Recreation Programs Discussion - Lola Dial Mad Hatter Tea Party - celebrated for Mother's Day, attendance was full. MI Community Sailing Center - May 20th at Yacht Club 11-2 p.m. Free food and drinks, taking registrations for summer programs. Free Opti Pram boat rides at 2:00 p.m. End of School Bash - May 31st - 6th-12th grade-Music, dance contest, obstacle course. May-August 2017 Recreation Summer Program Guide handed out. Camp Mackle-June 2nd-August 15th - taking registrations, maximum 60 children, hired 5 camp counselors. Taking applications for Leaders In Training (LIT) positions. If interested, contact Natasha at Mackle Park. Police/Fire Academy for Camp Mackle - taking registrations for June 5-19th Fishing Camp-June 19th-23rd-ages 8-12, 9:00 a.m.-3:00 p.m. at Mackle Park lake Jr. Chef classes June 19th-June 23rd at Racquet Center. Canasta, Knitters, Mah Jongg, and Bridge at Racquet Center - June, July and August. Jerra Minning arrived at 3:07 p.m. b. Facilities Discussion - Martha Montgomery Ms. Montgomery introduced herself as new Park Facilities Supervisor. Mackle Park: Spray Park - painted, fence installed Updated benches and order mulch for Kid's Cove c. New Mackle Park Community Center Discussion - Martha Montgomery Ms. Malloy met with contractor/architect, Tim Pinter, Public Works Director and Mike Daniels, Construction Manager. Fire Sprinklers, stucco, utilities, storm water is 80% complete. Walls are finger print resistant. Scheduled completion time is August/September 2017 Woman's Club $10,000 donation to Mackle Park Community Center will be used for non-budgeted items (not in building plan) such as shelving for storage area. Will inform donor on items used from donation. Chair Carlos Portu arrived at 3:12 p.m. Chair Portu thought budgetary process included all built in items for new building. Ms. Malloy stated some parts for building cost more than anticipated. Possibly, no new furniture will be purchased. Vice-Chair Levine suggested honoring donors on walls with plaques. Ms. Malloy stated rooms will have temporary or permanent names. d. Island Rocks Concert Series @ VCP Discussion - Samantha Malloy May 27th - American Legion honoring Color Guard, Optimist having children's choir at Veterans' Community Park (VCP) at 4:30 - 9:00 p.m. Sarah Hadeka music concert preparing for "Let Freedom Ring" patriotic session in honor of Memorial Day. 500+ to be in attendance. Ms. Malloy will contact Collier County to spray for mosquitoes. City of Marco Island Florida Page 2 Parks and Recreation Advisory Meeting Minutes - Final May 16, 2017 Committee Resident Ed Issler, requested additional mosquito control for Camp Mackle in June. Chair Portu contacted Collier County - had 3 sprays with insecticides, spraying is on-going, soft marsh mosquito's, no Zika virus. (5) COMMITTEE COMMUNICATIONS Member Bonos researched shade features for Spray Park at Mackle Park. Member Richards inquired if feasible for shade in parks (as Naples has at pickle ball courts). PRAC can research and propose to City Council. Member Richards will forward her shade information to Ms. Mastronardi to forward to PRAC. Chair Portu is in favor of shade, with storm proof abilities. PRAC to discuss at next month meeting. (6) OLD BUSINESS a. Youth Council - Meg Bonos Member Bonos handed out revised final recommendation compiled from PRAC members. Application process by July 1st, and get started by Fall 2017. Professional skills meetings, team building exercise for each meeting to "Dream a Better Marco". Strenghten future, sustainable (do not stop in one year) invest in solid foundation at community for others to follow. Next steps: 1. Chair Portu - no material modifications, discuss PRAC first get CC approval. 2. Motion to provide recommendation to City Council for next month agenda. Member Bonos volunteered to give presentation to City Council. Who owns it? Identify people and adopt by City Council. MOTION by Member Bonos, seconded by Vice-Chair Levine, that this be approved. Chair Portu will draft resolution to discuss at next month meeting for approval of architect services for re-design of 2009 City of Marco Island Florida Page 3 Parks and Recreation Advisory Meeting Minutes - Final May 16, 2017 Committee Master Plan. Feedback/Input from PRAC: Member Minning requested to do something, to move forward with green space space, update to accommodate effective parking by having walking access. Member Lutz - move forward, need site development plan. Resident Issler, 908 S. Joy Circle stated much input/effort (from every organization/resident on the island) went into 2009 Master Plan (tremendous resource for City). He suggested to not redo 2009 Master Plan, move forward with parking. Re-examine plan for Marco Island, then go to City Council to request for quote and put designs together. Member Bonos stated PRAC members not aware of what went into plan. Member Lutz stated Art Festival at Esplanade paid $10.00 to park (part of permit). Esplanade during season does not have parking at VCP. Special events during season needs special effort for parking. Ms. Malloy stated no issues with parking. Temporarily okay to park in swales. Confusion: rent spaces for $8.00 a space, not for an individual, it is event organizer. If rent park, can use for additional parking. City Council developed committee for parking solutions. Will need permit to park, no open parking is allowed which might be enforced by police department. Member Richards left the meeting at 4:02 p.m. c. Mission Statement (no attachment) Chair Portu reviewed PRAC's Mission, did not need modifications. d. Dog Park Rules A resident complained about aggressive dog, see rules. ID 17-1637 Canine Cove Dog Park Rules Attachments: RULES FOR CANINE COVE - FINAL (7) NEW BUSINESS None. (8) PUBLIC COMMENT Three (3) people in audience at meeting. There was no public comment. Next meeting June 20, 2017.
