February 2022 Staff Report ID 22-2084 February 2022 Staff Report Parks, Culture and Recreation Manager, Samantha Malloy briefly highlighted the Farmer’s Market. The Farmer’s Market is in its busiest time. The number of attendees range from 700 to 1000. There are nine weeks left. The Parks and Recreation Department is getting feedback from the neighbors and is working with vendors regarding noise level during set-up, traffic, parking, and safety. Vice-Chair Richards received a letter from Mr. Kretschmer with his concerns regarding the facility property and permitting. Ms. Malloy replied that the City has received feedback from Mr. Kretschmer and other neighbors. Some neighbors have expressed concern about noise and parking, and others have praised the market appreciating that they can walk to the market. City staff is sensitive to the concerns of the neighborhood and trying to minimize the impact to the neighbors and the park itself. Member Kelly proposed making the pickle ball courts wider, so a fence can be put between the courts to prevent balls going through each game, as it is a safety issue. Fleet and Facilities Manager, Miguel Carballo, mentioned that the project to resurface courts 1 and 2 and add a fence in the middle, does not include redesigning to include a walkway or to expand it. Mr. Carballo suggested that if the committee wanted to recommend that Fleet and Facilities Department wait for this project, and to look and see what the recommendations are to start from scratch, this project can be postponed. Mr. Carballo specified that in the future, a master plan would make a variety of recommendations for this site. Member Kuhn expressed her immediate concern regarding the resurfacing of courts 1 and 2. Ms. Kuhn complemented the Parks and Recreation New Staff at the Racquet Center, the new events, i.e., Ladies night, Men’s night, Couples night but is concerned about the parking lot not having enough lighting. Ms. Kuhn has also been asked by the community about resident memberships at the Racquet Center. Ms. Malloy responded that the memberships are capped. Parks and Recreation is working on a fee schedule, and it will be presented before next year’s budget. Parks and Recreation is considering having a resident and a non-resident rate. (7) PUBLIC COMMENT Gary Lamotte, asked for an update on the resurfacing of courts 5, 6, 7 and 8. Mr. Lamotte stated that the Parks and Recreation Staff is doing a great job but is having trouble with the 4-6 pm free time players. Mr. Lamotte recommended moving free time to 1-3 pm. Mr. Lamotte discussed some concerns he has with the current fencing and player etiquette. Facilities Supervisor, Martha Montgomery, provided an update on the resurfacing of the courts. Because the proposal has exceeded $25,000, the project will have to go to bid. Member Kuhn expressed concern regarding the championship court, which is showing deterioration and asked if this should be included in the cost above. Vice-Chair Richards questioned the reason free time is at 4-6 pm. Ms. Malloy responded to the schedule for free time was due to the students being able to use the facility. The Racquet Center is not a club it is a Recreational Facility. The staff of the Parks and Recreation is working on getting more students involved in racquet ball, pickle ball and tennis. She continued to answer questions regarding clinics for students. Vice-Chair Richards questioned how the board can help with enforcing the rules at the Racquet Center and the needs to put a walkway in? Mr. Carballo, explained to put in a walkway, courts 1 and 2 would have to be redesigned. Community Affairs Director, Daniel Smith, communicated that Fleet and Facilities received a proposal for an assessment. The City Manager is looking at the proposal. Mr. Smith is working on getting a cost for next year’s budget. (8) PRESENTATIONS a. Vietnam Statue at Veterans Community Park by Joe Batte and Lee Rubenstein Mr. Joe Batte introduced Mr. Lee Rubenstein. Mr. Lee Rubenstein is the current Commander of the American Legion Post of Marco Island for the last seven years and Chairman of the Fundraising Committee for the Veteran’s Memorial for fifteen years. Mr. Rubenstein presented a drawing of the new proposed Vietnam Memorial Statue (bronze art piece) and a drawing for the layout of the statue at Veterans Community Park. The statue would include a 2-foot base and will sit 9 feet across and 10 feet high, which the overall height would be 12 feet. The statue would consist of an African American, a Caucasian, American Indian and a Hispanic. The cost of the statue would be over $250,000. The estimated time to produce the statue with shipping would be 12 – 14 months. The pavers, benches, fencing, landscaping (including trees) would be an additional cost of $150,000. The fundraising committee has over $60,000. Vice-Chair Richards thanked Mr. Rubenstein for his time and presentation. Member Kuhn asked Mr. Rubenstein about additional funds that he mentioned during the presentation of $200,000. Mr. Rubenstein stated that those funds are allocated for another project (The Three Servicemen statue). Member Siegel recommended Mr. Rubenstein to speak to the Marco Island Foundation. Mr. Batte stated that the Marco Island Foundation has been notified. Mr. Batte and Mr. Rubenstein would like to make a presentation to the City Council as well. Vice-Chair Richards recommends presenting the idea of the New Vietnam Memorial Statue to the citizens of Marco Island. Community Affairs Director, Daniel Smith stated the original idea of the Three Servicemen statue was proposed to City Council and City Council suggested that it be presented to Parks and Recreation Advisory Committee. Mr. Smith recommended to the board to present this New Vietnam Memorial Statue presentation to City Council especially if city funds are to be used. Parks, Culture and Recreation Manager, Samantha Malloy proposed that if the board City of Marco Island Florida Page 3 Parks and Recreation Advisory Meeting Minutes - Final February 15, 2022 Committee likes the idea of the New Vietnam Memorial Statue this can be presented to City Council. As far as the design of the statue, the board and Parks and Recreation can get public feedback. MOTION by Member Siegel, seconded by Member Kuhn to Approve presenting the New Vietnam Memorial Statue as presented by Mr. Lee Rubenstein to City Council and receiving feedback from the citizens of Marco Island. Naming of Dock and Gazebo by Don Armstrong Mr. Don Armstrong has been an active member of the Marco Island Yacht Club for five years. Mr. Armstrong presented the board with a video explaining the Marco Island Yacht Club. Mr. Armstrong presented a proposal to name the facility (dock and gazebo) to “Cale Model Yacht and Facility”. Member Kuhn, asked about the process regarding plaques/naming a part of the facility. Parks, Culture and Recreation Manager, Samantha Malloy suggested that if this is something the board is interested in, the Parks and Recreation office will investigate getting the information. Vice-Chair Richards requested this time be put on the agenda for the next month’s meeting. (9) OLD BUSINESS Vice-Chair Richards updated the committee on the FGCU contacts for the Calusa Park. FGCU has a class and FGCU has asked for ideas and they want to create the whole plan for free. Member Siegel requested an update on the completion of Veterans Community Park. Community Affairs Director, Daniel Smith stated the estimated time of completion would be August or September of 2022. Member Shagott asked about the park next by to the Assistant Living Facility. Mr. Smith mentioned the project should be breaking ground soon, permits have been pulled, and the seawall is in progress (10) NEW BUSINESS None. (11) COMMITTEE COMMUNICATIONS None.
