GALIANA. Others Present: Lee Rubenstein, resident Present: 7 - Carlos Portu, Michael Levine, Gerald Swiacki, Val Simon, Litha Berger, Dolores Siegel and Rich Lutz Absent: 0 (2) APPROVAL OF AGENDA It was determined by consensus to allow Member Portu to present his proposal on Veterans' Community Park requests at the beginning of the meeting. (Editorial note: Veterans' Community Park request was heard as the first item of business, but shown in the minutes in numerical sequence.) MOTION by Member Siegel, seconded by Member Levine, that this be approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Member Portu, Member Levine, Chairman Swiacki, Vice-Chair Simon, Member Berger, Member Siegel and Member Lutz (3) COMMITTEE COMMUNICATIONS a. General Requests Mr. Galiana had no budget requests. He stated he was pursuing grant monies to be utilized for shelter structures on park fields. Member Portu left the meeting at 8:47 a.m. MOTION by Member Siegel, seconded by Member Berger to approve $10,000 budget for 2-3 community concerts at Veterans' Community Park. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Levine, Chairman Swiacki, Vice-Chair Simon, Member Berger, Member Siegel and Member Lutz Not Present: 1- Member Portu b. Veterans' Community Park Requests Member Portu read a draft proposal for PRAC recommendations to City Council regarding Veterans' Community Park Capital Improvements to define Phase II for a bandshell with restrooms, on-street parking plan and improve park with lighting, walkway, shade tree and landscaping. Member Portu recommended PRAC ask for $300,000 to FY16-17 capital improvement budget for hiring an architect and design firm. Member Berger spoke to Bill Waddell, architect for 2009 Master Plan. His cost to update plan in very general terms is approximately $40,000.(with only drawings and price estimate) City of Marco Island Florida Page 1 Parks and Recreation Advisory Meeting Minutes - Final June 1, 2016 Committee MOTION by Member Levine, seconded by Member Simon, to recommend approval the request up to $250,000 for architectural services to move forward with the implementation of 2009 Master Plan design excluding the Performing Arts building, and combining the band shell with restrooms into one building to City Council. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Levine, Chairman Swiacki, Vice-Chair Simon, Member Berger, Member Siegel and Member Lutz Not Present: 1- Member Portu (4) PUBLIC COMMENT Mr. Rubenstein stated committee needs City Council approval to move forward by using 2009 Master Plan for a band shell and parking structure. State and federal grants can be used for this project. Also, check with businesses to help fund raising for revision of parking area access.
