MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Chair Portu, Vice-Chair Levine, Member Bonos, Member Rutledge, Member Richards and Member Minning Not Present: 1- Member Lutz ID 17-1605 PRAC Workshop - Youth Council Attachments: PRAC Youth Council Application Guide for Creating a City Youth Council PRAC Youth Council Liability PRAC Youth Council MI Demographics Youth Council Marco Island Youth Advisory Outreach PRAC Workshop - Youth Council Member Richards - Reviewed training and development plans in detail for six meetings staying within Mission Statement. Member Minning - Revised how to recruit students. Youth Advisory Outreach received positive feedback from Ms. Keegan, Asst. Principal and Damon Coiro, MI Charter Middle School to move forward with project. Also, reached out to Collier County. Marco getting leadership council, wants opportunity to join Youth Council (YC). Easy to reach out to schools and councilors. Need point person for applications and return application to same person. Networking, social media to reach all students. Reach out to kids by using social media, Facebook page, and Instagram for potential candidates. Meet bi-weekly. Consider twenty (20) in YC group. Member Bonos - Reviewed Vision and Mission Statement - worked with Damon, MI Academy School to get word out. If too many students in group, will be competitive. Have 25 in leadership group who participate with only 15 kids contributing. Mr. Coiro - students excited to have voice and get involved. Challenge 80% of youths are high flyers who want to be leaders, 20% not interested. Chair Portu - don't add numbers, see response interest, see game plan. Make something special, not everyone should get participation trophy. Have requirement on application for references for application process. Break out in smaller groups to work on aspects. Present project, do meetings every two weeks, learn skill set. Member Rutledge - Revised draft copy of application - start with 10-12 on committee, make determination after response from community. Change preparation of application to be typed or hand written. Criteria - if miss certain number of meetings will be out. Use standard 750 words why student wants to participate. Set term limits, after year, kids to continue, then ask to attach resume as part of application renewal process. Liability Disclaimer - needs to go through City Attorney, who signs? photograph of applicant? Ms. Malloy will have City attorney input on application process and Disclaimer. Vice-Chair Levine - Revised financial structure: Approximate Costs: Basic supplies, brochures, - $20 Name tags $5.-$ Printing materials $10-$15 Transportation to other cities - costly. could be $10 per student per trip, Shirts/hats - possible donations or purchase $25-$35, Meeting venue free, refreshments $3 each meeting $150 per student x 10 = $1500-$2,000 for funding to set up program. Larger groups, more costly. Possible donations from businesses, transportation companies, content with flexibility of donations. Cities do provide funds for kids to get involved. Come up with ideas and see what kids want to do for City. Member Richards - Florida League of Cities has yearly meetings working with students to speak about legislation, for students to be a part of this program, can add to this. Will revise application with input. Ms. Malloy reported FY18 budget being prepared soon. October 1, 2017 begins new FY18 fiscal year, budget sub-committee will be done first. Chair Portu - Envisions one leader in group consisting of: 1. 2 PRAC members 2. 1 City staff liaison for City structure 3. 1 City Council member 4. 1 community resident with historical perspective. Involve citizens within youth involvement system, will have five (5) in group considering availability. Reporting process from YC to City, have YC report to PRAC on quarterly basis. Learn thoughts, stand up with group and add thoughts out to community. Annual project should be presented to City Council. Next way to go, talk about each specific things from documents. PRAC (in WORD) sent to Ms. Mastronardi send to PRAC to put sections into format presentation to add to next PRAC agenda. Chair Portu will present City Council with update for their feedback. (3) STAFF COMMUNICATIONS Ms. Malloy stated Natasha Gengenback, Recreation Leader, Parks & Recreation Department with be the staff liaison. Next PRAC meeting is May 16th at 3:00 p.m. (4) PUBLIC NOTICE Councilor Grifoni was encouraged by PRAC's involvement to move forward. Mission Statement should be for YC to report to City Council, (not PRAC) on a quarterly basis (not yearly), to see progress for kids to improve. Make available for City Council person to get involved. Get in budgetary requests soon to reach deadline. Budget workshops are May 17th, June 7th and June 15th. Request a reasonable maximum budget amount. Inform City Council on continual projects, for relative idea what funded are needed. City Council and community has strong support for this program. Unique prospect, has talent and intelligence on MI. In 5-10 years very good for youths to connect to leadership with influence in the City.
