(4) APPROVAL OF THE AGENDA MOTION by Member Shagott, seconded by Member Rutledge, that the Agenda be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 7- Member Rutledge, Vice-Chair Richards, Member Siegel, Member Kuhn, Member Shagott, Member Conner and Chair Portu (5) APPROVAL OF THE MINUTES ID 21-1314 PRAC Draft Minutes December 15, 2020 MOTION by Member Siegel, seconded by Vice-Chair Richards, that the Minutes of December 15, 2020 be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 7- Member Rutledge, Vice-Chair Richards, Member Siegel, Member Kuhn, Member Shagott, Member Conner and Chair Portu (6) STAFF COMMUNICATIONS a. January 2021 Staff Report ID 21-1306 January 2021 Staff Report Vice-Chair Richards complimented the Parks and Recreation Department for the turn out at the Island Rocks Concert. Manager of Parks, Culture & Recreation Samantha Malloy estimated over one hundred people attended with the next concert on March 13, 2021. Mrs. Malloy announced the timeline for the Veterans' Community Park ninety percent construction plan's presentation to the Planning Board and City Council, and stated the anticipated start date for construction is the end of March or the first week in April. To prevent any delay, the Farmers Market will move to Mackle Park on March 31, 2021. The Farmers Market transition allows staff to facilitate the removal of the bathrooms currently at Veterans' Community Park. Member Kuhn questioned if Mrs. Malloy had any further information regarding the changes City of Marco Island Florida Page 1 Parks and Recreation Advisory Meeting Minutes - Final January 19, 2021 Committee at Veterans' Community Park. Mrs. Malloy, citing the bandshell, explained the savings cost is prevalent within the types of materials used, but the design has not changed. Chair Portu questioned if the developers have included the recommended trees from the Beautification Advisory Committee, of which Mrs. Malloy replied the developers incorporated much of the recommendations. Additionally, Chair Portu requested a rendering of the bandshell rear to be included with the ninety percent plan. Member Rutledge reported concerns regarding a disruptive youth presence at Mackle Park on the weekends. Mrs. Malloy assured the Committee that Park staff is aware of the situation, is notifying the police department when necessary, and that staff members are available for members of the public to report issues to. (7) PUBLIC COMMENT None. (8) PRESENTATIONS None. (9) OLD BUSINESS b. PRAC Foundation 501(c)(3) Chair Portu reported the Parks and Recreation Foundation Board of Directors have been appointed and were approved by City Council. He continued to share his enthusiasm for the future amenities the foundation will produce, and reminded the Committee that tax-deductible donations can now be submitted. Member Kuhn questioned if the Parks and Recreation Foundation will be recorded with minutes taken. Answering Member Kuhn, Chair Portu stated the foundation is a City-sponsored Committee and will be as transparent as possible. a. Master Plan Calusa Park Vice-Chair Richards presented a map showcasing the locations of future citrus trees. With the assistance of Al Bennaroach from Affordable Landscaping and Design, they determined thirty-nine additional citrus trees can be planted with the current irrigation system. Vice-Chair Richards informed the Committee it is an estimated four years to obtain a variety of citrus trees and sow them. Following no objections, Chair Portu presented a Motion to approve the thirty-nine tree locations at Calusa Park recommended by Vice-Chair Richards. The Motion was approved unanimously by the Committee. Chair Portu requested a proposal be obtained from Affordable Landscaping and Design using the budgeted fiscal year 2021 PRAC funds to sow as many trees as possible in the recommended thirty-nine locations. Mrs. Malloy requested City Staff first review the thirty-nine tree locations and at that point coordinate with Affordable Landscape and Design to develop a cost estimate for all necessary parts, installation, and maintenance for the trees to be planted. Member Connor recommended the community be provided the opportunity to fund a tree for Calusa Park. Mrs. Malloy stated she will investigate the logistics and procedures for City of Marco Island Florida Page 2 Parks and Recreation Advisory Meeting Minutes - Final January 19, 2021 Committee the tree donations. (10) NEW BUSINESS Chair Portu briefly highlighted the proposed donation of parkland through the rezoning request of the San Marco Senior Living Facility. He shared his approval for additional green space but spoke of concerns for accessibility and future maintenance cost. Additionally, Chair Portu requested the Committee come to a consensus regarding the 2021 PRAC Schedule. Chair Portu presented a motion for the Parks and Recreation Advisory Committee Meetings to meet bi-monthly. Motion fails with no second. The Parks and Recreation Advisory Committee calendar schedule will continue every third Tuesday of each month. Member Kuhn proposed a workshop to discuss the ninety percent construction plan at Veterans' Community Park. Chair Port noting the proposal, was receptive of the idea pending the first ninety percent presentation. Chair Portu finished the meeting by asking each Committee member to develop a project list for each park to include within the budget for the following fiscal year. (11) COMMITTEE COMMUNICATIONS None.
