MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Chair Portu, Member Lutz, Member Bonos, Member Rutledge and Member Richards Not Present: 2- Vice-Chair Levine and Member Minning ID 17-1516 PRAC Meeting Minutes for March 21, 2017 Attachments: Draft of Meeting Minutes 3.21.17 (4) STAFF COMMUNICATIONS Before Staff Communications: Received feedback from Councilor Roman for City Council on Veterans' Community Park for a 5-10 year future plan accommodating festivals, events and concerts. Narrow down focus of ideas, get community input, and hire a landscape architect for ideas for site plan to phase out project. Jerra Minning arrived at 3:07 p.m. a. Recreation Programs Mackle Park: Spring Jubilee - May 15th, had 2,000 participants. Thanked Mr. Granda for train ride and MI Community Sailing Program for boat rides around lake. Men's softball league spread 20,000 plastic eggs on ball field. Optimist served food and drinks. MI Historical Society, MI Montessori and MI Academy Glee Club participated with games/crafts. Programs: Leader in Training (L.I.T) - taking applications for Camp Mackle volunteers Camp Mackle - receiving applications until May 1st. Camp Mackle is June 2 - August 15 Parents Night Out - May 28th at 6:00-10:00 p.m. Mother/Daughter Mad Hatter Tea Party - May 13th, 10:00 a.m.-12:00 p.m. at The Family Church End of School Bash - May 31st - 1:00 p.m.-4:00 p.m. at Mackle Park with DJ music, obstacle course, 6th-12th graders. Facebook and Twitter updated and managed by Parks & Rec. staff, Heather Lopez and Natasha Gengenbach. City of Marco Island Florida Page 1 Parks and Recreation Advisory Meeting Minutes - Final April 18, 2017 Committee b. Facilities Mackle Park: Shared path construction started March 6th. Bocce Ball Court - Public Works hiring contractor for improvements to artificial turf on Court #4 Winterberry Park: City co-ed softball started April 13th. c. New Mackle Park Community Center Building is a third completed, roof trusses completed, HVAC starting, storm water system underway, and proposed completion date August/September. d. Special Events - Samantha Malloy Veterans' Community Park: Concert in Parks on May 27th. Memorial Day ceremony on May 29th. Ceremony is facilitated by VFW/American Legion groups. Request for community choir to help sing national anthem. (5) COMMITTEE COMMUNICATIONS None. (6) OLD BUSINESS a. Youth Council - Meg Bonos Member Bonos stated initial workshop scheduled on April 10th. discussed action plan to accomplish key areas. Members volunteered responsibilities: Member Richards- training Member Rutledge - applicants, profile Vice-Chair Levine - finance Member Minning - recruitment Ms. Mastronardi will check schedule for next workshop for May 2nd at 4:00 p.m. to move forward. Two key areas - who will own it? teachers? PRAC members or community? Members will forward related information to Ms. Mastronardi to send to PRAC prior to next workshop meeting. Get application out there in short time frame, can work on it for June/July timeframe. Mid August have presentation ready for City Council. Chair Portu can identify at City Council meeting. Own specifics or have key person(s) identified. Who, What Where, When, need 3 broad stroked focus, identify what is best thing for youth in community. Member Minning suggested a campaign/focus goal with youth running campaign. Member Bonos working on Mission Statement and Goals/Objectives. City of Marco Island Florida Page 2 Parks and Recreation Advisory Meeting Minutes - Final April 18, 2017 Committee b. 2009 Veterans' Community Park Master Plan Received feedback from Councilor Roman from City Council. Chair Portu requested PRAC contact respective councilor for feedback on park plan to move forward. Member Rutledge suggested modifying 2009 Master Plan. Current usage takes away from green space. Member Richards suggested hiring architect, incorporate all together to use for concerts, farmers market, and other events. Member Minning stated site plan needs to be developed, need phases, with deliberate plan to increase parking space, and keep green space, Water access to residents, do fabric construction to work with center of the arts, public space engineers or designers a vision for future. Need 3-5 yr. budget for phases, research history of property. Member Lutz stated do not ignore 2009 Master Plan, do not start from scratch. Develop and envision park to move forward with a 10 yr. plan to include parking, green space, accommodations for events/concerts, room for kids to play, and add shade and lighting. Stand up, make decision and move forward. Member Bonos recommended to use as multi-use space for everyday usage, other than Mackle Park (very congested) and bring in arts development, to be everlasting. Chair Portu requested PRAC revisit 2009 Veterans' Community Park Master Plan, and not go through community input already been done over and over. Need bullet points to utilize space. . Need better parking structure layout for car flow with additional street parking. . Flexible space conducive to regular usage . Need concept for flexibility to enjoy at park, and allow park used on regular basis for events, etc. . Need professional feedback allowing flexibility for other usage. Consider surrounding area and walking neighborhood inter-grading with Esplanade. Opportunity for feedback from community, and professional. . Need funds from City Council to move forward with architect. . Need consensus as a group before year end. Focus on Youth Council for next workshop, keep Veterans' Community Park on next month agenda. Need draft recommendation (high priority items - integrated with local area making park more usable daily) to City Council. Member Minning suggested see how Mackle Park was planned, compare to Veterans' Community Park, have professional come in to prepare public space. (6) NEW BUSINESS Chair Portu received feedback from community on shade structures at playground at Mackle Park. Structures have issues regarding wind and weather. Schools took down the wind structures due to much labor involved, and not withstanding wind. Previous PRAC members did not want to pursue project due to City of Marco Island Florida Page 3 Parks and Recreation Advisory Meeting Minutes - Final April 18, 2017 Committee these issues. If feasible, Ms. Malloy will see if possible logistically to add shaded trees. Member Bonos suggested a tree landscaper on island donate trees at Mackle Park. Ms. Malloy will review Mackle Park new community center landscaping plans for adding trees. Chair Portu read dog park complaint letter from resident on aggressive dog. Is there a protocol? Ms. Malloy suggested to call Police Department. (7) PUBLIC COMMENT Three people in audience. Resident, Dawn Kuhn stated the Glon property was purchased in 2004 for citizens and future generations. Public envisioned 2009 Veterans' Community Park Master Plan in three (3) phases. PRAC tried to move forward for Phase II with parking, shade trees, promenade, restrooms and band shell. Previous PRAC members laid ground rules, inquired with community on ideas, City Council has $250,000 for site development plans for park. City needs to bid for site development plan, not able to move forward without site development . plan. Let citizens know improvements in park will be paid by City, grants, or tax revenue, not citizens. Chair Portu stated do not waste time, requesting funds need to go to City Council. Councilor Roman stated clarification from Ms. Kuhn was good history. 2009 Master Plan (never moved forward) was never translated into a site development plan. City needs to pay for a site development plan and hire a landscape architect for space, trees, benches, parking lot, etc. Find ideas and present and hire architect. Resident, Brian Hauser helped start Trees R" Cool project by receiving donations for benches and trees. He questioned, Who will be using Veterans' Community Park? What would you do with park if you get funds?
