Kimley-Horn Scope of Services James Pankonin - PRAC received revised draft of Scope of Services from last meeting - sent out originally December 14, 2017. Overview of general Scope of Services: Changes addressed: 1. Eliminated data collection, previous planning document. 2. Need complete survey of entire site prior to construction in order to plan. Incur cost later. 3. Provide levels of design images for community 4. Workshops: Staff, CM, PRAC, Parks & Rec - b. changed to three (in one day) workshop meetings for input for park development City of Marco Island Florida Page 1 Parks and Recreation Advisory Meeting Minutes - Final January 16, 2018 Committee c. Provide same materials to PRAC d. Handle with conference call instead of in person e. Summary for process Phase II Task - Master Development Community wants to see: 5. Two (2) Master Plan Concepts showing ideas on paper for PRAC decision, updating image boards, meeting with City with preferred alternate 6. Refine Draft Master Plan, Summary for review to City Council for draft Master Plan 7. Preparation of final Master Plan Member Rutledge: Time frame for each Phase: page 11 - March 2018 start date 4-6 months usually ending July 2018. Chair Portu stated budget proposal request is May 2018, Phase I, break ground 2019- reduced cost by 25%. (4) STAFF COMMUNICATIONS Had joint tree workshop with Beautification Advisory Committe regarding replacing trees in parks. Member Richards will forward list of trees for PRAC to review. a. Recreation Programs Discussion - Lola Dial Ms. Malloy reported programs: Winter Concert Series - every Sunday 2:00 p.m. - 4:00 p.m. Tommie Barfield Elementary School celebrating Dr. Seuss week sponsored by Mackle Park showing movie on Jan 26th Souper Bowl - Saturday, February 3rd, 11:00 -1:00 pm Parents Night Out - Feb. 9th, 6:00 p.m.-10:00 p.m. b. Facilities Discussion - Martha Montgomery Mackle Park: Fields busy with soccer, lights on walking path repaired Winterberry Park Optimist - soccer MI Academy - soccer Men's softball - 5 days a week Veterans' Community Park: Lights rearranged Racquet Center: Under construction due to Irma, courts need new fencing, need to fill P/T position Tommie Barfield Elementary School: Insurance adjustor for City to replace facility fence, waiting for baseball field quote to redo field Use of fields - MI Academy pays by using volunteer hours, each hr. is $5.00 (limited volunteer hrs. available) City of Marco Island Florida Page 2 Parks and Recreation Advisory Meeting Minutes - Final January 16, 2018 Committee Optimist - pays funds, Key Club - age restrictions Member Levine: Add structure or fencing at Veterans' Community Park to prevent accident at fountain. Mr. Pankonin - no need for fencing around fountain. Member Richards stated small dog park needs to fill in holes in ground. Ms. Montgomery stated insurance adjustor and contractor, can set fence lower. Maintenance can add something on bottom to prevent future issues of dogs getting through to other side. Another answer next month. c. Community Events - Samantha Malloy Concert last Saturday turned out very well. Ended 8:30 p.m. (instead of 9:00 p.m. due to cold weather) Next possible concert date is April 28th. Farmers Market is full swing with 79 vendors. ooking for one more vendors. (5) OLD BUSINESS b. Youth Council Update Committee agreed not a good response, but to take three (3) kids applications received to go forward. (6) NEW BUSINESS Meeting with BAC regarding replacement trees at Vets Park and parks. Member Richards took notes on meeting will send to PRAC via Ms. Mastronardi. Types of trees were recommended by Affordable Landscaping. Citizens can take sampling tree donations. Can receive two trees every year (Miami project). Need costs for losing other parks needing trees . Can have tree giveaway program. Adopt a tree, edible fruit tree. Chair Portu: Can add tree in ROW, parks and residents homes. Can do many things, Member Bonos will check on project for tree samplings, keep on agenda for next month. Give ideas and move forward. Chair Portu: Replace trees that were lost. Al Benarroch, Affordable Landscaping - try to bring native trees to island to withstand salty air and winds. He can help children with placing samplings, will take 5 years. Start at TBE with kids, find spot, fertilize, grow, then place Chair Portu: Can have an Adopt a Tree program community project- start at Mackle Park. Mold into a plan to take back to BAC a. Recommended Improvements for TBE - Meg Bonos Ms. Bonos: Action Plan "Field of Dreams" belongs to Collier County Public School District (school decision, not City) We maintain field only for usage. Ms. Malloy: County is allowing us to use field. All equipment needs to be removed after games. City of Marco Island Florida Page 3 Parks and Recreation Advisory Meeting Minutes - Final January 16, 2018 Committee Need recommendation from baseball community and other members to build field as baseball oriented. Met with Little League, Athletic Director, baseball players in community with an overwhelming response of interest. Recommendations: Phase I: Field Repair (to make playable, fencing, landscaping, suspension nets) Phase II: Requests or Field Improvements after 2018 Phase III: Additional to field to create unique MI community baseball field Equipment Needs Ms. Malloy stated field improvements need to be presented to TBE for approval prior to work done. Repairing fencing, removing weeds, raking and mowing field by Feb. 22nd. Itemize list, form committee to discuss costs by phase. Get fund raising residents. Re-activate Island Parks & Recreation Foundation to start raising money. Chair Portu: Make a better baseball plan, approach in different ways, need better agreement with school, go with organized approach. Headed in right direction to make a better facility. Get ready for baseball, have discussions a long term viable asset to City. Member Bonos: Next step - put together committee to get right people starting with Phase I to execute, then continue to Phase II. Chair Portu - get field back to playable ready state for baseball, if need stuff to kick-off baseball, come back and get some items done. Next step: Get committee names, ultimate vision, formulate plan, take to County and school for approval, then get funds. Reach out to Greg West for bi-laws. Ms. Malloy - budget issue for new clay (no budget in past two years) cost is $1,200. to level clay. Will look at previous years cost for clay, will email committee with cost for small items. b. Donations for Veterans' Community Park Trees No discussion. (7) PUBLIC COMMENT Five people in audience.
