a. 2009 Veterans' Community Master Plan Discussion
1. Kimley Horn - James Pankonin, City Growth Management - Dan Smith
Mr. Pankonin discussed general outline of improvements to amend 2009 Master Plans in
phases:Showing what has been done in past,
Get Information Next Steps:
Priororitize features
Develop contractual agreement with City and Kimley-Horn
Redo renovations, what kind of things will be added to contract
Accumulate community needs, will develop a site plan
Scope of work - 8-9 phases to help fulfill needs of community
Develop a preferred master plans, present to CC, present to Staff, make revisions, make
final master plan, approve by CC. Process for approval 5-10 months - Develop sketches.
To staff Dec, 27th for Jan 8th CC meeting, showing fees per tasks.
Don't have to reinvent the wheel, come back in phases where.
Redo Master Plan to develop park in phases and implementation:
# of stake holder meetings - 2-3 community meetings. City staff will determine who
Kimley Horn will meet with.
time frame for meetings to occur - target completed by end of season in April-May.
KH will have a proposed schedule of required meetings.

Ms. Dial out of trailer, officially in new community center building. Posted on facebook

City working on repairs, renovations. Working on lighting,
Racquet Center:
Has Mold closed down RC building - working few months
Veterans Park:
Farmers Market started last week every Wednesday
Fountain is high maintenance, temporary repairs, working on permanent repairs - water
safety concerns

Christmas Island Style is great event on Dec 16th in evening. Brings Santa to MP via
helicopter - Dec. 16th, parade in
January 13th Concert in Park - food & drinks - sponsorship to be announced.
Farmers Market - 180 spaces filled, more new local vendors, make more farmers market
with food cart, want handmade products.
(6) OLD BUSINESS
a. Youth Council Update
Member Minning mentioned program held at her school, some participants might be
interested. Off island want to participate, Capri, Goodland or Fiddlers Creek.
Member Richards Went to St. John Neumann, very interested
MI Academy - making student awrare
Lely - post on websites
Flyer - Heather created. Post other places, send electronic copies to PRAC
Reach out to Youth Ministers
Member Minning will reach out to ROTC - Leader class
Incorporate all communities other than Marco Island, see in few weeks for opportunity or
interest. Wait until next year, can change participants areas.
(7) NEW BUSINESS
a. Veterans' Community Park & City Trees - BAC - Chair Linda Colombo
b. Paradise Coast Blueway - Kayaking Trail to Glades
Chair Portu informed committee from article sent to them regarding kayak trails Wiggins
Pass to Everglades City. Get involved with on the water projects. Look at information,
paddle path in Lee County called "The Great Calusa Blueway" for tourist season. Stay
aware, keep on agenda. Need questions answered, what PRAC can do with it. Get
someone here, safety and insurance issues.
c. Interlocal Agreement with Tommie Barfield Elementary - Baseball Field
Chair Portu stated background regarding concerns with agreement with TBE to use

baseball field. Concerned City, Parks & Recreation moved away for city residents to use
baseball field. Resident concern was City manages field, grounds maintenance and
school board allows field to be used. TBE is only regulation field on island.
City terminated agreement to Collier County,
Ms. Malloy termination is effective December 22, 2017, City keeps calendar on usage,
two years 5 times used, last year 2 times used. City staff is scarce to continue to
maintain (mowing, lining, dugouts maintained) TBE field, only have 2 maintenance crew
with P&R, don't have resources to take care of properly. Same care as Winterberry Park.
Chair Portu - usage for TBE was extensive - older kids from MI Academy use field daily.
Collier County will no longer handle if local agreement is not in place. Field is used all
week, evenings, and football season.
Member Minning - communication issues with usage of fields, Men's Softball using, not
able to accommodate youths. Who is maintaining fields - school board piece of property,
maintained by City.
What can we do, if can't maintain due to scarce maintenance crew.
Two issues - Salvage interlocal agreement as it exits, (spoke to Collier County Schools -
they are willing to accept resigion) Where are resources come from - Athletic Director MIA
to privately handle field to keep as City opportunity
SM - If City wants to continue, will speak to Director - need to maintain through City to
maintain property.
Middle School pays City to maintain, Can TBE pay City to reimburse. Fees per player to
maintain field.
RR What does it cost to maintain TBE field on a yearly basis. - SM - depends on what
needs to be done, looking at broad scope. Football, soccer needs to be prepared at
Winterberry/MP then to TBE
SM - Park time position challenge is find someone with correct background to maintain
field. Additional cost to do TBE, Affordable not able to take on any additional
landscaping companies.

(8) PUBLIC COMMENT
Lazaro F. volunteers and helps out with fields to get ready mowing , lining, takes time, scheduling.
Parents put out time, needs to benefit community. Important to children for small cost to maintain field.
Gary Castor, 81 Dolphon Circle, Island of Capri, - Misunderstanding when use field. Need a process, will
use field if keep it.
Patrol Baldwin 62, Marco Village Drive - County has not opened field, TBE is benefit to all locations ages
4-14. MI drive to East Naples for a 5:30 practice25 minute ride, when we have fields here. Detriment to
give away field, if keep on island, field will be used more and more. Concider keeping field on island.
Input:
Chris - keep basefield to have place to play, , no fence
Zachary - keep baseball field field, can help with practices, too far to travel to play at other locations.

Active group of parents, volunteer for maintenance to keep up maintenance on field,
If have baseball field, more people would sign up, have 3 fields,
Keep field, alot more peopole will sign up for Optimisit Club, with baseball program. so don't have to play
at Gulf Coast.
Keep field, activties for kids, great work out and good for baseball.
Jerra - If don't have to travel to East Naples, can practice on island, far distance to travel.
Only high schools fund fields, not elementary schools.
Can have a landscaper to maintain field with resources to do it.

Chair Linda Colombo, Beautification Advisory Committee attended meeting to educate PRAC on needed
park trees.
Plans for PRAC to participate as Committee:
City Council had interest in Tree Ordinance, wants a tree policy for types and location of trees, Medians
and Right-of-Way locations. Researched informational articles on types of trees to use and locations to
plant. She suggested a joint Workshop with PRAC for discussion in future. PRAC agreed to provide
help if needed.
Funding sources:
Grant past summer for trees (come and gone)
None right now, maybe now since hurricane
What can City offer?
Donations
Parks & Recreation Foundation - 501C - charitable
Trees R' Cool Project - solicited for trees - 32 trees with plaques were donated, some destroyed, replaced?
City will not replace trees.
Chair Portu going forward, donated trees, find new location for trees with plaques.
Thanked Ms. Colombo will work out in greater detail. Meet after year with BAC January or afterwards.
