City of Marco Island Florida 51 Bald Eagle Drive Marco Island, Florida cityofmarcoisland.com Meeting Minutes - Final Tuesday, September 15, 2020 3:30 PM Community Room Parks and Recreation Advisory Committee Chair: Carlos Portu Vice-Chair: Allyson Richards Members: Adrian Conner, Dawn Kuhn, Ron Rutledge, Dolores Siegel, David Shagott City Staff: Daniel Smith, Samantha Malloy, Heather Reed Parks and Recreation Advisory Meeting Minutes - Final September 15, 2020 Committee (1) CALL TO ORDER Chair Portu called the meeting to order at 3:30 p.m. (2) ROLL CALL Present: 7- Member Rutledge, Vice-Chair Richards, Member Siegel, Member Kuhn, Member Shagott, Member Conner and Chair Portu (3) PLEDGE OF ALLEGIANCE Led by Chair Portu. (4) APPROVAL OF THE AGENDA Vice-Chair Richards requested the addition of 'Calusa Trees' to be added to the Agenda under Item 9 (Old Business). Chair Portu received no further comment from the Committee and indicated the passage of the Agenda. (5) APPROVAL OF THE MINUTES a. PRAC Draft Minutes August 18, 2020 ID 20-1006 PRAC Draft Minutes for August 18, 2020 MOTION by Member Siegel, seconded by Vice-Chair Richards, that the Meeting Minutes of August 18, 2020 be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 7- Member Rutledge, Vice-Chair Richards, Member Siegel, Member Kuhn, Member Shagott, Member Conner and Chair Portu (6) STAFF COMMUNICATIONS a. September 2020 PRAC Report ID 20-1021 September 2020 Staff Report Vice-Chair Richards questioned if City Government Week will proceed this year. Manager of Parks, Recreation, and Culture Samantha Malloy responded she is not sure about the status at this time and expects to come back to the Committee with an update. With regards to the Marco Island Farmers Market Presentation at the City Council Meeting on September 9, 2020, Mrs. Malloy awaits to meet with staff to discuss the modifications expressed but the public flyer has changed to state masks are encouraged. Mrs. Malloy informed the Committee on the status of the athletic fields and happily stated the pump for the fountain at Veterans’ Community Park was still operational. She continued that Park Staff is collaborating with the Utility Department to develop solutions for the fountain pump, one of which may be a sub-pump run on a battery. Chair Portu questioned if the renovations at Veteran’s Community Park addressed moving the City of Marco Island Florida Page 1 Parks and Recreation Advisory Meeting Minutes - Final September 15, 2020 Committee fountain pump above ground. Community Affairs Director Daniel Smith stated discussion on improvements is currently happening. (7) PUBLIC COMMENT Chair of the Beautification Advisory Committee Andrew Kirlin presented five unanimously approved recommendations from the Beautification Advisory Committee, with assistance from the University of Florida Collier Extension Services, for the new Veterans’ Community Park Project. The Beautification Advisory Committee recommends: 1) Parks on Marco Island to only use Canopy trees such as Podocarpus Tree (Podocarpus gracilior or macrophyllus), Shortleaf Fig Tree (Ficus Citrifolia), Paradise Tree (Simarouba glauca), Verawood Tree (Bulnesia Arborea), Bridalveil Tree (Caesalpinia granadillo), Tamarind Tree (Tamarindus indica), Cluster of two-three (all planted together within one-two feet apart) Gumbo Limbo Trees (Bursera simaruba). 2) Parks on Marco Island to utilize the same ‘Canopy Tree’ and ‘Palm’ size specifications as listed in Article IV. – Landscaping Sec. 30-435. – Plant material and installation standards for ‘All Multiply Story Structures’. 3) For Parks, amend the code listed to only utilize 25% (maximum) Palms for Parks. 4) No Deciduous Trees, and no Queen Palms (currently on the invasive list). 5) No Shady Lady or Mahogany Trees (due to poor performance during past hurricanes). Mr. Kirlin, having received a tree list from Kimley-Horn, discussed the file with the PRAC Committee stating the pros and cons of each item. Answering Member Siegel’s question, Community Affairs Director Daniel Smith stated he would relay the Committee’s recommendations to Kimley-Horn if requested. Mr. Smith continued to state that a variety of factors such as material, availability, and cost are considered regarding tree choices. Chair Portu requested to add Chair of the Beautification Advisory Committee Andrew Kirlin to the agenda for the October 2020 PRAC meeting. Al Benarroch with Affordable Landscaping Service & Design, LLC provided additional input on Shady Lady Trees and Buttonwood Trees. (8) PRESENTATIONS None. (9) OLD BUSINESS a. Veterans' Community Park Update Mrs. Malloy stated she will reach out to Public Works Director Tim Pinter regarding an update on the 90% construction plan, of which Chair Portu requested a copy when available. b. Youth Council ID 20-1005 Youth Council Heritage Wall at Mackle Park Community Center Vice-Chair Richards briefly stated the participants of Youth Council will lead the next meeting and have developed a Heritage Wall at Mackle Park. PRAC Foundation 501(c)(3) Chair Portu relayed to the Committee he hopes to have an update within the future. d. Calusa Trees Vice-Chair Richards relayed to the Committee $2,500 was available in the budget for the Committee to purchase additional trees at Calusa Park, bringing the total of planted trees to eleven. Vice-Chair Richards has also reached out to Mr. Clark Ryals with the State of Florida Forestry Service to enquire about partnering next year. She gave praise to Mr. Al Benarroch with Affordable Landscaping Service & Design, LLC for providing service upon short notice. MOTION by Chair Portu, seconded by Member Siegel, that the tree planting project with Affordable Landscaping Service & Design, LLC be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Member Rutledge, Vice-Chair Richards, Member Siegel, Member Kuhn, Member Shagott, Member Conner and Chair Portu (10) NEW BUSINESS None. (11) COMMITTEE COMMUNICATIONS None.
