(2) ROLL CALL Member Barto joined the meeting after Roll Call via Zoom. Member Fernstrum participated in the meeting via telephone. The Board was advised that the project was in its second week of construction and dredging in the north flow channel was operational and would continue next week. II. Due to Hurricane Ian the availability of sediment had decreased and the required sediment to build the berm increased. The cost of additional sediment is beyond the contingency funds available in the contract. IV. Paragraph 6 The County was presented with the option to put sand from Collier Creek in the Sand Dollar Restoration Area which could alleviate the potential of more sand in the offshore borrow area and the risk to navigational safety in the channel and, at the same time, provide more sand for the restoration area. (12) Paragraph 1 Suggestions were made for Attorney David Tolces to attend the Hideaway Tax District Board Meetings via Zoom or phone where they are no foreseen issues from a legal standpoint and such communications will be had with the board to make that determination prior to the meetings. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 3- Chair Ryan, Board Member Zinkan and Vice-Chair Delawder (6) OLD BUSINESS (6) PROJECT UPDATES: (a) Coastal Engineering MEMO Project Update - Handout (b) ID 22-2527 Project Updates from Humiston & Moore and Coastal Engineering. Board Members were reminded that the dredging areas consist of the sand trap, the north flow channel and south flow channel. The fill area is on the western side of Sand Dollar Island. 40-45K cubic yards of sand has been dredged to date from the sand Trap. The total volume is 189K to 200K cubic yards (including the nearshore borrow area extension) so this represents about 20% completion. There is concern that the beach along Royal Marco Point showed build of up sand on the backside making some amenities non functional. In the areas of 4000 and 5000 buildings there was noticeable accumulation of sand which dropped by about four feet by the 3000 building. Caution needs to be exercised in lowering the area this could result in pooling of water or ponds. As a result, the area needs to be looked at in its entirety. The survey results will be discussed with the Board who will determine what corrective action should be taken. (c) Coastal Advisory Committee Summary (Mohamed Dabees/Linda Ryan) The City Manager introduced the presentation and a clear, strong presentation was made to the Committee by the Project Engineer. (9) PUBLIC COMMENT (TIME CERTAIN 9:45 A.M.) None. City of Marco Island Florida Page 2 Hideaway Beach Tax District Board Meeting Minutes - Final December 12, 2022 MONTHLY FINANCIAL UPDATE ID 22-2203 Financial Update (Fernstrum) Overall cash flow was moving in a positive directive with 61% of ad valorem property tax being received by the County. This should be transferred to the City during the month of December and it represents a cash flow of approximately $3.9M versus the open purchase orders. Request was made for financial report outlining incurred expenditures as well as a line item to be included for beach raking even though it is under Other Contractual Services. These will be followed up with the Financial Department and reported back to the Board. Member Fernstrum left the Meeting at the end of his presenting the Financial Update. (7) NEW BUSINESS (7a) Action Item: ID 22-2552 Approval of $5,210 for Coastal Engineering Consulting Preconstruction Survey. No action was required as the requested fund of $5,210 for the survey was part of $19,830 already approved by the board. (8) STAFF COMMUNICATIONS None. (10) NEXT MEETING: CONFIRMATION & ATTENDANCE Board Members agreed that the next meeting be scheduled for January 19, 2023. (11) PROPOSED AGENDA TOPICS FOR NEXT MEETING As presented on the Agenda (12) OTHER COMMITTEE COMMUNICATIONS An information session will be hosted by Linda Ryan for Hideaway residents on December 13, 2022. A flyer was in draft status will be posted for the public to provide information to tourists visiting the area as well as to ensure safe boating for onlookers of the project.
