Hideaway Beach Tax District Board Meeting Minutes - Final March 25, 2021 (1) CALL TO ORDER Chair Delawder called the meeting to order at 2:00 P.M. (2) ROLL CALL Present: 5- Vice-Chair Barto, Chair Delawder, Member Fernstrum, Member Ryan and Member Zinkan Also Present Mohamed Dabees, Vice-President & Senior Coastal Modeler, Humiston & Moore Engineers Timothy Pinter, Marco Island Public Works Director Michael Poff, President, Coastal Engineering Consultants, Inc. Craig Woodward, Woodward, Pires & Lombardo, P.A. (3) PLEDGE OF ALLEGIANCE Led by Chair Delawder. (4) APPROVAL OF THE AGENDA Chair Delawder requested approval of the Agenda by voice vote consensus of the Board. No Motion was put forward. THE BOARD UNANIMOUSLY APPROVED THE AGENDA BY THE FOLLOWING VOICE VOTE: Yes: 5- Vice-Chair Barto, Chair Delawder, Member Fernstrum, Member Ryan and Member Zinkan (5) APPROVAL OF THE MINUTES Member Ryan noted several significant inaccuracies in the reporting of New Business Item 10a. (Discussion For Renewing The Tax District With Council) in the Minutes drafted from the February 18, 2021 Meeting of the Board, as well as several misspellings and sentence structure issues that required correction. She volunteered to provide appropriately amended copy to the City Staff for its action. ID 21-1455 February 18, 2021 Hideaway Beach Tax District Meeting Minutes MOTION by Member Ryan, seconded by Member Zinkan, that the Minutes of February 18, 2021 NOT BE APPROVED and DEFERRED to the April Meeting for Approval. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Vice-Chair Barto, Chair Delawder, Member Fernstrum, Member Ryan and Member Zinkan (6) STAFF COMMUNICATIONS Public Works Director Tim Pinter indicated that he had no new Staff Communications updates to share with the Board at this meeting. (7) PUBLIC COMMENT Mr. David Rasmussen (Caxambas Ct.) cited his experience as a fluid dynamics engineer as well as his observations of the erosion and migration of sand over twenty years in the areas between Keewaydin and the north end of Marco Island. In reading the Humiston & Moore engineering report and the plans for dredging sand around the Tigertail area, he expressed concern that not enough attention is being devoted City of Marco Island Florida Page 1 Hideaway Beach Tax District Board Meeting Minutes - Final March 25, 2021 to analyzing and predicting where the sand will move next to adversely affect navigation in the area. Ms. Linda Colombo (Plantation Ct.), President of Friends of Tigertail, expressed her appreciation to the Board and its advisory firms for taking action in addressing the environmental and resiliency improvement challenges of the Tigertail Lagoon / Sand Dollar Island area. Later, after the Board's action on Item 9b. (Coastal Engineering Consultants, Inc. Near Shore Borrow Area Extension Request), Mr. David Rasmussen (Caxambas Ct.) returned to the podium to warn the Board of the need to plan for future hurricanes that could generate storm surges of 9 feet to 15 feet, and to consider investigating and developing a back-up plan to the one that is currently being pursued by the Board. (8) PRESENTATIONS None. (9) OLD BUSINESS a. Tigertail Lagoon/Sand Dollar Island Environment Restoration Update ID 21-1456 Updated Permit Plans Mr. Mohamed Dabees, Vice-President, Humiston & Moore Engineers, began his presentation and report by acknowledging the concerns raised by Mr. David Rasmussen during the Public Comment portion of the meeting. Mr. Dabees provided a brief summary of the work completed in 2017 and reported in 2018 that chronicled the evolution and migration of sand and the shoreline changes at the areas in question. Upon returning to his report and presentation, Mr. Dabees used overhead view, graphically-enhanced depictions of the Tigertail and Sand Dollar Island areas to show the Board how inputs from the relevant Federal and state agencies, Rookery Bay and the Audubon Society of the Western Everglades were incorporated into the revised plan. Using computer simulation models and animated visuals, Mr. Dabees further demonstrated how high-frequency storms and other natural forces can be expected to interact with the proposed shoreline modifications being proposed to improve the environmental health and resiliency of Tigertail Lagoon. Mr. Dabees, with support by Public Works Director Tim Pinter, addressed and responded to questions and clarifications requested by members of the Board during the presentation and ensuing discussion. MOTION by Member Ryan, seconded by Vice-Chair Barto, that the updated Tigetail Lagoon / Sand Dollar Island restoration plan, as well as the direction to Humiston & Moore Engineers to proceed to submit for the appropriate permits, be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Vice-Chair Barto, Chair Delawder, Member Fernstrum, Member Ryan and Member Zinkan b. Coastal Engineering Consultants, Inc. Near Shore Borrow Area Extension Request ID 21-1457 Permit Modification Letter Mr. Michael Poff, President, Coastal Engineering Consultants, Inc., brought the Board up-to-date on the status of discussions with the responsible Federal and state agencies to coordinate the Humiston City of