There was no motion. (4) STAFF COMMUNICATIONS a. Recreation Programs Discussion - Lola Dial Ms. Malloy reported the following programs: Racquet Center: Parents Nights out this Friday for elementary school age children - Heather and Natasha running program for elementary school age kids. Mackle Park: Movies in the Park - Oct 27th - featuring The Addams Family Halloween Spooktacular - October 28th 4:00 p.m. - 6:00 p.m. b. Facilities/Hurricane Discussion - Martha Montgomery Ms. Montgomery reported damages on the island from Hurricane Irma: FEMA looking for temporary fix, then permanent fix. Parks lost multiple trees, working with staff and Affordable Landscaping filling holes with dirt, and hauling trees away. Irrigation issues are up and running. Mackle Park: Entrance sign damaged, ordered new stronger built replacement sign. Fence down surrounding playground, tree fell, holes need to be filled. Basketball Courts - light problems - 6 not working, working with Musco Lighting for City of Marco Island Florida Page 1 Parks and Recreation Advisory Meeting Minutes - Final October 17, 2017 Committee replacement. Will take 3 months to complete. Reader Board is down, borrowed one from MIPD Dog Park - lost trees and fence. Winterberry Park: Ordered two new park signs Scoring tower fell, working with contractors to repair to avoid future damage Roof on dug out damaged. Lightning repaired by ThorGuard, up and running Veterans' Community Park: Restroom trailer damaged, replacement ordered with 6 restrooms from Mobile Modular Condee working on repairs to Fountain Flag poles - pavers came up, poles damaged, reviewing contractor. Racquet Center: Awnings missing and torn, Sunshine Ace replacing Pavement - tree next to building up rooted, needs repair Roof damage - getting estimate Buildings getting tested for mold 8 lights out, open until 6:00 p.m. this week Leigh Plummer: Many trees lost, new sign ordered Lily Court: Shed damaged, getting estimates Sailing Center: Some sailboats were flooded Shed needs some repair Dock is slanted-getting estimates for new stronger wood and paint Ms. Montgomery will send checklist breakdown to PRAC Mr. Chustz will speak to BAC prior to purchasing/replacing types of trees. Checking irrigation efficiency when to turn on/off during rainy season, working with Site One and Affordable for decision. c. New Mackle Park Community Center Update - Samantha Malloy New building survived without damage. Waiting for punch list items to be completed. Tentative move in November and fully running by December 2017. Member Richards noted City staff needed recognition on feeding first responders after the hurricane. Member Richards recommended dog park fence be replace with fencing to the ground preventing small dogs being stuck or escaping. d. Community Events - Samantha Malloy Ms. Malloy reported events: Chili Cook Off this Saturday City of Marco Island Florida Page 2 Parks and Recreation Advisory Meeting Minutes - Final October 17, 2017 Committee Applications for Arts and Craft Fairs Farmers Market at Veterans' Community Park is November 15 - April 18th. No debris dumped at Veterans' Community Park. Veterans Day event is on November 11th. New restroom trailer should be in place. (5) OLD BUSINESS a. Fund Raising Committee for Veterans Memorial - pathway lighting update Nothing has been heard on this topic. Possibly will fall under revised future Master Plan. b. 2009 Veteans'Community Park Master Plan Discussion Chair Portu attended Point Scoring Committee meeting: Scored each submittals for amenities. Kimley-Horn won award. City Council needs to include on agenda: RFQ to negotiate contract proposal and fee amount. PRAC needs to set-up vision. Review past ideas from community. Send 3 proposals to committee to find useful suggestions. Workshop to be determined Budget was passed, rolled over funds from last year for architect. 1. RFQ for selection of Architect/Design/Planner See above. c. Youth Council Update Meg Bonos arrived at late. Member Bonos stated number of applicants not determined, need deadline. Need more Public Relations. Chair Portu stated 90 day shift on all deadlines. Send to Ms. Malloy to initiate momentum. Differientate Youth Council, Member Richards will attend different schools and speak to counselors with objective of reaching kids. Need Leadership role, follow up, after hurricane. Do interviews prior to Christmas. End of November - Applications, December - Interview, January - Announce, Spring events for Fl League of Cities. Application is posted on City Website. . Member Minning will send update to Ms. Malloy to email to PRAC of status. Member Minning will meet with Ms. Gengenbach regarding application submittals. Ms. Bonos will develop promotional flyer for City website. Member Richards will reach out to schools (after flyer) to speak to counselors. (6) NEW BUSINESS a. Sunshine Law Memo/Handbook City of Marco Island Florida Page 3 Parks and Recreation Advisory Meeting Minutes - Final October 17, 2017 Committee Committee to abide by rules. ID 17-2008 Sunshine Law Memo/Handbook Attachments: Memo. Communication.Sunshine Law (8.4.17) Sunshine Law 2 - Handbook for Committee Committee needs to abide by laws. b. Marco Island Tree Cover Loss Chair Portu stated many mature trees were damaged on island after hurricane creating an environmental impact without cool shaded spots. Need to replace lost trees by being involved inside/outside of parks. Ideas on fund raising: Parks - "Trees R Cool" campaign at Veterans Park Need to add about 1,000 trees due to hurricane Set goals - 5,000 trees in next 5 yrs. (1,000 per year - space over time). Address quickly - community campaign to adopt a tree City is not replacing all damaged fallen trees. City is not responsible if tree is damaged. City is taking inventory on fallen trees, will move lone plaques to different location. Mike Levine will speak to BAC to scheudle Workshop on topic of adding trees to the island.
