I. Project Progress Update (Mohamed Dabees) The Board was advised that the project was in its second week of construction and dredging in the north flow channel was operational and would continue next week. The offshore borrow area was included in the permitting as a contingency if in the event more sand is needed that cannot be obtained from the sand trap. The area on the map showing the intersection with the offshore borrow area and the navigational channel is an area of coordination with the City, Collier County and the Coast Guard to address navigational safety. II. Volume Changes Due to Hurricane Ian ( Mohamed Dabees) Due to Hurricane Ian the availability of sediment had decreased and the required sediment to build the berm increased. The cost of additional sediment is beyond the contingency funds available in the contract. As a result, an application has been made to the Coastal Advisory Commission for supplement funding to get the full sand volume and build the project to its full design. III. Adjustments to Work Plan and Budget Considerations (Mohamed Dabees) Images of the project area compared to the current conditions on the ground showed the affects of Hurricane Ian that would require the contractor to make some adjustments to the work plan. Coordination is in place to make the adjustments which may entailed a change order. That information will be made available. IV. Status of CEC's Survey Work for the District (Michael Poff) Preconstruction survey of the beach and channel as well as the offshore borrow area have been completed and submitted to Humiston & Moore for analysis and a report with the updated volume and result. The contingency task to survey the beach, in order, to quantify Hurricane Ian / Tropical Nicole was foregone due to a county-wide survey to quantify the impacts of Ian and that will include Hideaway Beach and the "H" monuments. The funds originally allocated for this survey may be used for sand or any other survey required during the project. Coastal Engineering conducted a conditional survey at Capris Pass on behalf of the City as part of a submittal to the Coast Guard to move the navigational markers for safety. The survey revealed an obstruction at 10 feet which was the proposed area to put the channel. This obstruction was later identified as the former position of Coconut Island from the last (National Oceanic and Atmospheric Administration (NOA) chart survey. The information has been submitted to the Coast Guard who did their own survey and agreed there was no obstruction and the area was more than 10 feet. The iformation has been submitted to NOA ; however, the process involves working with multi federal agencies. NOA has been overwhelmed with post Hurricane Ian and Tropical Storm Nicole work so no timeline has been provided when NOA will remove the obstruction from the chart so a notice may be sent to mariners in order to move the navigational markers to deeper water. The Coast Guard would entertain an application from the City to take over navigational aids as a gift which would become private aids that would allow the City or County the ability to move the markers and circumvent a lengthy federal process. The reason the Coast Guards will mark the channel was because of connectivity to federal and commercial passages. The County was presented with the option to put sand from Collier Creek in the Sand Dollar Restoration Area which could alleviate the potential of more sand in the offshore borrow area and the risk to navigational safety in the channel and, at the same time, provide more sand for the restoration area. City of Marco Island Florida Page 2 Hideaway Beach Tax District Board Meeting Minutes - Final November 17, 2022 ID 22-2203 Financial Update (Fernstrum) The current cash flow was negative as of October 31, 2022 but there was no cause for concern due to expected revenue from ad valorem property taxes by year end. (7) NEW BUSINESS None. (8) STAFF COMMUNICATIONS City Staff informed the Board that the Collier County Coastal Advisory Commission Meeting will be held at the Collier County Government Complex (Administration Building) Suite 303 on December 08, 2022 at 1PM located at 3299 Tamiami Trail East in Naples, Florida. (9) PUBLIC COMMENT (TIME CERTAIN 2:00 P.M.) None. (10) NEXT MEETING: CONFIRMATION & ATTENDANCE Members agreed by consensus that the next Meeting date be December 12, 2022 at 1:30PM. (11) PROPOSED AGENDA TOPICS FOR NEXT MEETING Items proposed for the next Meeting: Financial Update (Fernstrum) Project Update (Humiston & Moore, Coastal Engineering) Summary of the Coastal Advisory (Justin Martin) (12) OTHER COMMITTEE COMMUNICATIONS Suggestions were made for Attorney David Tolces to attend the Hideaway Tax District Board Meetings via Zoom or phone where they are no foreseen issues from a legal standpoint and such communications will be had with the board to make that determination prior to the meetings. Recommendation was made to add a line item to the budget for beach raking so the actual expenditure can be viewed. Member Fernstrum was tasked to do the follow up. Concerns were raised about the compacting of sand by contractors during the project and its effect on Turtle Nestling Season. Board Members were informed that the contractors will tilled the area where they have compacted sand but the linear length they are working in was small in comparison to the entire length of Hideaway; however, an assessment of compacting of sand is a provision in Hideaway Tax District Project which will be performed by Coastal Engineering who will make that recommendation to the Board early in the Winter prior to the Turtle Nestling Season. Corrections were made to the claim that beach grooming / raking had ceased as the Board had not given directive for this cessation and such activity had been observed in recent time. Chair Ryan will follow up to determine if the Hurricane or staffing may be affecting its frequency.
