the permitted Hideaway Beach Nearshore Borrow Area. The project areas are
in-water, located within the permitted Hideaway Beach Nearshore Borrow Area and the adjacent uplands
along Hideaway Beach between FDEP Monuments H-1-H16. The proposed modification would result in
the addition of 0.5 feet beach compatible sand added to the permitted berm height for all four beach fill
segments: North Beach, Royal Marco Point, Central Beach, and South Beach. In addition the proposed
modification includes a time extension to the expiration date to complete your proposed project. This
authorization is hereby extended. The time limit for completing the work authorized ends on 12 December
2027. The permit is hereby modified in accordance with your request. All other conditions of the permit
remain in full force and effect.)
Mr. Michael Poff with Coastal Engineering provided an update on the permit modifications. He noted in
spite of the government shut down, the Corp of Engineers approved their request (see above editorial
history).
b. Humiston and Moore Update - Mohamed Dabees
Mr. Dabees was not present so this item was deferred.
(8) NEW BUSINESS
Chair Freeman advised that Friends of Tigertail (FOT) President Linda Colombo will be meeting with
Commissioner Donna Fiala and Collier County Coastal Zone Manager Gary McAlpin on January 17, 2019
at the Winterberry Office on Marco Island. Humiston and Moore Representatives Mohamed Dabees and
Brett Moore will be there to present the modeling and project to convey the issues and remedies about the
project.
Discussions ensued regarding dogs on the beach coming from boaters and it was suggested to contact
Florida Fish and Wildlife Conservation (FWC) with documentation of boat hull numbers for them to
educate the owners.

Mr. Poff advised he was present for the opening bids today at 2:00 P.M.before the Hideaway Beach Tax
District Meeting and Cavache Inc. was the lowest bidder. It is noted for the record, Cavache Inc. was the
dredger for the 2013 dredging project and they were pleased with their performance. He recommended a
twenty (20%) percent contingency for this project.

Public Works Director Tim Pinter advised the actual contract with Cavache Inc. will be for the bid amount
only and the contingency amount will be owner driven until the Board approves it.
MOTION by Vice-Chair Barto, seconded by Member Zinkan, to recommend to City
Council approval of Cavache Inc. for the dredging project. MOTION CARRIED BY
THE FOLLOWING VOTE:
