January 2020 PRAC Report ID 19-708 January 2020 PRAC Report April 11th Concert in Park attendance was 1,000+. Next scheduled concert April 4, 2020 with Joel Fyre, Country Artist. b. Youth Council Ms. Malloy reported flyers sent to residents for high school students for January 30th, 4:00 p.m. - 5:00 p.m. MIA, Lely High, St. Johns, local schools, sites for home schools for Collier County. No responses received yet. (7) PUBLIC COMMENT None. (8) PRESENTATIONS a. Pankonin, RLA, LEED AP, Kimley-Horn presented brief update on additional features for bandshell from original Veterans' Community Park Master Plan. City approved to move forward with plan, working on City developing fees. Met with staff and Kimley-Horn design team to review plans, 30% Plan Development Update, CM Advertisement/Selection Process Update for Construction Manager, Cwith City Approval by City Council by March 2, 2020. Mark Klem, Kimley-Horn, MHK Architecture & Planning presented design for two structures shorter path, amended restrooms maintained by staff. utilizing contemporary low maintenance sink to hose down. Outside easily maintained, kept elevation simple, modern, with brackets. Green room and facility room for staff. Bandshell has own acoustical sound with scematic drawings, steel with frame, green room has shutters. Public Comment and committee had Questions and Answers: Dawn - no touch faucets and paper towels, - option for staff, restrooms no a/c. Drinking Water fountain in plans. Band Shell - 32 x 54 = 1,600 sq ft. for band area only, 225o for other structures. waterproof lights, yes DS - allowance for dressing room - green room area for changing for production AC - Family restroom - will have changing stations due to code. Can add 2 outside if staff approved. Star shape - acoustical benefit? Will need to expand floor plan for family restroom. CP - total sq. footage for restroom - 1200 sq. ft., sizing of appropriate size per KH. Can bring in portable restroom if needed. comparable to number of stall we have today. Need welcome room for ticketed event - can have option, very useful. Oriented in park, maintenance and steel roll up door, too front and center, more industrial equipment,- hide a little more. Need more thought to have in back of building, so not focal point. Band Shell - reasonable certain this shell approach will be sufficiently sound for hurricane. James - looked at rounded band shell - preferred star pattern, astetically pleasing shape. If pure shell, curve lines would add costs, came up with star shape to be more appealing. Acoustical perspective - most efficient possibility to minimize sound appropriately. Side panels help with sound, or take out panels to keep sound in band shell. Best way to control audio of shell to keep panels. Landscaping beat up with design, can do beautiful landscaping. How will it look like from adjoining homes to be sensitive view for home owners. Dawn - star design - original placement is better view on water, looking on back of building, original band shell was in different location. Keep neighbors happy, Restrooms - not sure 5 stall enough or rent portable restrooms. Why losing Christmas tree and losing Christmas Trees, move restrooms to east, James P - reason for location of restroom debated heavily. Going with what was approved by City Council. Good point - this design was earmarked. CP - had 3 potential locations, AC - other red boxes across from bandshell - overhead shade structures. CP - Ticket booth, would like to see perifferal fencing would look like - no 8' chainlink fence does not look good, infrastructre items, have generators, electrical plugs with cords, refrigeration, PUBLIC COMMENT: Ed Issler, 908 S Joy Circle - house near Veterans Park - what is seating capacity of grass area in front of band shell - overflow on grass area. Farmers Market grass is not an overflow seating on grass. City of Marco Island Florida Page 2 Parks and Recreation Advisory Meeting Minutes - Final January 21, 2020 Committee CP - debate on plan 1 & 2, deceiving - overhead tree cover, will be elevation to grass area, people should sit around tree structure, will not limit point of structure for seating. 2,500 seating on grass, James - 3,500 maximum seating space for people. Ed - food truck -Concession kitchen facility for City to make money to sell food,- concession stand. Band Shell almost top of water, architect was 54 ft away from water, this scale awkward, doesnt look 54 ft from edge of water, upper level deck place for mechanical equipment-a/c - should be enclosed and muffled for neighbors sound. Need more consideration for view from homes to park with tall landscaping, Cypress trees, large full grown 8' hedges, for visual and audio buffering. Make it look as unintrusive as possible for noise and view. Implore architect to do it right. Diana Dohm Exec Director Chamber of Commerce, Seafood Festival - had opportunity to give KH needs for Seafood Festival - 9,000 people in attendance. Possible for KH for needs for vendors and participants. James - layout of current Seafood Festival - during planning process and info received provided layout actual structure from Seafood Festival, sound tent, vendor spaces, temp restrooms, access to entry, received sketch for design. Provided 2 options showing Sea. Fes. areas. Provided layout used same elements and space as used today. Can tweak a few things, wne t with what was provided originally. Sam Nemceck - 2,000 people a night, difficult to visualize all going to fit in area. Needs to see scale on how vendors, etc. going to work with tents - 6,000 sq. ft. Connect with James P. and come back with another rendering. Need power and water. CP - want to accommodate to make things better. will have a lot more accommodations. James - vendor tents NO 6 - provided in plan, will follow up on that per CP. Lee Rubenstein - current Veters Chair for Vets Comm Park, involved with original plans, have knowledge and history of how involved. Overview of Master Plan - CC approved twice for the Master Plan as the original. Plan approved, the big thing was the band shell - largest amenity. Band shell moved from corner to center position across the park, need Esplanade. Why old plans that were approved sewer water and hook up- why being discounted. CP - anything done before was not discarded, Took hours and time whether it was relevant for community to have change with archt. or features, 2.5 millions dollars in Veterans Community park is consistent with original Master Plan. Want space good for community, celebretory events, tents, etc. CP - what challenges - insufficient amount of space? consider - land zoned 3c, see band shell put back to angle to least amount of sound to Joy Circle. Utilities up on corner - sewer/water/electric. Restroom had full kitchen to use kitchen, Parking issue - . CP - parking green space, need more building, need more restroom difficult - no perfect plan. AC - why moved - concern were bandshell location and restroom all in one place which was large multi-purpose building. Idea to make park separate and identifiable to use park in portions to use daily and accommodate events. CP - presentation tonight at CC meeting and on City website - feedback, email PRAC. (9) OLD BUSINESS Kimley Horn: Dawn - Saving and Questions - Key Features: Phasing/Sequencing Recommendations - CC does not want to do in phases. Restroom and band shell in 5th phase. Once construction manager is selected, will come up with cost effective north to south or east to west. CP - when James back - going through getting details, 30% plan not many changes, work out with City how past 30% when on board in March will have 35% drawings, future presentation will set a date in spring time. Will have cost and changes to factor in elements. Allison - ok to visit with Seafood people to utliize area for their event. DS - be realistic to tweak what was done, not major changes, Understand we are trying to accommodate community, not use changes to work already done, James - made progress, not working backwards. Tweak and try to make everyone happy. Adrian - were their prior talk to rent out gazebo to rent out pavillion or picnic tables. James has room for shelter to incorporate - good point. Will get more detail on areas. a. Food Spice Garden Update - Vice Chair Richards Chair Kirlin, Chair for Beautification Advisory Committee (BAC) not pleased with planting citrus trees only. PRAC turning over topic to BAC for decision and provide email received from Director Smith. b. PRAC Foundation 501(c)(3) Chair Portu still working with City Council on ways to elect members for foundation to raise funds for all other parks. (10) NEW BUSINESS Chair Portu reported next meeting Election of Chair/Vice Chair will be on agenda. (11) COMMITTEE COMMUNICATIONS None.
