(2) APPROVAL OF AGENDA
MOTION by Vice-Chair Levine, seconded by Member Richards, that this be
approved. MOTION CARRIED BY THE FOLLOWING VOTE:

(3) APPROVAL OF MINUTES
MOTION by Member Richards, seconded by Vice-Chair Levine, to add to Item #7
after Marco Island Academy, all Marco Island high school age students, including
home schooled, private and charter schools and other institutions that this be
approved. MOTION CARRIED BY THE FOLLOWING VOTE:

(4) STAFF COMMUNICATIONS
a. Recreation Programs - Lola Dial
Family Church:
Ms. Dial invited PRAC to attend last two IFAS Extension garden classes on Friday, March
24th and March 31st at 1:00 p.m.-2:00 p.m., free classes.
Mackle Park:
Sunday Concerts - March 26th , April 2nd and last concert on April 9th at 2:00 p.m.-4:00
p.m.
Movie in Park - March 31st - Disney presenting "Alexander" and the Terrible, Horrible No
Good, Very Bad Day at 7:38 p.m. Optimist has food for purchase.
Spring Jubilee - April 15th at 10:00 a.m.-1:00 p.m. with Easter Bunny, 20,000 eggs on
field, inflatables, train ride, crafts, monster mural, and boat rides on lake.
PSP (muscular disease) has walk the past weekend with over 300 participants.
Working on 2017 Camp Mackle, flyer will be out next week.
b. Facilities - Alex Galiana
Winterberry:
Sr. softball ends regular season next week

PU games Mondays, Wednesdays and Fridays
Adult softball ends next week
Co-ed starts April 13th
Closing field a week for weed treatment, fertilizing, some discoloration will occur.
Mackle Park:
Public Works started construction on Shared Use Path 2 weeks ago, starts at Andalusia
Terrace, Right of Way (R.O.W.) connects with path around pond, cuts back around dog
park, 8' sidewalk to Heathwood, left on Auburndale, connect with 8' path on Winterberry.
Field treatment is same as Winterberry Park above.
Veterans" Community Park:
Replaced flags last week (done quarterly).
Events: Seafood Festival on Friday, then Relay for Life on Saturday 4-10 pm, Concert in
the Park, and Memorial Day celebration.
c. New Mackle Park Community Center Update - Alex Galiana
Roof sheathing installed, 30 days installing aluminum roof. Completion date is scheduled
late August. Completion schedule is projected two weeks behind, contractor feels he can
make up the time.
d. Island Rocks Concert Series at Veterans' Community Park - Samantha Malloy
Ms. Malloy stated Ms. Dial and Ms. Gengenbach will participate in Seafood Festival
handling crafts and face painting. Next "Concert in Park" is May 27th.
January attendance went very well, not sure of May event attendance yet. 2018 future
concerts will depend on overall attendance and interest from 2017 concerts.
Member Bonos helping on committee regarding vendors, more participation, meeting in
April, first week American Legion group for Memorial Day celebration.
Relay for Life, April 1, 2017 - City has a booth called "City of Hope" with all departments
participating. Vendor volunteered booth, only pay for cost of booth, other donations go to
City of Hope. Starts at 4:00 p.m.-10:00 p.m.
(5) COMMITTEE COMMUNICATIONS
None.
(6) OLD BUSINESS
a. Youth Council - Meg Bonos
Member Bonos reviewed her presentation with committee to start up Youth Council
program. She presented Objectives, What is Youth Council?, Who serves on Youth
Council, Why needed?, How do we create Council Foundation?, Recommended Timeline,
and Questions/Concerns.
Chair Portu thanked Member Bonos for her effort. Need input from PRAC for solid
structure with productive experience. Consider dedicated resources for program to be

compelling and appealing, special shirts, and function. Set up Workshop, check meeting
space availability for April at 4:30 p.m.
MOTION by Member Rutledge, seconded by Vice-Chair Levine, to
have Workshop for Youth Council discussion that this be
approved. MOTION CARRIED BY THE FOLLOWING VOTE:

b. Calusa Park Shared Use Path
Chair Portu reviewed Calusa/Winterberry Drive Park Shared Use Path (Bike Committee
final plans) with committee for recommendations.
Member Lutz stated plans are without revisions. The plans show heavy mulch in many
locations. Chair Portu stated bid process had addendums to identify areas PRAC
recommended in letter sent to City Council dated January 17, 2017. Member Lutz
suggested a bike event for all to see Marco Island parks.
Mr. Galiana will inquire on status of bid process with Mr. Pinter.
Chair Portu added topic to next agenda meeting to speak to City Council on May 15th for
funding.
c. 2009 Veterans' Community Park Master Plan
Chair Portu stated PRAC had many past discussions on this topic where new members
were not involved. He explained to new members where PRAC wants to go with park,
need feedback to go forward or shelf for another time.
Consider next steps to get to objective.
1. Speak to appointed councilors for recommendations to move forward, update 2009
Master Plan.
2. Objective to re-design 2009 Master Plan, what do we want, events, etc.? Don't spend
time if not going forward. Hire professional expert's (let them design) opinion to improve
park.
Issue on parking? How do people get back and forth to park for events. Push forward with
revision of Master Plan with neighborhood approach. PRAC members will bring ideas to
next meeting.
Member Rutledge - PRAC asked for certain amount of funds dedicated to renewal of
modifications from community feedback: keep as green space, band shell as
multi-purpose building, see if community not interested. City Council granted resources
wih $250,000 in funds for design services for park to include overall perspective of area.
Will we infringe on Planning Board? Identify uses for park to drive design.
Member Levine:
Survey from residents resulted in to keep green space, build band shell (only 4% of
space) with restrooms which is part of design. We have funding, go forward. Need
parking, build a multi-level parking on other property.
Member Lutz:
Nothing has been done in 3 yrs. It's an amenity, will not make money or get back funds.

Member Minning:
We can utilize building and space in other ways for youth, etc. - can expand in positive
way.
Member Bonos:
Agree with Member Minning, it's nice to have youth programming, need more green space
to use for kids.
(7) NEW BUSINESS
None.
(8) PUBLIC COMMENT
No one in attendance in audience.
Mr. Galiana stated IT needs 30 minutes for training on microphone and visualizer prior to next month
meeting. The meeting will start at 2:30 p.m.
