(2) ROLL CALL (Note: Members Barto and Zinkan participated via telephone). Chair Ryan suggested some corrections to the Minutes on Item 10. (6) STAFF COMMUNICATIONS Mr. Justin Martin introduced himself to the Board as the new Public Works Directior as of Mid-August 2022. (8) PUBLIC COMMENT (TIME CERTAIN 2:00 P.M.) None. (9) PRESENTATIONS ID 22-2486 Humiston & Moore Project Updates and Construction Phase Tasks (M.Dabees) Engineer-on-Record for Humiston and Moore, Mohamed Dabees presented aerials of the project area for June 22 and September 29 (Post-Hurricane Ian) which showed that Hideaway Beach faired well in reference to beach erosion. North of Sand Dollar showed little change. In an easterly direction the project area showed significant overwash (coastal flow of water and sediments). The mean high water moved about 120 feet and the average transition landward was 60 feet. This is also the area of the project but the sand trap area showed little change. The Notice to Proceed for the project has been issue and Preconstruction Meetings with the Florida Department of Environmental Protection (FDEP) and the City of Marco were scheduled for the next business day with one commencing at 9AM and the other at 11AM. In the next coming week staging of equipment will commence. Actual addition cost to the budget arising from Hurricane Ian will be determined by impacts assessments. MOTION by Vice Chair Delawder, Seconded by Steve Zinkan for Item 1, Construction Administration in the amount of $64,716.00 and Item 2, Post Construction Report in the amount of $19,927.00 for a total of $84,643.00 for Construction administration services which will continue through March of 2023, as needed, and post construction services through June of 2023. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Board Member Barto, Board Member Fernstrum, Chair Ryan, Board Member Zinkan and Vice-Chair Delawder MOTION by Vice Chair Delawder, Seconded by Member Fernstrum for Task 1 Pre‐Construction: $3,630.00, Task 2 Construction Monitoring: $62,480.00, Task 3, Post Construction Services: $15,285.00 for a total of $81,395.00 for Environmental services which will be provided as needed, based upon construction progress and permit requirements. This proposal assumes construction continues until February 28, 2023. MOTION by Member Fernstrum, seconded by Vice-Chair Delawder for TASK 4 Construction Surveys in the amount of $45,370 to Conduct three (3) pay surveys of City of Marco Island Florida Page 2 Hideaway Beach Tax District Board Meeting Minutes - Final October 20, 2022 the channel dredge template at intervals to be determined in coordination with the Contractor and Humiston & Moore to Compute dredge volumes (pay and total) for each pay survey. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Board Member Barto, Board Member Fernstrum, Chair Ryan, Board Member Zinkan and Vice-Chair Delawder MOTION by Member Zinkan, seconded by Vice-Chair Delawder for TASK 5: $12,610 Offshore Borrow Area Surveys, TASK 6: $19,830 Post-Ian Survey and Assessment, TASK 7: $9,460 District and City Support Services for the total of $41,900. Fernstrum) Based on the Financial Report ending September 30, 2022 and the projected 2023 budget the Hideaway Tax District Board reported it was in good financial standing to fund its project. (10) OLD BUSINESS None. (11) NEW BUSINESS None. (12) COMMITTEE COMMUNICATIONS The Hideaway Beach Association Board has asked for an update of the Project at the next Board Meeting October 26, 2022. Chair Ryan will be in attendance to provide the update on timeline and what residents can expect as equipment on the beach. The said information will be provided to the heads of the Condo board. Also, the County Commissioner has asked for an update of the project to City and County Staffs in November.These arrangements are being made.
