MOTION by Vice-Chair Levine that this be approved. MOTION CARRIED BY THE
FOLLOWING VOTE:

Not Present: 3- Member Bonos, Member Rutledge and Member Richards
(3) APPROVAL OF MINUTES
MOTION by Vice-Chair Levine, as amended Item 4.b.change to Member Levine
stated use fencing for safety reasons around the fountain at Veterans Community
Park to ward off children, seconded by Member Minning, that this be approved.

a. Recreation Programs Discussion - Lola Dial
Ms. Dial reported active programs:
Mackle Park:
Movie in Park - Beauty & The Beast, selling hotdogs - Feb. 23rd.
Bocce Tournament - March 24th @ 9:00 am - 16 teams competing
Last Friday, March 16 & 23rd - Mid Winter Regatta Championship - largest model yacht

Committee
contest in U.S.scheduled for March 4 and March 10th.
Spring Break Bash - March 9th at Teen Center -serving food, drinks and games with 4:00
p.m. - 6:00 p.m.
b. Facilities Discussion - Martha Montgomery
Mackle Park:
Dog Park - Fence repaired, added metal on bottom, raked weekly
Fields used for soccer and football practice
LED lights installed on basketball court
Winterberry Park:
55+ softball team
Field light ordered, installed by April
Veterans' Community Park:
Wind sensor repaired on fountain
Racquet Center:
Under construction, roof completed
New fencing being replaced
Leigh Plummer:
Check with irrigation maintenance person if actively irrigated, needs mulch.
c. Community Events - Samantha Malloy
Ms. Malloy reported the following:
Tour de Marco - past Sunday, well attended event
March 3rd - teamed up with MI Historical Society - Antique Appraisal Fair
d. Tommie Barfield Elementary Improvements
Ms. Malloy thanked Affordable Landscaping for donating time and effort helping with
fencing and batting cage, now able to play baseball games. Fence repaired by
Affordable Landscaping on Feb. 3th. Dug outs were painted
(6) OLD BUSINESS
a. 2009 Veterans' Community Park Master Plan Discussion
Chair Portu reported updates:
City Manager recommended processing internally, instead of using third party consultant
for modifications or revisions. He stated to hold feedback sessions with public input.
Reviewed 2009 Master Plan showing "In the Round" design prior completed by
Kimley-Horn. There was an open committee discussion to keep or change Kimley-Horn.
Member Lutz - Need parking, turf parking does not hold up.
Member Levine - Parking major issue. Need professional to make it work.
Member Minning - Need professionals for major park, on-going major issue needs
completion.
Ms. Malloy - City Manager recommended to follow 2009 Master Plan and pay for additional
Site Plan.

Resident, Andrew Kirlin inquired if parking garage is option, parking garages look nice,
can be aesthetically pleasing. Consultant will be able to give us how many spaces to
utilize for parking garage.
Chair Portu - do not know perfect solution, use as event space, not just pavement.
Parking garage tossed out, concerned to use green space with a lot of structure.
Member Lutz - use space near Winn Dixie for some type parking.
Resident, Litha Berger stated taking long time getting plan to move forward, will support
PRAC on decisions. Parking major problem. Good to get Kimley-Horn return as
professional.

b. Youth Council Update
Ms. Malloy update:
3 - 4 applications accepted by PRAC, lead by Member Richards.
c. Partnering with Beauficiation Adv. Comm. Discussion - trees
Chair Portu - Appreciated Al, Affordable Landscaping for support with trees.
Mr. Benarroch needs location for Arbor Day event in April 11, 2018.
(7) NEW BUSINESS
None.
(8) PUBLIC COMMENT
David Shagett, resident stated Racquet Center facility needs more parking, and updated facility. Problem
of court capacity and usage being prioritized. If four (4) pickle ball courts, can ease conflicts (unless
instructors use for lesson).
John Montvielle, resident discussed how to free up additional pickle ball courts by alleviating instructors
training at certain time of day (non-peak hours 10-11 am.), change free time 11:00 -1:00 or after 5:00
p.m.or change free play/clinics to 11:00 a.m. - 1:00 p.m.
Per Ms Dial: Ms. Malloy will review procedures for reserving courts and get back to PRAC. Re-surfaced
court 1, and converting court 2 to pickle ball was denied. March 2nd courts will be finished.
Chair Portu recommended using facility as much as possible with free play. If restrict usage, make
private time for members which is fair to use courts. Can use fund raiser to redo courts, and damage from
Irma.
Member Minning - Issue to play 8:00 a.m. used up for private lessons.
Per Ms. Montgomery: Ms. Malloy switched from Pepsi to Coke vending machine, Friday delivery will add
additional water in machine inorder to keep the supply at hand.
