(4) APPROVAL OF THE AGENDA MOTION by Vice-Chair Richards, seconded by Member Siegel, that the Agenda be Approved. Yes: 6- Member Rutledge, Vice-Chair Richards, Member Siegel, Member Kuhn, Member Conner and Chair Portu (5) APPROVAL OF THE MINUTES ID 20-936 PRAC Draft Minutes June 16, 2020 MOTION by Member Rutledge, seconded by Member Siegel, that the Meeting Minutes of June 16, 2020 be Approved. Yes: 6- Member Rutledge, Vice-Chair Richards, Member Siegel, Member Kuhn, Member Conner and Chair Portu (6) STAFF COMMUNICATIONS a. July 2020 PRAC Report ID 20-941 July 2020 PRAC Report Samantha Malloy, Manager of Parks, Recreation, and Culture explained the thrill and strategy of the summer camp game called Gagaball. Mrs.Malloy stated the staff is aware of the amount of rain at the fountain at Veterans' Community Park, and the staff is trying to correct the issue. She explained the damage to the veterans’ pavers were caused by bicycles and the pavers have been cleaned. Mrs. Malloy stated numbers for Camp Mackle are low as staff members were ill with unrelated sickness but tested negative. Mrs. Malloy also informed the Committee of the procedures implemented in the department to keep the parks sanitized, clean, and employees safe considering the COVID-19 State of Emergency. In response to Member Rutledge, Mrs. Malloy stated the community center is not open for rental at this time and she briefly explained the new procedures for future rentals. Mrs. Malloy stated the restrooms at the Racquet Center are now open although the building is closed Monday through Friday due to summer camp. Veterans' Community Park Update- Tim Pinter Tim Pinter, Public Works Director, and the Project Manager for Veterans’ Community Park provided an update to the Committee on the sixty percent plan for the Veterans’ Community Park construction project following a meeting with the Construction Manager at Risk. The update included information related to budget, schedule, engineering, landscape, drainage, and aesthetics. Mr. Pinter stated the ninety percent construction documents will be issued on September first and will include architect continuation of construction documents. Shortly after the issuing of the ninety percent plan, an additional meeting with the Construction Manager at Risk for a breakdown on cost will occur. Chair Portu shared feedback and questioned multiple items regarding the sixty percent plan: 1) the addition of a temporary fencing system or enclosure for special events; 2) provide the Beautification Advisory Committee the opportunity to examine planting choices; 3) the opportunity to relocate the trees currently located at Veterans’ Community Park; 4) the design of the shoulders along Park Ave.; 5) requested the revised design of the restroom facility created by Kimley-Horn; 6) the addition of light along the waterfront boardwalk, in the proximity of the restroom, and the south side of the Park, currently known as the Farmers Market area; 8) request for additional utility bollards in multiple areas of the park for current and future community events, and; 9) raised concern regarding the overflow parking area, which is to be transitioned to sod, be sufficiently underlaid to prevent damage from vehicle parking. Additional Committee members contributed input as well. Chair Portu proposed drafting a memorandum for the City Council and the City Manager regarding temporary fencing. MOTION by Member Siegel, seconded by Member Conner, that the Parks and Recreation Advisory Committee recommend to City Council and the City Manager the inclusion of a fencing structure, or similar construct, in the construction plans for Veterans’ Community Park. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Rutledge, Vice-Chair Richards, Member Siegel, Member Kuhn, Member Conner and Chair Portu (7) PUBLIC COMMENT None. (8) PRESENTATIONS None. (9) OLD BUSINESS a. Food Spice Garden Update- Vice-Chair Richards Vice-Chair Richards stated two large citrus trees have been received for the garden. PRAC Foundation 501(c)(3) Chair Portu stated he has been in contact with the Chair of City Council to determine a status for the Foundation. Two proposed names have been received of individuals who are interested. The Committee is still seeking names of individuals who are interested in joining the PRAC Foundation 501(c)(3), and can reach out to Chair Portu or Mrs.Samantha Malloy. c. Youth Council Vice-Chair Richards stated Youth Council has ten members and is still recruiting more individuals. The Youth Council is currently celebrating Heritage, which will include native family recipes, an interactive map for the youth and public, and a future festival at Mackle Park. (10) NEW BUSINESS None. (11) COMMITTEE COMMUNICATIONS Chair Portu stated now is the opportunity for the public to provide suggestions for Veterans' Community Park.
