b. Fund Raising Committee - Walkway lighting at Vets Comm. Park - Lee Rubenstein
Mr. Rubenstein, Greg Snyder (Condee Cooling contractor) presented lighting/landscaping
proposal in 2 phases:
1. Landscape placements (on original Master Plan) of drought/bug resistant pitch apple
bushes, height tbd) rear of memorial cost is $5,400. ($700 donation from Affordable).
Fund Raising Committee paying $4,700 balance for bushes, sprinklers, and mulch.
2. Light walkway from parking lot for safety to memorial area due to unsafe dark
conditions. Location, fixtures, sizes, types, and bulbs will be determined by Mr. Snyder
(showed diagrams).
Mr. Snyder presented soft subdued lighting plan for Aurora lights (directed downward) on
walkway between restroom and memorial. 5/8" above concrete, configured to drive over.
13 watt bollard panels installed between park benches and fountain, and sidewalk and
fountain. Total three (3) fixtures, starting at restroom, one on top of 18' pole with LED
lights. Durability of powder coated bronze finish impervious to weather.
Lighting is 10% reflection compared to Publix shopping center. If needed, a feature can
be incorporated if light annoyance issue. Foot candle is 4'-1/2-5', in middle is 1/2'
resulting in low lighting. Timers on photo cell from dusk to dawn.
Total cost is $30,000. Condee donating $5,000, balance $24,000. Interim City Manager
Polanco recommended using $24,000 balance from park architect ($250,000) funds
issued by City Council. Time frame for completion is 30 days by Veterans Day,
November 11th.
Chair Portu discussed if reasonable for lighting plan, shared concern requesting site plan,
detail, design and funds for architect plans.

Member Lutz stated it doesn't affect Master Plan or landscaping. It took 13 yrs. to get
project moving, if need appropriate lighting, go forward, get it started.
Member Rutledge - changing light, as opposed to changing pole it no big deal. Only
exposure to do over is a pole by restroom, move forward.
Member Levine - move forward, might have to do lighting near restrooms. Can change in
future.
Member Bonos - Move forward on plan? Leave as topic of discussion at next meeting. If
move to July 18th PRAC meeting, how will it fit with FY18 budget process? Need to
provide a request at budget meeting on July 17th.
Chair Portu will request City Council allocate portion of $250,000 ($24,000) for lighting
project.
MOTION by Member Lutz, seconded by Vice-Chair Levine, to go
forward with $25,000 funding to install lighting plan as presented
that this be approved. MOTION CARRIED BY THE FOLLOWING

(4) STAFF COMMUNICATIONS
a. Recreation Programs Discussion - Lola Dial
Camp Mackle:
Started June 2, 2017, well attended. 2nd field trip today. Turning campers away due to
large attendance and lack of space. Size constraints due to structural, next year larger
program can double attendance.
Racquet Center:
Jr. Chef - full with 16 kids. Thanked Racquet Center for kitchen use.
Jr. Chef (2nd class) - July 10-14 - full attendance expected.
Family Tree Media Art Class - July 17-21
Face Painting - July 5-7 at Family Church
Paddle Boarding Camp - July 10-14, half full class
Taking applications for Leaders in Training (LIT) for 9th-12th graders. Ms. Dial welcomed
help from Member Bonos from Key Club and MI Academy.
b. Facilities Discussion - Martha Montgomery
Ms. Malloy reported the following:
Winterberry Park:
Fields busy, rainy
Mackle Park:
Closed Kids Cove playground 14 days due to rain
Repairing/painting benches
Veterans' Community Park:

Issue with fountain not running due to rain flooding damage, getting quotes to repair.
Racquet Center:
Patching and painting.
c. New Mackle Park Community Center Discussion - Samantha Malloy
Delayed opening until September due to safety issues. Possibly staying at church
location until October.
Contract has a contingency plan for completion date to receive funds back.
d. Community Events - Samantha Malloy
Ms. Malloy adding PRAC presentation to City Council on Youth Council on July 17th.
Hot Summers Nights - July 7th - Rock wall, fuse ball, karaoke, including food at Mackle
Park basketball court.
July 4th - Parks & Recreation participating with games, face painting at Residents Beach.
Concerts - Good for January 2018 and May 2018. Change time to be later due to hot
sunny weather.
(5) OLD BUSINESS
a. Youth Council Update
Chair Portu presented FY18 budget request of $5,000 to City Council.
b. 2009 Veterans' Community Park Master Plan Discussion
Chair Portu read drafted recommendation letter (attached to agenda) from PRAC to City
Council to authorize City staff to create RFP for selection of Architectural/Design/Urban
planning firm to accomplish objectives:
1. Develop Site Plan 2. Revise 2009 Master Plan 3. Remove multipurpose building from
Master Plan. 4. Provide concrete recommendations for phasing project over 10 yrs. 5.
Costs not to exceed $75,000.
If PRAC in agreement with letter, will give to City staff to draft RFP for discussion at next
PRAC meeting. Do not need to go back to City Council, can pass as request to City
Staff, already received mandate from City Council.
Member Rutledge made clarifications to draft letter: Authorize City Staff to create a RFP
with the goal of selection an Archectural/Design/Urban Planning Firm to accomplish
these objectives listed below: RFP is to be reviewed by PRAC and when approved
forward to potential contractor of PRAC chosing with aggressive time frame for response
return proposals reviewed by PRAC and RFP meeting criteria will be presented to City
Council with funds not to exceed $75,000. Chair Portu will move up to top and eliminate
#5.
Ms. Malloy presenting recommendations to City Council on July 17th, next PRAC meeting
is July 18th.
Chair Portu will present request to City Council on July 17th, work on draft of RFP at next

(6) NEW BUSINESS
a. Future Meeting Discussion - July/August - Carlos Portu
Chair Portu will have July meeting, possibly cancel August meeting. Member Bonos will
not be attending the July meeting.
(7) PUBLIC COMMENT
Keith Dameron, Buccaneer Court - Suggested lighting be installed at Veterans Memorial. He was
disappointed lighting for memorial wasn't installed with fountain. Memorial should have lighting 24/7 in
honor of veterans. Critically important to see progress for community.
Dawn Kuhn, 505 Tigertail Court - Pickleball is great sport, popular with socials. Consider when doing
airnasium, paint pickleball courts.
Veterans' Community Park can have grants, sponsors, tax revenue, tourist tax funds, and impact fees for
plans and lighting. She stated an email was received from Chair Honig to use $250,000 to hire architect to
update 2009 Master Plan. It's time to bring in professionals to hold workshops and develop site plan for
park.
Litha Berger (prior PRAC member), Windmill Avenue - Congratulations to new members. Time is now,
forget in 10 yrs. Keep pushing, move forward. People walk at night, place for thinking and prayer. Need to
finish, thanked PRAC. Mackle Park will open soon, PRAC got it done.

6 people were in audience.
Member Lutz recommended lights stay on longer at Veterans' Community Park until midnight.
Mr. Rubenstein stated fountain is modified if wind exceeds, light goes off. Act now, take position, people
voted 2009. Funding good environment to receive funds.

Member Bonos stated to look at shading at Veterans' Community Park and Winterberry Park field.
Chair Portu stated there is no line item for structural improvements for shading. Budgetary process with
PRAC - no opportunity for long range goals, in middle of other items, Youth Council, etc. Need more
discussion to push VCP. In January 2018 think about long range capital projects by adding to future
budget proposals. Be more aggressive by starting in April with figures lined up for FY19. (14 months
away) Consider other future projects. The following were added FY18 proposed budget: Concert in Park
Series, Youth Council, Community Garden Project, Veterans' Community Park amenities.
