Committee
Chair Honig welcomed new members and thanked past PRAC members. Went over rules and
procedures. Advised Committee members to make recommendations to City Council and PRAC are not
allowed to direct work to staff.
Jerra Minning arrived at 3:09 p. m.

Ms. Litzan welcomed new members, gave out her direct phone number. Reviewed Committee Handbook
and Sunshine Law. Attendance requirement is 3 day minimum absence per year.
(2) APPROVAL OF AGENDA
MOTION by Member Levine, seconded by Member Rutledge, that this be
approved. MOTION CARRIED BY THE FOLLOWING VOTE:

(4) STAFF COMMUNICATIONS
a. Recreation Programs - Lola Dial
Ms. Dial reviewed events/programs at Mackle Park:
Movie in the Parks is "The Odd Life of Timothy Green" on February 24th
Winter Concert Series on Sundays at 2:00 p.m.-4:00 p.m. until April 9th
Bob Ray Annual Bocce Tournament on February 25th at 9:00 a.m.
Parents Night Out on March 17th at 6:00 p.m.-9:00 p.m. Dinner will be served
Laser Radio Controller Yacht Model largest in U.S. on March 4th & 5th
March Madness Teen Hoop Shoot on March 10th at 4:30 p.m.-5:30 p.m.
b. Facilities - Alex Galiana
Racquet Center:
New patio furniture. Canopies will be installed on courts.
Veterans' Community Park:
Replenished seawall rock
Farmers Market at peak performance every Wed. until April 25th
Ms. Malloy handed out Save the Date flyer for "Concert in the Park" on May 27th at 4:30 p.m.-9:00 p.m.

Committee
Roof trusses are being installed. Expectations for roof sheathing will be done in next two weeks.
Construction completion on schedule for August 15th.
(5) COMMITTEE COMMUNICATIONS
a. Email from Dawn Kuhn
Email letter referenced on Veterans' Community Park.
Chair Portu stated PRAC took time and effort to gather needs from community. Focus on park, how to be
paid is big part of discussion.
Hotel issue aside, most people want green space, not a lot of structure. Need lighting, landscaping, band
shell for concerts and events. Proceed with modification to get designation with road map to go forward,
being amenable. Do in phases, see gradual growth.
No need to discuss as item of discussion for topic of hotel development and property. Focus on what
should be in the park only while sticking to park structure. Add 2009 Master Plan review at future
meeting.
Vice Chair Levine recommended viewing Google for band shell sample photos.
(6) OLD BUSINESS
a. Calusa Park - Winterberry Drive - Shared Use Path
Mr. Galiana stated he met with City Manager and Public Works Director, Tim Pinter. Mr. Pinter stated
PRAC's suggestions would be included in bid process.
(7) NEW BUSINESS
Member Bonos recommended starting up a Youth Council for Lely High School students. Will bring her
ideas to next meeting for discussion.
(8) PUBLIC COMMENT
There were 4 people in audience.
Councilor Grifoni welcomed and thanked members. He strongly supports the Youth Council which was
determined by City Council for PRAC to evaluate direction, establish mission and report back to City
Council on progress. Marco Island residents who attend Lely High School are eligible to participate. Cape
Coral also considering Youth Council. PRAC can create an outline for discussion at next meeting.
Gerald Swiacki, Youth Council good idea for education.
He stated to continue with ideas for Veterans' Community Park as community requested. Review 2009
Master Plan and past minutes for update.
Litha Berger stated need park amenities. Look forward to participating.
Chair Honig stated Committee Handbook, 2.211, is clear to avoid using positions, to advance initiative to
garnish support for policies and programs. City Council rejected $40,000 for Kimley-Horn to get proposal.
Read what City Council said to make most progress, move forward and follow procedure.

Chair Portu commended great committee and parks. Will be proud of work done here by leaving a legacy.
