a. Recreation Programs Discussion - Lola Dial
Ms. Malloy reported following:
Two Jr. Chef classes successful -16 kids in attendance.
Face Painting Camp
Camp Mackle - attendance steady - averaging 45 daily attendance.
Racquet Center:
Tennis Sport Camp
Summer Sizzler Round Robin Series
Couples Nights & Ladies Night Pickelball Social
Championship Players Tennis
b. Facilities Discussion - Martha Montgomery
Mackle Park:
Getting quotes for painting pavilion, installing LED lights
Preparing fields for Fall play
Analyzing water bills for fields during rainy season.
Leigh Plummer Park:
Painting & signage
Ms. Montgomery stated no smart system in place, shutting off water at night, watching

water patterns. As Chair Portu suggested, she will get estimate for smart system to
determine how much water savings with less staff time.
c. New Mackle Park Community Center Update - Samantha Malloy
Walked through building last week, completion date August 9, 2017, final date Sept 16th,
moving office last two weeks of September, possibly starting programs October 1st.
Soft opening with PRAC after meeting discussion. Inviting instructors for meet and greet.
Ms. Gengenbach in charge of teens grand opening.
d. Community Events - Samantha Malloy
City of Marco Island is collaborating with Chamber of Commerce, YMCA, MICA, MI
Center for Arts & Marco Island schools to help celebrate City's 20th anniversary, August
28th, 4:00 p.m. - 6:00 p.m. There will be music food and fun facts for all to enjoy. The
Chamber of Commerce created the flyer, will be ready this week for distribution.
Government week is October 23-29th.
City Concert Series at Veterans' Community Park on Saturday, January 13, 2018.
(5) OLD BUSINESS
a. Fund Raising Committee for Veterans Memorial - pathway lighting update
PRAC approved recommendation for pathway lighting. Ms. Malloy provided PRAC's
recommendation for FY18 budget. Parks & Recreation budget proposal is scheduled for
presentation at next City Council meeting.
b. 2009 Veterans' Community Park Master Plan Discussion
RFQ for selection of Architect/Design/Planner
RFQ is drafted, needs City Council approval. PRAC can review RFQ on City Council's
last night agenda attachments on City website. Ms. Malloy will check if RFQ on August
City Council meeting agenda for approval. PRAC's next meeting goal is to get RFQ time
line responses, and bids to keep community involved with process.
Ed Issler, 908 Joy Circle - Congratulations PRAC on Youth Council, he recommended to
pursue better partnership with YMCA. He commented 2009 Master Plan already reviewed
by residents of Marco Island with comments, and drawings were on display. Parking
opportunities: 95 parking spaces added, potentially can charge $10 daily for beach
parking, and use trolley transportation to and from beach. Esplanade can use parking
facility. No need to redesign with architect, original plans have completed, okay to refine
plan. Find design with donation opportunities for band shell. 1. Do additional parking first
with revenue sources from Farmers Market, Esplanade and beach usage. 2. Add Pergola,
Wi-Fi access, add band shell and concession last.
Chair Portu stated PRAC has no desire to discount 2009 Master Plan. RFQ/RFP will
accomplish site plan for existing parking plans, remove multi-structure plan, take another
look at changes in surrounding area - Esplanade. Looking at pedestrian walkways, break
down for manageable steps for City Council to approve. Need architect to show variables
for future plans such as, parking, green space, water usage, etc.

Member Minning waiting for City Council approval, waiting for professional on how to
proceed for community.
c. Youth Council Update
Member Minning made presentation to City Council last evening. She discussed
Sunshine Law concerns with PRAC members on Youth Council Committee.
Chair Portu suggested creating Operating Manual, Mission Statement and time frame.
Include YMCA, youth outreach programs, and Optimist Club to work with Marco Island
youths. Kick-off starting government week end of October. $2,000 anonymous donation
was approved.
Chair Portu stated to get applications on City website, to school councilors, and give to
students upon school opening to generate interest for potential applicants. Need to
undergo budget approval process. Need to get an Operations Manual to solidify city
attorney review prior to September meeting.
Member Minning stated need selection prior to City government week. August 16th school
starts. Application process in 3 weeks.
Chair Portu stated if at PRAC September meeting RFQ approved and submitted, will
have potential bidders. Time line submissions by September, and choose curriculum for
a PRAC special Workshop meeting. Volunteers for program are: City Councilor Grifoni,
Damian - MI Charter School, Ms. Gengenbach - Parks & Recreation department, Member
Richards - training, and additional Parks & Recreation representative.
Chair Portu suggested Ms. Mastronardi/Ms. Gengenbach collect applications. Game
Plan: vote on operating procedures, panel, and post applications.
d. Future August Meeting
Members agreed to cancel August meeting, next meeting September 19, 2017.
