Chair Portu called the meeting to order at 3:30 p.m.

Led by Chair Portu.
(4) APPROVAL OF THE AGENDA
Vice-Chair Richards requested the addition of 'The Fruit & Spice Garden' to be added to the Agenda under
Item 9 (Old Business).
MOTION by Member Rutledge, seconded by Member Siegel, that the Amended
Agenda be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE:

a. October 2020 Staff Report

Manager of Parks, Culture & Recreation Samantha Malloy briefly highlighted the
upcoming socially distanced Movie in the Park and the annual Halloween Spooktacular
revised with a scavenger hunt. Member Kuhn questioned Mrs. Malloy about the
improvements at Mackle Park, and Mrs. Malloy responded the renovation for the
playground is scheduled tentatively for December with the shade structure installation
following. Mrs. Malloy continued to state the spray park is currently down but in the
process of being examined and repaired.

Committee
Member Shaggott questioned if a ‘Plan B’ was in place due to the increase of people at
the racquet center during the Coronavirus pandemic. Mrs. Malloy replied staff had
previously brought forward the idea of scheduling members but welcomes
recommendations. Vice-Chair Richards endorsed the idea of using ‘signupgenius.com'.
Mrs. Malloy stated members of the public can access current program information by
going to the calendar on the City website.

None.
(8) PRESENTATIONS
a. B.A.C. Recommended Trees for Veterans' Community Park
ID 20-1115 Beautification Advisory Committee Recommended Trees for
Veterans’ Community Park.
Beautification Advisory Committee Chair Andrew Kirlin presented seven shade tree
species, endorsed by the Beautification Advisory Committee, to be requested in the
construction plans at Veterans’ Community Park. Mr. Kirlin welcomed additional tree
proposals and stated his objective is to receive a motion to proceed with City Staff to
discuss implementation. Following Mr. Kirlin’s presentation, Member Kunn presented a
Motion for Mr. Kirlin and the Beautification Advisory Committee to bring their tree
recommendations to City Staff, Kimley Horn Construction, and City Council. Chair Portu
noting the motion, tabled it to allow remaining questions to be asked. A vote was not
taken.
Mr. Kirlin addressed questions and received input from members of the Committee after
considerable discussion. Manager of Parks, Culture & Recreation Samantha Malloy
included that there is no final planting design yet, and a $50,000 landscaping grant is
expected to assist. Chair Portu questioned which types of trees were lost or had fallen
during Irma, stating the trees remaining would be a good indicator for tree choices. Mr.
Kirlin stated he will research an alternative to the Silver Buttonwood Tree and develop a
cost-analysis for the difference in prices.
(9) OLD BUSINESS
a. Veterans' Community Park
Manager of Parks, Recreation, and Culture Samantha Malloy stated the construction
company is still in the value of the engineering phase and reviewing the cost and
structural design of the bandshell. Chair Portu noted the 90% draft is being examined by
city staff and the contractor to stay within the developed budget. Answering Chair Portu,
Mrs. Malloy stated the start of construction may be pushed to March.
b. PRAC Foundation 501(c)(3)
Chair Portu informed the committee they currently have four out of five potential directors
to create the board for the Parks and Recreation Advisory Committee Foundation and
anticipates having the foundation filed with the State of Florida within the next two
months.

c. Fruit & Spice Garden - Vice-Chair Richards
Vice-Chair Richards shared with the Committee that lemons, limes, and cocktail trees
were planted at Calusa Park for the Fruit and Spice Garden. Mrs. Malloy estimated this
year's budget for the Fruit and Spice Garden to be the same amount of $2,500 and
explained additional projects should be submitted before the end of the fiscal year. Mrs.
Malloy agreed it is beneficial for the Committee to develop a plan for the garden.
Vice-Chair Richards continued to relay to the Committee that in conjunction with Ms.
Maria Lamb, she has obtained plaques to display the names of the existing trees. She
continued to state she has twenty-three sapling trees she wants to provide to the parks.
Mrs. Malloy stated due to future planning and the trees size, the city cannot take the
trees in their current state, of which Chair Portu requested the topic be reviewed again at
the next meeting.
Member Kuhn gave praise to the Committee for representing themselves well with the
City’s Comprehensive Plan through Florida Gulf Coast University, citing topics such as
more green space, burying the utilities on the main road, parking, and engaging activities
for the citizens.
