Ms. Dial reported:
Veterans' Community Park:
Seafood Festival, March 24th - 25th @11:00 a.m.- 5:00 p.m. daily - Parks & Recreation
providing face painting and games.
Mackle Park:
Movies in Park - March 30th - 7:30 a.m. - Guardians of the Galaxy, Volume II
Spring Jubilee - March 31st @ 10:00 a.m.- 2:00 p.m. - Train ride, sail boats, crafts,
inflatables, petting zoo, face painting, 2000 Easter eggs on field

Ms. Malloy reported:
Racquet Center:
Crack in wall, lights not working, waiting for inspection. Contractor due to repair
Thursday.
April more repairs: hurricane damage first, fix bent poles, re-surface court #1, leaking
faucet in men's restroom. Waiting for estimate from plumber.
Member Richards suggested using comment cards or guests inform City staff of needed
repairs.
List of Marco Island parks posted on City website under Recreation in brochure.
Chair Portu mentioned update on Leigh Plummer Park's irrigation not working, and mulch
looking dry. Affordable Landscaping will update.
Jerra Minning arrived at 3:07 p.m.
c. Community Events - Samantha Malloy
Ms. Malloy reported:
Veterans' Community Park:
Seafood & Music Festival on March 23-25th @11:00 a.m. - 9:00 p.m.
Island Rocks Concert on April 28th @ 4:30 p.m. - 9:00 p.m.
Farmers Market last day April 18th. Received positive feedback, some vendors had flu,
traffic around park - improved with 2 p/t park attendants and police directing traffic during
busy season, and New Life Church allows parking on their property.
Relay for Life on April 7th @ 3:00 p.m. - 9:00 p.m.
Mackle Park:
Spring Jubilee at Mackle Park on March 31st at 10:00 a.m. - 12:00 p.m.
d. Racquet Center Open Play
Ms. Malloy stated free play is 1:00 p.m. - 4:00 p.m., can be changed in the future. Parks
& Recreation reviewed hours to best utilize community, and help members to play. Set
time is not in effect, most members agree to new free play time as 4:00 p.m. - 6:00 pm,
will notify if time changes.
Chair Portu stated to negotiate to be agreeable, have level ground, non-members should
also participate.
Member Bonos 4:00 p.m. - 6:00 p.m. free play allows residents to play, pay daily.
Director Smith suggested memberships use premium time.
Member Minning stated there are limited courts. Ms. Malloy taking everything into
consideration, discussing with staff, community and members.
Member Rutledge complemented Parks & Recreation staff and facility at Mackle Park for
event by MIHS.

Bruce Hane, resident, 563 Elkcam Circle - Free time hours were tightened to save
money. Saturday/Sunday free time in afternoon staffed 8:00 a.m. -12:00 p.m. Suggested
to add 4 pickleball courts (now temporary nets). Guest fee is $10, membership dropping,
time should be later for free time - 5:00 p.m.-7:00 pm, 5 days a week. MI should have
more than 1 permanent court. Get courts lined correctly with permanent nets. Change
time at end of season, free time 4:00 p.m. - 6:00 p.m. or 5:00 p.m. - 7:00 p.m.
Carol Halaschak, Racquet Center employee - Membership $379.48 for Pickleball, RC &
Tennis can play anytime. Pickleball is $155.29. Tennis members are scheduled in
leagues. Open play rotational pickleball is 8:00-12:00 p.m. for members or non-members
with $10 guest fee. Can reserve courts 12:00 and after.
Dawn Kuhn, resident stated vote to hire Kimley Horn was 7-0. Hiring Jo D. Pree as
instructor, helps couples play pickleball 6:00 p.m.- 8:00 p.m. Recommendation: Bring
pickletball under airnasium at Mackle Park.
David Shaggett stated more activity and making progress in right direction with for
pickleball play.
Recommendation:
1. Player safety - court #1, other side needs resurfacing,
2. Quality of facility - need permanent nets,
3. Revenue vs. cost - ways to increase to offset renovations, player safety, possible law
suits building over the years.
4. ADA compliant - wheel chair playing, not access to top court. staff is looking for ways
to accommodate, sinks not ADA compliant.
5. Ability to handle capacity of Pickleball play. Need for court essential to get from 7 to 9
courts, can be done by re-orienting space.
Reserving time only on weekend, open play all day Monday-Friday due to many players vs.
number of courts. $146.50 for membership, rates can go up, higher rates for residents
vs. non-resident.
Coach Wayne Clark, tennis instructor stated kids play pickleball 4:00 p.m. - 6:00 p.m.
after school, no issues on instructors court #1.
Chair Portu requested annual costs, membership fees, and pro shop. FY19 budget
PRAC can request additional funds, then bring to City Council for approval. End of April
PRAC needs budget proposal for a meeting.
Director Smith stated to review parks needs with community input, develop 5 year master
plan and move forward with all parks, can be done in next budget cycle.
Ms. Malloy is creating a wish list for all parks for community input during PRAC meetings.
Member Levine inquired if any record for usage on tennis courts vs. pickle ball court. Ms.
Dial stated need ratio to average out number of players.

(9) OLD BUSINESS
a. 2009 Veterans' Community Park Master Plan Update
Ms. Malloy reported update for City Council approval on Kimley-Horn's Scope of Services.
Veterans and stake holders can give input at next PRAC meeting on April 17, 2018 @
3:00 p.m.
Chair Portu requested Budget Request Workshop (for 1-2 hrs.) on April 3, 2018 at 10:00
a.m. (check room availability). Met with Kimley-Horn prior to workshop to review revised
Scope of Services. Post meeting schedules on City website for public attendance and
comments. April 3rd meeting to vote on as committee tbd, different meetings are going
to occur.
Dawn Kuhn, resident, 505 Tigertail Court requested to advertise meetings in Marco Island
newspapers for public input. Buidling costs are more now than 2009. Funding options
are: use grants, lobbyist find funds, get private/corporate sponsors, and increase tax
revenue to build in three (3) phases - Phase I, II, III.
b. Youth Council Update
Member Richards will contact three (3) applications. Member Richards & Member Minning
will schedule first workshop with applicants for April 19, 2018 (if room availability).
Meeting will be advertised as public meeting, and held in Community Room with other
department staff.
c. Partnering with Beautification Adv. Community Tree Discussion
None.
