(1) CALL TO ORDER
Member Rutledge called the meeting to order at 3:30 p.m.
(2) ROLL CALL
Present: 5- Member Rutledge, Member Siegel, Member Kuhn, Member Shagott and Member
Conner
Absent: 2- Vice-Chair Richards and Chair Portu
(3) PLEDGE OF ALLEGIANCE
Led by Member Rutledge.

MOTION by Member Kuhn, seconded by Member Siegel, that the Agenda be

(5) APPROVAL OF THE MINUTES
ID 20-868 PRAC Draft Minutes May 19, 2020
MOTION by Member Siegel, seconded by Member Shagott, that the Meeting
Minutes of May 19, 2020 be Approved.

(6) STAFF COMMUNICATIONS
a. June 2020 PRAC Report
ID 20-884 June 2020 PRAC Report
Member Shaggot questioned the status of opening the Racquet Center office and
restrooms. Samantha Malloy, Manager of Parks, Recreation and Culture responded the
building is closed during the week for summer camp activities and open to the public on
the weekends. The current operating hours are for the safety of the children in summer
camp and the safety of the public. Also, Mrs. Malloy stated city staff is in the process of
having the Racquet Center Stadium Court resurfaced.
Member Shaggot raised awareness regarding scratches on the court surfaces at the
Racquet Center. Member Kuhn stated the scratches were from dragging the nets across
the courts. Member Shaggot requested instructions be fastened to the nets for proper
future use.
Member Kuhn gave praise to Jane Hitler Park for the new mulch and cleaning of the
moss.

Committee
Member Rutledge reported the surface of the walking path at Mackle Park contained
cracks and tripping hazards. Mrs. Malloy explained the cracks were present before the
walking path was resealed and will diminish with continued use. Mrs. Malloy also clarified
trip hazards were corrected before the resealing of the walking path and City Staff will
investigate additional areas of concern.
Member Shaggot described wet areas in the upper courts at the Racquet Center and
questioned the possibility of leveling those specific courts as they are the last courts to
dry.
b. Veterans' Community Park
Samantha Malloy, Manager of Parks, Recreation and Culture informed the committee an
update on Veterans’ Community Park will be available in the July meeting with Tim Pinter,
Public Works Director.
(7) PUBLIC COMMENT
Jean Rowles, W. Elkcam Cir., came forward to question if the community concert, discussed at the
previous PRAC meeting, was approved. Ms. Rowles requested information on the future features at
Veterans' Community Park.
Pat Berry, Bluebird Ave, expressed concern with stalled auditions for the children and requested obtaining
an answer soon.
(8) PRESENTATIONS
Member Connor announced City Council approved three separate shade structures. A shade structure
over the tot lot swings, large swings, and majority of the tot lot playsets. Mrs. Malloy stated the next step
in the process goes into effect on October 1st, 2020.
(9) OLD BUSINESS
a. Shade Structures- Member Connor
Member Rutledge noted a discussion of Shade Structures under Presentations.
b. PRAC Foundation 501(c)(3)
Member Rutledge, noting Chair Portu's involvement, stated the PRAC Foundation 501(c)
(3) agenda topic be carried forward to the next meeting.
c. Additional Park Locations
Member Kuhn relayed she wrote a letter to Mr. Davidson at 328 N. Collier Blvd to consider
donating his land to develop an additional City park.
(10) NEW BUSINESS
Member Shaggott questioned if the PRAC request for a full-time attendant at the Racquet Center was
approved. Mrs. Malloy stated the request is withdrawn due to the need to communicate a price increase
with the members of the Racquet Center.
Member Connor questioned if additional assistance could be given to Ms.Rowles and Ms. Berry in public
comment, of which Mrs. Malloy responded she will collaborate with the individuals.

Member Kuhn inquired on the status of summer camp. Mrs. Malloy stated the children are having a
wonderful time.
(11) COMMITTEE COMMUNICATIONS
Member Kuhn requested information to call-in for a committee meeting be resent to all members for future
use.
(12) ADJOURNMENT
There being no further business, the meeting adjourned at 3:59 p.m.
