Smith, Community Affairs Director Samantha Malloy, Parks, Culture & Recreation Manager (3) PLEDGE OF ALLEGIANCE Led by Vice-Chair Richards. (4) APPROVAL OF THE AGENDA MOTION by Member Siegel, seconded by Member Shagott, that the Agenda be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 6- Member Rutledge, Vice-Chair Richards, Member Siegel, Member Kuhn, Member Shagott and Member Conner (5) APPROVAL OF THE MINUTES ID 20-1219 PRAC Draft Minutes November 17, 2020 MOTION by Member Rutledge, seconded by Member Siegel, that the Minutes of November 17, 2020 be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 6- Member Rutledge, Vice-Chair Richards, Member Siegel, Member Kuhn, Member Shagott and Member Conner (6) STAFF COMMUNICATIONS a. December Staff Report ID 20-1216 December 2020 Staff Report Manager of Parks, Culture & Recreation Samantha Malloy briefly highlighted the success of ‘The Great Elf Bribe & Seek’ Christmas Event, noting two hundred people participating in the spread-out event. Vice-Chair Richards questioned the attendance levels at Mackle Park and the procedures for high-capacity programs. Mrs. Malloy replied the public is utilizing all areas of the park, but classes have not hit maximum numbers. Mrs. Malloy also stated that the Farmers Market is doing well, and everyone is cautious. Mrs. Malloy continued to answer the Committee’s questions regarding programs and December special events. City of Marco Island Florida Page 1 Parks and Recreation Advisory Meeting Minutes - Final December 15, 2020 Committee Member Kuhn requested the Racquet Center add rules and etiquette to the outside whiteboard and questioned the future budget for resurfacing Court two at the Racquet Center. Answer Member Kuhn, Mrs. Malloy replied the budget process includes resurfacing, and Court two was resurfaced following Hurricane Irma. (7) PUBLIC COMMENT Pat Cappuccio, 933 Loyalty Ave, communicated her interest in being involved with the community and questioned the status of masks amongst the City Staff and Committee Members. (8) PRESENTATIONS None. (9) OLD BUSINESS a. Master Plan Food & Spice Garden Al Benarroch, Affordable Landscaping Service & Design, reported to the Committee that the existing sprinkler system at Calusa Park can accommodate future trees. Director of Community Affairs Daniel Smith and Manager of Parks, Culture & Recreation Samantha Malloy reiterated the Master Plan is to encompass the vision for the entire park. Vice-Chair Richards volunteered to help develop the Master Plan. b. PRAC Foundation 501(c)(3) Member Siegel summarized members of the foundation have been chosen and are waiting for the next steps from the Parks and Recreation Advisory Committee (PRAC). Member Kuhn requested an update on the ninety percent plan for Veterans’ Community Park, of which Director of Community Affairs Daniel Smith stated the plan is still going through value engineering with no estimated date for breaking ground. (10) NEW BUSINESS a. 2021 PRAC Calendar Schedule ID 20-1199 2021 PRAC Calendar Schedule Mr. Smith suggested PRAC follow the frequency of the Beach and Coastal Resources Advisory Committees schedule with new information being brought forth in additional meetings. The Committee came to a consensus to retain the current calendar schedule. Member Kuhn expressed concern that amenities for Veterans' Community Park are being excluded due to the budget. She continued to remind everyone that the foundation is available to assist. Mr. Smith relayed that cost for certain materials has increased compared to previous estimates and is a cause in the delay in the ninety percent plan. (11) COMMITTEE COMMUNICATIONS Member Kunn expressed her disappointment in the number of people who participated in the Town Hall meeting regarding the Comprehensive Plan. She questioned if additional resources can be used to City of Marco Island Florida Page 2 Parks and Recreation Advisory Meeting Minutes - Final December 15, 2020 Committee advertise the next Town Hall meeting. Director of Community Affairs Daniel Smith stated the previous Zoom meeting did acquire a large amount of participation. Additional in-person meetings will be occurring soon. Pat Cappuccio, 933 Loyalty Ave, expressed her gratitude for the dog park and complimented all the maintenance.
