MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 6- Member Conner, Member Kelly, Member Kuhn, Member Siegel, Chair Portu and Member Shagott (6) STAFF COMMUNICATIONS ID 22-2052 January 2022 Staff Report Parks, Culture and Recreation Manager Samantha Malloy introduced the new staff for Parks and Recreation, Jill Cartaya New Administrative Assistant, Dawn Snyder – Recreation Programs Supervisor, Tristan Ashby New Recreation Leader, Steven Schneider Full-time Senior Park Attendant at the Racquet Center. City of Marco Island Florida Page 1 Parks and Recreation Advisory Meeting Minutes - Final January 18, 2022 Committee Advertisement for the Island Rocks Concert is out, and Tristan has been posting the information. Concert will be held on Saturday, February 5, 2022, from 5 pm to 9 pm at the JW Marriott. The Marriott is allowing us to use their restrooms, easier access to attend, helping with set-up, use of their restaurants, food trailer will be there. There will be self-parking for $5.00 and valet parking is $15.00. The concert is located on The Tiki Beach behind the spa. Park Staff and Police officers will be there to help. (7) PUBLIC COMMENT None (8) PRESENTATIONS a. Vietnam Statue at Veterans Community Park by Joe Batte Mr. Batte did not arrive to make his presentation. b. Chair of Honor Presentation Chair of Honor by Carl Steinhoff, Rolling Thunder, Chapter 5, based out of Naples VFW, Pine Ridge and 951: Mr. Steinhoff explained what Rolling Thunder represents. The Chair of Honor is a visual to remind the community that veterans are still missing. The Chapter is asking for a concrete base, 4 x 5 ft and the base to be elevated and lighting. The Chapter pays for the remaining costs. The structure is made of Aluminum and is powder coated which means no weather issues. The Chapter asks to be there with our staff for installation to make sure everything is properly lined up. Future efforts will be at Jet Blue Park in Fort Myers, Century Link and the Hertz Arena. City Council has given 100% approval. Just need to find the right spot in the park. Manhattan Construction has indicated support of it. MOTION by Chair Portu, seconded by Member Shagott, to Approve placement of Chair of Honor at Veterans' Community Park and any additional associated cost for necessary lighting and foundation support (cost to be determined). MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Conner, Member Kelly, Member Kuhn, Member Siegel, Chair Portu and Member Shagott (9) OLD BUSINESS Chair Portu requested updates on Veterans' Community Park. Community Affairs Director, Daniel Smith provided a brief update on the construction progress at Veterans' Community Park, specifically citing the delay in materials and that the progress can be reviewed on the City of Marco Island webpage. Chair Portu requested updates on Shade structures. Community Affairs Director, Daniel Smith had a discussion with Manhattan Construction, Kimley-Horn Associates. There are two ideas for the shade structures. Price ranges from $85,000 to $100,000. There are no funds budgeted. Would like to bring the shade structures up with the Marco Island Community Parks Foundation. Chair Portu requested for an update of the facilities, dog park, and Racquet Center. Manager of Parks, Culture and Recreation, Samantha Malloy stated Mackle Park had some vandalism at the playground. Maintenance came out and cleaned it up. Some photos were sent to the police department. City of Marco Island Florida Page 2 Parks and Recreation Advisory Meeting Minutes - Final January 18, 2022 Committee Fleet and Facilities Manager, Miguel Carballo stated the Racquet Center has received approval from the City Manager’s office for courts one and two. The proposals expired and our office has requested new proposals. Regarding the Dog park, the team is working to develop a Capital plan for the next budget cycle. The issues are trees, holes under the fence, and doors rusted out. Our office would like to bundle everything together for a recommendation for that site. Mr. Carballo continued, that our team is also working at looking at all the Capital projects to come up with a recommended list as a facility prospective on items that need attention and present to Mrs. Malloy for next year’s budget cycle. Our team is working on coming up with multiple options for the parking lot at Leigh Plummer and the signage at Jane Hittler’s park. The Facilities department is looking at our existing signs and will evaluate the size needed. Recommendations are welcome. Chair Portu requested an update on the holistic views of the parks and the capital improvement plan. Mr. Smith replied that the City Manager gave me direction to look at proposals from contractors in the field especially for the Racquet Center. The office has received references from 4-5 different companies. These companies have been contacted. Communication was made with one company and they will be sending information for the Racquet Center and once proposal is received, our office can use that to shop around. Member Richards was reaching out with a college that she has worked with before about the Calusa and spice planting projects. Chair Portu asked about replacement of plaques to see if we can put back what was lost, if we know of any. (10) NEW BUSINESS Chair Portu requested to put on the next agenda to discuss the corner on Heathwood right next to the Racquet Center.
