(3) FY19 BUDGET PROPOSALS - FACILITY BY FACILITY REVIEW
Ms. Malloy reported budget update regarding impact fees/items to City Council.
Ms. Malloy stated playground equipment, restrooms at Racquet Center are not handicapped accessible,
restroom at Winterberry Park also needs updating.
Chair Portu summarized impact fees for park projects - $400,000 funds, from capital funds
Director Smith - maintenance issue-
Chair Portu will print off for next meeting - asked for items park by park - anything specifically -
Member Minning arrived at meeting at 3:07 p.m.
a. Mackle Park
Budget Requests:
Shade structure for playground - (in proposal - line item for City Council)
Need trees around the park, lost due to Hurricane Irma
Dog park needs updating - fence possibly paid by FEMA. Tables/chairs need to be
stabilized, stump removal (in proposal - relocating trees). Cost $1,000.00 for new
bench/table/chair for dog park. $2,500 for trees - plan to raise matching funds for trees
from a fund raising event.
Ms. Malloy normally - donations to dog park are from community
Public Comment:
Andrew Kirlin, BAC Chair - order trees from whole sale nursery - ship free - 15 gallon tree
Dave Shaggot, kiwanis donated $5,000 to Mackle Park - funds were placed in the general
fund, after that no more donations.
Dawn Kuhn, 505 Tigertail Court - stated Racquet Center should be on agenda
Consensus to change amount to $5,000 for trees.
b. Veterans' Community Park
Deferred.
c. Leigh Plummer Park
Trees, irrigation need repairs, expensive to fix. Ms. Malloy needs to status of irrigation
and cost to increase in water , not sure if non potable water is used?
No bathroom facilities - see grass - picnic park -
Include sidewalks - Director Smith will obtain estimate number for cost. Ms. Malloy will
forward committee number of trees lost from hurricane.

Larger number for trees, total number - 40,000.00 can match and /or apply for grants.
Public Comment:
Andrew Kirlin, BAC Chair stated his group met at Naples Botanical Gardens, notes taken,
he will speak for group.
d. Calusa Park
Irrigation included - piping for lighting included in bid process, not the actual lighting,
need gazebo or covered shade structure at entry or exit point to meet code, Director
Smith will research.
Crosswalk at Winterberry to Calusa needs second crosswalk - Mackle Park to Library.
Member Richards working on fruit/vegetable garden - already has $5,000 in budget for
seed money to get started in phases for FY19.
e. Winterberry Park
See above 3.d regarding crosswalk. Restroom facilities updated, under impact fee.
Trimming fields, clay pitchers mound for baseball. Drainage issue quote in $1,500 range.
Ms. Malloy will return with quote.
Scoreboard repair is under Hurricane Irma.
Racquet Center - Added
Restrooms need handicap, add 2 more pickleball courts.
Convert all courts in front to pickleball - total to 8 courts. Tennis clay courts - remove and
material for pickelball - more up front cost, will save on maintenance, estimate $30,000.
Public Comment:
Dave Shaggot - 1700 Bounty Court - FY19 budget add shortage/quality of the facilities.
Residents/members - pay taxes and membership fees. Possible contributions from
players. Will speak to Director Smith and Ms. Malloy for shade structure to be added.
f. Jane Hittler Park
None.
g. New Park ?
Blank empty lots, small pocket areas - Need to take review surplus city properties for
pocket parks
Look at other locations - need something in the queue.
Parcels sailing regatta - additional access point for Mackle Park Community Center - add
parking with green space, and add additional entrance.
(4) PROGRAMS

b. Concert Series
Requesting four (4) concerts for FY19 budget.
c. Youth Programs
Need more ideas for the teens - outreach to schools challenging middle/high school.
Bring back Ms. Gengenbach. Add to next month agenda.
Pier at sailing center damaged from hurricane, cost to FEMA.
d. Youth Council
Not enough interest (only 3 applicants), decision not to move forward. Member Minning
will reach out to YMCA to coordinate with their Youth Council program. $1,000.00 was
donated to the program.
e. Vegetable Garden
Already addressed in 3.d.
(5) LONG TERM PARK PLANNING
a. Defining structure for 5 year plan for each park facility-timeline to address each park.
Need standardized format for longshort term guidance. Need to apply for grant funds with
5 yr. program in place.
(6) VETERANS' COMMUNITY PARK
a. Approve meeting schedule with consultant and project timeline for Master Plan process.
$250,000 park design/architecture - Kimley-Horn - 2009 Master Plan -- community
consensus.
Restrooms and off street parking - ask City Council allocate $500,000 for Phase I,
$150,000 already put aside, will need $350,000. PRAC consensus agreed to request
$500,000.
Mr. Kirlin, BAC Chair recommended to shift money before lose it, solution to keep
restrooms open at the time.
Dawn Kuhn, stated PRAC not asking for enough money, should be moving ahead with
Phase II now. 7,000,000 to $9,000,000 million in original plan. Look into grants to finds .
Schedule April 17th morning meeting (before PRAC meeting) regarding Veterans
Community Park/Mackle Park meeting schedule. Ms. Malloy will check room availability
at Mackle Park. Member Rutledge will work with Ms. Malloy.

a. Presentation by Chair Portu
Collier County considering large piece of land (60 acres), named Manatee Regional Park.
Discussions for other uses for Marco Island to have additional park:
. Close to Marco Island, next closest park is east Naples.
. Resources for County parks, get involved, formulate an opinion and pass to City
Council
. Send a letter to Collier County Manager to add topic to a joint workshop, should be
public awareness.
. Postpone today, add to next month agenda
