City of Marco Island Florida 51 Bald Eagle Drive Marco Island, Florida cityofmarcoisland.com Meeting Minutes - Final Tuesday, August 18, 2020 3:30 PM Community Room Parks and Recreation Advisory Committee Chair: Carlos Portu Vice-Chair: Allyson Richards Members: Adrian Conner, Dawn Kuhn, Ron Rutledge, Dolores Siegel, David Shagott City Staff: Daniel Smith, Samantha Malloy, Heather Reed Parks and Recreation Advisory Meeting Minutes - Final August 18, 2020 Committee (1) CALL TO ORDER Vice-Chair Richards called the meeting to order at 3:30 p.m. (2) ROLL CALL Present: 6- Member Rutledge, Vice-Chair Richards, Member Siegel, Member Kuhn, Member Shagott and Member Conner Absent: 1- Chair Portu (Note: Chair Portu arrived at 3:32 p.m.) (3) PLEDGE OF ALLEGIANCE Led by Vice-Chair Richards. (4) APPROVAL OF THE AGENDA Member Shaggott requested the addition of 'Racquet Center Naming' be added to the Agenda under Item 9 (Old Business). MOTION by Member Rutledge, seconded by Member Siegel, that the Amended Agenda be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 6- Member Rutledge, Vice-Chair Richards, Member Siegel, Member Kuhn, Member Shagott and Member Conner (5) APPROVAL OF THE MINUTES a. PRAC Draft Minutes July 21, 2020 ID 20-973 PRAC Draft Minutes July 21, 2020 MOTION by Member Siegel, seconded by Member Shagott, that the Meeting Minutes of July 21, 2020 be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 7- Member Rutledge, Vice-Chair Richards, Member Siegel, Member Kuhn, Member Shagott, Member Conner and Chair Portu (6) STAFF COMMUNICATIONS a. August 2020 PRAC Report ID 20-975 August 2020 PRAC Report Manager of Parks, Recreation, and Culture Samantha Malloy outlined this year’s Farmers Market schedule and requirements. The Farmers Market will open on November 18th at Veterans’ Community Park and will continue at that location until construction starts, which is estimated to be January 20th. Mrs. Malloy stated the applications are currently available online with new requirements produced by the COVID-19 State of Emergency. Mrs. Malloy emphasized staff is thinking outside the box on programs and events for the community. Veterans' Community Park Update Chair Portu briefed the Committee on the Veterans’ Community Park sixty percent plan presented by Kimley-Horn at the August 17, 2020, City Council meeting. He continued to explain the initial budget is higher but cost efficiencies may appear as time goes on. Member Siegel questioned the procedure for underwriting the future band shell at Veterans’ Community Park and the cost of the grounds in the sixty percent plan. She stated she does not want to cut back on the band shell or the restrooms. Chair Portu suggested the PRAC Foundation could be of assistance for underwriting at Veterans’ Community Park and stated much of the ground’s costs come from various items such as lighting, hardscape structure, or seeding. Member Kuhn encouraged the Committee to watch the August 17, 2020, City Council meeting from two hours and forty-seven minutes through three hours and thirty minutes to hear each councilors' thoughts on obtaining value for the cost of the park. Chair Portu and Vice-Chair Richards questioned the status of specific community events that hold their venue at Veteran’s Community Park. Mrs. Malloy answered no events will be taking place at Veterans' Community Park once construction commences. Community Affairs Director Dan Smith provided an update on the status of the 90% plan, which will be presented to City Council in September. b. Food Spice Garden Update- Vice-Chair Richards Vice-Chair Richards briefly outlined the history of the citrus tree donation for the Food and Spice Garden. She stated Affordable Landscaping Services graciously planted three Sugar Belle Mandarins and two Naval Orange Trees at Calusa Park. A ‘thank you’ note on behalf of the PRAC Committee has been sent to Mr. Clark Ryals with the State of Florida Forestry Service for their donation of citrus trees. Member Connor questioned if a plaque stating the name and history of the trees will be put in the Garden, of which Vice-Chair Richards agreed to move forward. Chair Portu questioned Community Affairs Director Dan Smith if planting any other types of trees is possible at the Garden. Mr. Smith stated the City is a third of the way through the Comprehensive Plan, which will assist with the land development code and tree selection. Following Member Kuhn's question, he noted the questionnaire for the Comprehensive Plan is accessible on the City website. c. PRAC Foundation 501(c)(3) City of Marco Island Florida Page 2 Parks and Recreation Advisory Meeting Minutes - Final August 18, 2020 Committee Chair Portu stated he is going to reach out to the Chair of City Council for further updates. d. Racquet Center Naming- Member Shagott Member Shagott requested suggestions on how to continue to name the upper pickleball court after Mr. Mike O’Leary at the Racquet Center. Chair Portu stated the City Charter has a City-wide naming policy which may be of assistance to start. (10) NEW BUSINESS None. (11) COMMITTEE COMMUNICATIONS None.
