(4) APPROVAL OF THE AGENDA MOTION by Vice-Chair Barto, seconded by Member Zinkan, that the Agenda be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Vice-Chair Barto, Chair Delawder, Member Fernstrum, Member Ryan and Member Zinkan (5) APPROVAL OF THE MINUTES ID 21-1313 November 12, 2020 Hideaway Beach Tax District Meeting Minutes MOTION by Member Fernstrum, seconded by Member Ryan, that the Amended Minutes from November 12, 2020 correcting Member Zinkan's name on page 3, be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Vice-Chair Barto, Chair Delawder, Member Fernstrum, Member Ryan and Member Zinkan (6) STAFF COMMUNICATIONS No update at this time. (7) PUBLIC COMMENT No public comments were received. (8) PRESENTATIONS None. (9) Financial Review – Member Fernstrum Member Fernstrum read off the revenue and expense report from October 1, 2020 through December 31, 2020. One thing Member Fernstrum noticed there was a 39% difference between last year versus this year in tax revenue. The cash on hand for this year is $2,042,601. The only concern that Member Fernstrum has is finding an estimate for future dredging. The sooner the Board has an estimate in hand the better the chances it has to plan for its expenses. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Vice-Chair Barto, Chair Delawder, Member Fernstrum, Member Ryan and Member Zinkan (10) OLD BUSINESS a. Summary of City Council Meeting January 4th with Linda Colombo (Tiger tail) and Linda Ryan Linda Colombo was pleased to speak to City Council on January 4, 2021 regarding the issues in Tigertail Lagoon and how to restore it back to health. Ms. Colombo is a member of 'Friends of Tigertail,' she was pleased to inform the Board that the 'Friends of Tigertail' will support the Board. Member Ryan explained to the Board that Ms.Colombo did a great job stating all the issues the Lagoon has and Mohamed Dabees, Vice-President of Humiston & Moore Engineers, presented a plan on how to restore the Lagoon back to health. There was a lot of positive feed back from the Council and a motion from Councilor Brechnitz was made "... to support the plan to revitalize the Tigertail conservation area and to instruct City staff to work diligently with County staff to provide funding for the project once the permitting and engineering is completed ..." and seconded by Councilor Rola which was passed unanimously. Chair Grifoni asked that the Board to provide updates to the City Council regarding the progress of the project. Member Ryan also mentioned to the Board that Mr. Pinter, Mr. Dabees, and herself spoke to the City Manager prior the meeting. b. Tiger Tail Lagoon/Sand Dollar Island environmental restoration project update – Mohamed Debees ID 21-1311 Tigertail Lagoon HB Tax District ID 21-1310 TigertailLagoon-CityCouncil ID 21-1312 Tigertail Lagoon Preliminary Permit Plans Mr. Dabees came forward to the Board and gave a quick update of the environmental restoration project. Chair Delawder stated for the audience that the overwash from the storms have overwash into and over Sand Dollar Island. This is a big problem because of all the sand it is pushing into the lagoon and the North part of Hideaway. Mr. Dabees presented several aeriel photos of the project The purpose of the project is to create a proper flushing for the Lagoon. In the presentation Mr. Dabees compared the conditions of the lagoon from 2017 to 2020, then displayed a picture of the proposed plan in place for Tigertail Lagoon. The proposed plan will allow more flow of water. The goal is to go bring it back to previous condition before 2017 pre- Irma conditions. Overall the plan will restore over 15 acres of added wetland to the tidal lagoon. Chair Delawder thanked Mr. Dabees for all the hard work he was done. c. Pre App team meeting – establish communication with Collier County –Mohamed De bees Mr. Dabees attended the permitting pre-application meeting on January 6, 2021. There were 35 participants at the meeting. Timothy Pinter, Public Works Director was the representative for the City of Marco. There were a variety of opinions of what should be done at the lagoon. Tractor operation update – Member Fernstrum Member Fernstrum mentioned that Tom Ryon, Golf Course Superintendent/Administrator, said the equipment is running smoothly. The beach is being groomed twice a week since December. Additional grooming was required in January because of the red tide. Member Fernstrum received a call from Mr. Ryon regarding the fishkill off and gave the okay for the additional clean up. The total cost was $2,475. The City has not received either agreement for beach maintenance. However, Mr. Pinter believes that fishkill on the island is not in the Agreement. The Members were a bit confused since the County used to clean up the fishkill. e. Vegetation on the beach – Member Zinkan Member Zinkan stated that he had a couple of complaints regarding the stakes placed in front of the 3000 building and how there were weeds growing around it. Member Zinkan reached out to several people and heard back from Tom Ryon and he let Member Zinkan know the reason the stake was placed there was to keep a record of the high water mark and to keep any boaters off. (11) NEW BUSINESS a. Discussion for Renewing the Taxing District with Council Member Ryan stated that she spoke to Mr. Craig Woodward, Hideaway Beach Tax District Board Attorney regarding the renewing of the tax district with City Council. Mr. Woodward said he would discuss this as it gets closer to February. This agenda item was to keep the Board aware of this until the next meeting. Member Fernstrum announced that it did not give the Board enough time to prepare/discuss this item. Mr. Pinter then commented and explained that the Board would need to get elected by the Hideaway Association to continue their operations. After much discussion it was agreed that the process will be addressed at the next meeting with Mr. Woodward. (12) COMMITTEE COMMUNICATIONS The next meeting will be held on February 18, 2021.
