City of Marco Island Florida 51 Bald Eagle Drive Marco Island, Florida cityofmarcoisland.com Meeting Minutes - Final Monday, April 10, 2017 4:00 PM WORKSHOP FOR YOUTH COUNCIL Community Room Parks and Recreation Advisory Committee Chair: Carlos Portu Vice-Chair: Michael Levine Members: Meg Bonos, Rich Lutz, Jerra Minning, Allyson Richards, Ron Rutledge City Staff: Lola Dial, Samantha Malloy, Patty Mastronardi Parks and Recreation Advisory Meeting Minutes - Final April 10, 2017 Committee (1) ROLL CALL (2) APPROVAL OF AGENDA (3) OLD BUSINESS a. Youth Council Discussion Member Minning researched Youth advisory board handbooks to review process from other communities. Purpose of the workshop is to establish who owns topic, next mile stone afterwards is deliver to City Council for approval. Determine who will lead up organization, PRAC needs civic education. Include guidance councilors for input by sending them questionnaires. PRAC recommended stages: Stage 1 - to identify needs of community/youths, create a Mission Statement. Stage 2 - campaign concept with goals Stage 3 - develop team of adults Jamie Lowe, Optimist Leadership Council volunteered her assistance. Member Bonos defined "Youth" as high school students, possibly middle school students. Member Richards suggested few people own program to get ideas across with different points of view. Parks & Recreation can teach and give guidance for City Council approval. Member Rutledge - 2007 Forum program for youth investment is good roadmap to instill focus on youth engagement. Member Bonos objective is to foster ideas and come up with an effective and sustainable for future to foster ideas and outline and structure from last meeting. Establish someone to own program, he recommend PRAC members and one resident from the community to take the lead and own the process. Vice-Chair Levine reminded PRAC to stay to within "Sunshine Law". City Council Vice-Chair Grifoni clarified "Sunshine Law" as to not hold any discussion outside a public meeting. PRAC's consensus for class size was to start with 9 kids this year, add 2 more the next year with a 2 year term. Damon Coiro, MI Academy teacher stated PRAC needs to develop program, set the vision, and do background check for anyone working. Volunteered responsibilities: Member Richards - training Member Minning - recruit students Member Rutledge - applicants, profile - draw up application Vice-Chair Levine - financial infrastructure. City Council Vice Chair Grifoni offered his assistance as a citizen and City Councilor.
