(5) OLD BUSINESS
a. Architect Design for Veterans' Community Park
Ms. Malloy - forwarded scope of services plans from Kimley-Horn, will forward to City
Council, need Award of Contract, January 22nd agenda scheduled.
Vice-Chair Levine - Look at plans, if all written is needed, too much money being spent -
$120,000-$130,000 in costs has redundancy.
Chair Portu - Never had a site plan, can verify if done previously. Need basis for future,
high amount. Present to City Council - $75,000 to expend. Probably have contract in
May? Need public input comments. Scope of services below $100,000.
Chair Portu requested to meeting with City Manager to discuss money concerns/issues.
Email comments/concerns to Ms. Mastronardi to pass along to encourage modifications
with City Council.
Member Lutz - original plans are 9 years old, make sure current information is correct.
Negotiate pricing, cut back on some items such as number of meetings.
Member Rutledge - have architect take a look on what was previously done.
Public Comment:
Dawn Kuhn - Final Master Plan given to PRAC members from original served on
committee. Proposal was $40,000. City Council's concern was Site Plan before moving
forward.
b. Youth Council Update
Parks & Recreation received 3 applications, copies in hand out packet.
Member Bonos - open to nominate individuals who are eligible for Council.
Member Minning - approach applicants, non filled-out applications. Not able to get time
for training due to school schedules.
Member Richards - Other leadership groups on island, YMCA collaborate to have one
group to work with all organizations.
Chair Portu - go with what we have with 3-5 kids. Give it 30 days to get more applicants,

appropriate shape, make the field better with public awareness. Requested PRAC get
field need list (City or sponsors to help with process). Once receive needs list, City will
get cost of needs requested. Get overview of policies/procedures.
Security on fields, keys returned to City, will be signed out, schedule for field, provide
approved schedule to TBE commitment from users, Group needs single point of contact
for key usage.
Ron - heard from residents - lack of awareness for booking needs to be reviewed,
tweaking schedule, will review policies/procedures.
