Chair Delawder called the meeting to order at 1:00 P.M
(2) ROLL CALL
Present: 5- Vice-Chair Barto, Member Delawder, Member Fernstrum, Member Ryan and
Member Zinkan
(Note: Member Zinkan participated later in the meeting via telephonic connection)
(3) APPROVAL OF THE AGENDA
MOTION by Member Zinkan, seconded by Member Fernstrum, that Agenda item
9(b) and attachments be moved to item 5(b),and Agenda item 9(d) be added to
the Agenda as 'Board Communication' be Approved. MOTION CARRIED by the
following vote:

MOTION by Member Ryan, seconded by Vice-Chair Barto, that the Minutes from
May 14, 2020 be Approved. MOTION CARRIED BY THE FOLLOWING VOTE:

(5) COMMUNICATIONS
a. Discussion of Nearshore Barrow Area Expansion to Northeast (CEC)
Michael Poff, P.E. President of Coastal Engineering Consultants Inc, gave a presentation to the
City of Marco Island Florida Page 1

Board regarding the expansion of the bar area to the Northeast. After much discussion the Board
approved Mr. Poffs proposal.
ID 20-1101 Hideaway Beach Nearshore Borrow Area Expansion
MOTION by Vice-Chair Barto, seconded by Member Fernstrum, that The
Hideaway Beach Nearshore Barrow Area Expansion proposal from Michael
Poff, P.E. President Coastal Engineering Consultant, be Approved. MOTION
CARRIED BY THE FOLLOWING VOTE:
Yes: 5- Vice-Chair Barto, Member Delawder, Member Fernstrum, Member Ryan and
Member Zinkan
b. Discussion of 2020 Seagrass Survey (H&M)
Marielle Nageon de Lestang, Operations Manager for Turrell, Hall & Associates, Inc., provided a
summary of the survey to the Board. Ms. Nageon de Lestang stated to the Board that the seagrass
looked good this year, probably because of the recent dredging that was done in the area. The main
concern concluded from this survey is the loss of seagrass which results into a loss in habitat. Areas
that once had an abundant amount of activity has diminished. Ms.Nageon de Lestang also noticed
the beach is a lot more shallow than previous years.
ID 20-1102 Tigertail / Sand Dollar Island Plan
i Humiston & Moore Purchase Order For Tigertail Lagoon/Sand Dollar Island
Mohamed Dabees,Vice President of Humiston & Moore Engineers discussed with the Board regarding
the Sand Dollar Survey. Mr. Dabees has a recommended plan to restore the ecosystem. In his plans
he would like to extend the barrow area, restore Tigertail lagoon and Sand Dollar Island to 2018
conditions.To restore it to its conditions he suggested using excess sand from the Barrow area to
restore and enhance Sand Dollar Island, establish and maintain circulation though the channel on the
back side of Sand Dollar Island, monitor the physical and ecological evolution, and develop adaptive
operation maintenance.
ID 20-1093 Ratify Humiston & Moore Purchase Order For Tigertail Lagoon/Sand
Dollar Island Management.
MOTION by Vice-Chair Barto, seconded by Member Ryan, that the Board
Ratify the Scope Services management plan from Humiston & Moore for the
amount of $9,800 be Approved. MOTION CARRIED BY THE FOLLOWING VOTE:

ID 20-1112 Hideaway Beach Tigertail/Sand Dollar Island Proposal
MOTION by Vice-Chair Barto, seconded by Member Fernstrum, that this
Hideaway Beach Tigertail/ Sand Dollar Island Proposal for the amount of
$86,200 be Approved. MOTION CARRIED BY THE FOLLOWING VOTE:

c. Discussion of Nearshore Barrow Area Expansion to Southwest (CEC)
Based on the attachment CEC will look into expanding the North side of the bar while H&M, with
permission, will pursue a permit for Environmental Enhancement/Restoration Permit to restore the
lagoon and Sand Dollar to 1-2 previous years condition. Mr. Dabees annonced that in the process they
would like to remove the over wash on Sand Dollar, flip it, and elevate it higher. The process for all of
this is to also restore the ecosystem.

(6) REPORTS
The current amount available for the Hideaway Beach Association Board is $2,070,149. The millage rate
stayed the same as last year of 1.0. Going forward the financial side of things look well for the Board.
After some discussion the Board Approved of the Expense Report.

MOTION by Member Fernstrum, seconded by Member Zinkan, that the Revenue
and Expense Report be Approved. MOTION CARRIED BY THE FOLLOWING VOTE:

(8) OLD BUSINESS
a. Collier County Sand Management Plan (H&M, CEC)
Mr. Dabees went over the Proposed Sand Management Plan to the Board and had his
recommendations approved.

ID 20-1096 The Purchase of a New Barber Surf Rake 600HD and Equipment as
approved by the Hideaway Beach Tax District Board on May 14, 2020.
MOTION by Member Fernstrum that the Board Ratify the purchase for the Surf
Rake for the amount of $59,454 be Approved. MOTION CARRIED BY THE
FOLLOWING VOTE:

Member Zinkan
ID 20-1097 The Purchase of a New Kubota 4 WD Tractor and Equipment as
approved by the Hideaway Beach Tax District Board on May 14, 2020,
in an amount not to exceed $62,229.87
MOTION by Member Fernstrum, seconded by Member Zinkan, that the Board
Ratify the purchase of the Kubota for the amount of $62,229.87 be Approved.
MOTION CARRIED by the following vote:
Yes: 5- Vice-Chair Barto, Member Delawder, Member Fernstrum, Member Ryan and
Member Zinkan
c. Operators & Storage of Rake & Tractor (Fernstrum)
Attorney Lenore Brakefield discussed the Maintenance and Equipment Lease Agreement between the
Tax District and Association. The changes the Board requested last time were accommodated and
approved. The City had an additional request for the agreement. It was added as section 7 of the
agreement stating that the Association should hold harmlessly the City of Marco Island of all liability.
Both parties have agreed to it as well. The Board recommended that the beach at least be raked once
a week and an additional charge if any additional raking.
(9) NEW BUSINESS
a. Final Approval of Agreement with Hideaway Beach Association on Beach Maintenance
ID 20-1107
Tom Ryon, Golf Course & Common Grounds Superintendent & ARC Administrator, spoke with the
Board regarding raking the Hideaway Beach. Mr. Ryon suggested that it can be a full-time job. He
suggested that the Clubhouse be raked for 7 days a week and the rest 5 days a week. He explained
that it takes about 8 hours a day or more to rake the beach properly. Vice-chair Barto explained to the
Board & Public that he believes it should only be one day a week, he also requested that if needed
there should be add on days in case the beach needs more maintenance. Mr. Ryon accepted the term
the Board came to. At the moment Mr. Ryon does not have someone to operate the machinery but
believes it will be no problem to hire someone for part-time. Once they find someone for the job there
will be training provided to operate the machine. Tom will provide the Board with a proposal of the cost
per rake, plus any additional cost.
b. Sand Dollar Island – Rookery Bay Jurisdictional Concerns (Woodward)
Tony Pierce, Partner at Woodward, Pires & Lombardo, gave a overview of Rookery Bay Jurisdictional
Concerns.
