(6) STAFF COMMUNICATIONS
Ms. Malloy reported:
Mackle Park:
PRAC recommended City Council to direct staff to move forward and approve crosswalk from Mackle
Park to Library/Museum. Tree in dog park was removed 4 weeks ago.
Many trees were lost at parks from Hurricane Irma. A tree spreadsheet will be sent to PRAC showing
number of lost trees. Working on individuals, and donors who lost trees, some will replace on own.
Leigh Plummer Park:
Irrigation operational. Affordable Landscaping reviewing sprinklers. (need standard City water at parks). If
available sprinklers, can't use if non-potable water.
Programming:
Concert in Park - April 28th - Veterans' Community Park (Hot Damn, Manipulators) 4:00 p.m. - 9:00 p.m.
Seasonal programs - fitness, cards are slowing down
Summer Programs - Camp Mackle/Camp Stellar
New exercise classes
Rooms booked constantly with parties, graduations & programs.
Facilities:
Construction at Winterberry Park (closed for month), repairs from hurricane & regular repairs
Pending Repairs:
Racquet Center repairs possible closure, waiting to decide, will inform members.
Sailing Center Dock repairs - off beach working diligently, need agreement for program, liability important.
Member Bonos - Tommie Barfield Elementary (TBE) going out to Eagle Lakes. Irrigation repaired at TBE.
Fields need tweaking, figuring out base locations.
Vice Chair Levine - MIA not using Tommie Barfield Elementary (TBE) any longer, had concerns for
irrigation. Ms. Malloy is looking into events with MIA students to volunteer at $8 per hr.
Director Smith - Working on needs assessment on FY19 budget to pass to City Council.
(7) PUBLIC COMMENT (TIME CERTAIN 4:00 P. M.)
Public Comment started at 3:50 p.m.:
Tom Crobeck - stated proposal for Racquet Center (RC) changes, to work together to keep RC working
smoothly to establish another RC Committee. Petition with concerns from other members.
Jim Karter - tennis players are 50% of membership.Changing time, courts to carpeting, changing
personal, and increase dues. Had tennis tournaments on island, needs to incorporate with YMCA to
facilitate tournaments. If take another court, will have another drop in membership. Hazardous to park
and crossing street. Can put 36 people on court, only have 24, won't be able to control facility. No rules.
Issue with cement hard court , some age can't play on hard court, it's used for lessons. Need cost for
more parking.
Diane Shaggatt - Has time study been done at court to see number of courts used for tennis vs.
pickleball. Trail study have use for tennis 8-10 or 8-12. Irrigation on court 8 clay court - trying to repair,
huge leak is shaded on one side and sun on other side. No decisions have been made, get discussions
to work together.

Anthony Matratta- explained difference from Tennis vs. Pickleball players - no rules, come and stay all
day.
Need structure pickleball players don't pay. Wear colored wristbands, play different hours. Need another
foot washer.
Mike Leitz - plays 2-3 x a week on court 8, moving 5 tennis courts will be problem, pickleball numbers
are increasing, find more room, other possibilities use other courts.
Cindy Love - YMCA, promoted future pickleball court plans.
(8) PRESENTATIONS
Chair Portu passed out presentation from discussions at budget workshop meeting.
(9) OLD BUSINESS
a. FY19 Budget Update
Requests for City Council to move forward on the following:
Mackle Park:
New benches at dog park - $1,000
Crosswalk on Heathwood Drive to other side of Library/Historical Museum. (no budget
request)
Trees replaced
Veterans' Community Park:
$250,000 for architectural design (using $100,000)
Fund raised for concert series same amount at Veterans' Community Park.
Capital Items - 5 yr. plan -
Leigh Plummer Park:
Needs irrigation/sod - pathways, parking lot, no culvert, walkway needs resurfacing-safety
issue, tree losses - need shade structure, native vegetation - grant monies to do
conservation work.
Restroom - maybe next year.
Director Smith - Applying for grant monies approximately available $20,000-$40,000.
Resources for park - needs costs, need irrigation,
Chair Portu - dedicate amount for irrigation, enough resources on island
Calusa Park:
Pathway across Winterberry Drive - not on budget.
Jane Hittler Park:
Dedicated by City Council, obtained park from Collier County.
Chair Portu - no parking, usage fishing, relaxing. Landscaping needs mulch, some
erosion off embankment on to piers, not much shade, and retaining wall extended. Mr.
Benarroch approved by City Council due to Irma. Water came up 2' above, adding
retaining wall & landscaping. Two picnic benches, no table or seat. Gumbo Limbo tree,
great view, near Esplanade, under utilized, add pad and bench.
Director Smith - in next 6 months will have history of hurricane damage - $50,000 to start,
need to meet code with dimensions and location of trees.

Impact fees:
Member Levine - 6' Tables (light weight) need more sturdy and uniformed, Men's club
requested round tables, rooms being used. Need same type of furniture in new
community building
Concrete slab to move out equipment from storage room.
Tot Lot - basketball hoop with teterballs need updating (has cracks)
Volleyball - multiple requests from community to make playable on sand court
Researching cost for recycling cans - expensive
(10) NEW BUSINESS
None.
(11) COMMITTEE COMMUNICATIONS
Member Lutz - thanked public for attending and for time/efforts for PRAC to better understand issues.
Will review other parks for more pickleball courts.
Member Richards - Thanked residents for attending PRAC meeting. Pickleball new game not in works,
parking is issue, review where we are today, look at other parks to make it better. She will give up dog
park bench for a foot washer.
Chair Portu - need new paving at Mackle Park parking lot
Need Standard Operating Procedures (SOP) for turning over motor vehicles
Golf cart for ground maintenance multi-purpose usage
Vice Chair Levine - need card tables/ folding chairs - $25 each table, $22.50 each chai. Send
recommendations to Ms. Mastronardi for proposal for PRAC to update document.
Member Minning - Reached out to YMCA for Youth Council with success.
Member Richards - MI Food Forest (as in Miami, FL):
Becky Irwin, BAC member committed to project. Purpose agricultural forest, edible greens, on unused
City land. Will continue subject at next meeting, send to PRAC for feedback. PRAC try to attend next
BAC meeting.
Member Lutz left at 4:52 p.m.