Marco Island Florida Page 2 Hideaway Beach Tax District Board Meeting Minutes - Final March 25, 2021 & Moore plan and permit request to extend the bar area and to add the fill restoration template under a coordinated Federal / State review and approval process. He responded to several brief questions from members of the Board. MOTION by Member Ryan, seconded by Member Fernstrum, that the reviewed plan and the direction to Coastal Engineering Consultants, Inc. to proceed to submit for the appropriate permits, be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Vice-Chair Barto, Chair Delawder, Member Fernstrum, Member Ryan and Member Zinkan c. Beach Tilling Proposal ID 21-1458 Beach Tilling Proposal Marco Island Public Works Director and Board Liaison Tim Pinter reported that, as requested by the Board, the City publicly solicited bids for beach tilling but received no contractor responses. As a result, the City reached out to Eastman Aggregates Enterprises LLC, the vendor that had previously provided beach tilling services for Collier County, and received a quote for one-time beach tilling in the amount of $12,225. MOTION by Member Fernstrum, seconded by Vice-Chair Barto, that the quote from Eastman Aggregate Enterprises LLC in the amount of $12,225 for one-time beach tilling services be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Vice-Chair Barto, Chair Delawder, Member Fernstrum, Member Ryan and Member Zinkan d. Financial Review ID 21-1459 Finance Report Member Fernstrum reported a billing of $5,238.62 for beach raking during the December through February, 2021 period which raised concern and issues of interest from the Board. Citing a paragraph in the Agreement between the Board and the Hideaway Beach Association, Public Works Director and Board Liaison Tim Pinter questioned whether the Board's intent on the use and maintenance of the equipment in question was appropriately represented. After considerable Board discussion, the Board asked Hideaway Beach Tax District Board Attorney Craig Woodward to approach the Association to correct any misunderstandings in the Agreement. Member Fernstrum then continued his report by sharing the status of outstanding purchase orders, along with current and expected cash on hand for the year. This precipitated extended Board discussion on the potential timing for the approval of permits to undertake the Tigertail Lagoon / Sand Dollar Island Environmental Restoration Project, and the alternatives available to the Board to finance the effort. Prior to the conclusion of Member Fernstrum's report, Vice-Chair Barto asked for clarification regarding several specific expense items that were included in Member Fernstrum's report. (10) NEW BUSINESS City of Marco Island Florida Page 3 Hideaway Beach Tax District Board Meeting Minutes - Final March 25, 2021 a. Public Communications Plan Member Ryan outlined the elements included in the proposed Scope of Work for the Tigertail Lagoon / Sand Dollar Island Communications Plan, along with the credentials and background of her recommended professional resource that she believes is capable of assisting the Board in this effort. City Staff Liaison Tim Pinter advised the Board of the City's procedures to identify and qualify a 'single-source' resource to provide services to the City, and he committed to investigate and provide feedback to the Board prior to its April meeting. MOTION by Vice-Chair Barto, seconded by Chair Delawder, that RDS Communications Group be hired, and that Member Linda Ryan be appointed as the Board's contact with the City of Marco Island and the proposed professional resource to assist in the development of the Tigertail Lagoon / Sand Dollar Island Restoration Communications Plan, be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Vice-Chair Barto, Chair Delawder, Member Fernstrum, Member Ryan and Member Zinkan (11) COMMITTEE COMMUNICATIONS Vice-Chair Barto requested that Mr. Mohamed Dabees of Humiston & Moore Engineers provide a site plan that identifies the location of any previously-installed bulkheads in the area of the proposed Sand Dollar Island restoration. Member Ryan provided the Board with an update on several events and presentations in which she participated. Additionally, Member Ryan directed the Board's attention to Collier County Commissioner Rick Locastro's planned Tigertail Action Committee Meeting planned for April, and she indicated her intention to attend along with representatives from Humiston & Moore Engineers, Coastal Engineering Consultants, Inc. and Turrell Hall & Associates. She also requested that a member of the Board undertake the responsibility to work with Hideaway Beach leadership to develop communications that will inform its residents of the details and reasons for the forthcoming beach tilling activity. Vice-Chair Barto expressed his appreciation to Member Ryan for her efforts on behalf of the Board. Future Meetings: The Board agreed to next meet on Thursday, April 29th at 2:00 P.M. (Editorial note: This date was subsequently changed to Wednesday, April 28th at 2:00 P.M.) A special July meeting (date TBD) is also expected to be added to the calendar for the Board.
